1. MINUTES OF THE AUGUST 11, 2015 MEETING.
The Board received the Minutes of the August 11, 2015 Water & Sewer Board
Meeting.

2. JACK DERBY -WASTEWATER TREATMENT BILL-6601 S. STEELE ST .
The Board reviewed Mr. Jack Derby's most recent letter disputing his annual
sewer bill being paid in advance . The Board received copies of previous
correspondence and Water Board rulings on this issue. The City Attorney's office
recommended the Board reconsider Mr. Derby's case at one more meeting. If

Mr. Derby chooses to pursue the matter after the September 9 meeting, he will
be referred to the City Attorney's office.

3 . GUEST : WALTER SHARP -RAZOR SHARP SOLAR PROPOSAL FOR
McLELLAN RESERVOIR .
Mr. Walter Sharp appeared to discuss a proposal for a 25 year lease agreement
to install solar panels on the North Reservoir at the Allen Filter Plant. The Board
received a copy of a memo from Tom Brennan, the Director of Utilities,
discussing the advantages and disadvantages of the proposal.
Mr. Sharp discussed the process and timetable for the leasing agreement and
coordinating the project with Xcel I. It was noted that he had not discussed the
project with the State Engineer . The Board expressed concerns regarding
aesthetics, cost, maintenance, weather factors, a 25-year lease committment,
security issues by allowing access to a secure water facility, being unproven
technology and impact on wildlife.
Tom Brennan discussed with the Board that this solar installation is the first of its
kind in Colorado and that it would be adviseable to delay investing in this
technology until a performance record is established. Public meetings that
would allow input from adjacent residents would have to be held before
considering this project .
The Board thanked Mr. Sharp for his presentation and will take it under
advisement. Mr. Sharp will be notified of the Board 's decision .
Motion : To not pursue the Razor Sharp Solar proposal for the North
Reservoir at the Allen Filter Plant. The Board would like to see the
system in place elsewhere first. The Board expressed significant
concerns regarding the impact of the system on residences
adjacent to the reservoir.

4 . TEMPORARY CONSTRUCTION EASEMENT -FALLS EVENT CENTER -
McLELLAN RESERVOIR .
The Falls Event Center submitted a Grant of Temporary Construction Easement
for building a retaining wall next to their parking lot adjacent to the Mclellan
Reservoir property. The easement is necessary for the construction of a
retaining wall to allow parking on the side of their building.
The area will be re-seeded to return it to the original grassland xeriscape. The
Falls Event Center is located at 8199 South park Court, northeast of the Mclellan
Reservoir.

5. CITIZEN ARTICLE ON CURB STOP VALVES & CURB STOP
AGREEMENT .
The Board received a copy of the article that appeared in the September-
October 2015 The Englewood Citizen . The Board also received a copy of the Curb
Stop Agreement to be signed when responding to requests to operate the curb
stop valve .

6 . RECOMMENDATION TO COUNCIL FOR JOHN MOORE TO FILL KELLS
WAGGONER 'S UNEXPIRED TERM.

The Board received a copy of a memo from Clyde Wiggins , Chairman of the
Englewood Water & Sewer Board to Englewood City Council recommending that
the Wa ter Board alternate, John Moore, fill Kells Waggoner's vacated p e rma ne nt
position until it exp i res on February 1, 2019 . Council had approved the
recommenda tion at their Sept em ber 8, 2015 meeting .
7 . McLELLAN LAWSUIT .
The Englewood City Attorney's office received a summons on September 4 from
the Southpark Subdivision claiming leakage and dangerous slope conditions are
damaging their common areas near the Mclellan Reservoir . Tom Brennan is
preparing a presentation for the October 19 Council Study Session. Wheeler &
Assoc. will also be there to discuss the safety of the reservoir.
The meeting adjourned at 6:10 p.m .
The next meeting will be held Tuesday, October 13, 2015 at 5 :00 p .m . in the
Community Development Conference Room .

\Ve request relief of the upgrade tap fee for the relocation of the water line for 3 Carriage Brook Road.
The project invoh·es a forced relocation of our water line. which runs through an adjoining prope11y.
Neither we nor the new O\\ners of the adjoining property (2 Carriage Brook Road) were a\rnre of the
location of our \Vater line until n.~cently. The ne\\ O\rners of the adjoining property can·t build their
house until our \\ater line is relocated .
A.ny ne\\ ulignment that U\ aid s the adjoining prope11: aods significant length and bend s to the water
line. It is \\Orth noting that \\e have an unu sual s ituation in that our street (Carriage Brook Road) docs
not ha\ ea \\ater main in it . Therefore. we ha\ c to run our \\ater line all the \\ay from the main in the
adjoining street. Dahliu Street. \\hich mean s the ne\\ line \\ill be approximately 580 feet \\-hen
completed. It is currently 434 fed. Fu11hennorc. Dcm·cr water is requiring a backtlo\\ pt-c\·enter as pa11
of the project. Consequently. the tap size needs to be increased from 314 ·· to I '12 .. in order to maintain the
same tlo\\ and \Yater pressure that we have now.
!"m including the engineers repo11 for your reference . If you look at the repor1. you \\ill notice a few
key points on our project that differ from the engincer·s report:

to 1 ··. When we tried to move forward with these specifications. Den\er Water informed us that
in order to install a T water pipe. we needed to install a I y;·· tap and that their standards don·t
allow for a 1 ··tap to service a T line.
2. The engineers report depicts an alignment along the north side of lot 2. adjacent to a bridal trail.
The current planned alignment actually run s along the north side of Carriage Brook Road and
then under our dri\·cway. The reason for this change is that originally it \\as believed that
a\·oiding directional boring would save money. but due to issues related to an casement required
by owners of lot 2. the directional boring in the already estab li shed utility casement a long the
north side of Carriage Brook Road makes the most sense.
The t\\O deviances from the Engineering report will not significantly affect the Engineers calculations.
as the length of the two alignments arc similar and the pipe size remains the same -only the tap size
changes as required by Denver Water Engineering Standards.
We would like to point out that there will be no changes to the existing impro\emcnts on our property -
no increase in the size of our house. no increase in the number of fixtures. In other words. we will not
be using any more water than we use nO\\ and f rn1hcr mention that according to your records \\-e ha\'c
ah,ays been at the minimum charge for our se\\·er use .
Demer \\ater and the City of Cherry Hills Village have agreed to \\·ai\·e their tap upgrade fees . We arc
paying a llC\\ meter and in spection fee to Dem er Water (S 1.196.50) and a relocation fee to the City of
Cherr: Hills Village ($5 0 ).
Based on the abO\ e information. \\C don ·t belic\e there is am logical or fair rea son for this upgrade fee
and hope you \\ill consider \\ai\·ing the fee for this project.

This letter is intended to sho\\ the water demand for the existing residence located on Lot 3
Olson Subdivision and to pro\·e that the proposed r sen·ice line is adequate. In this particular
case the existing water ser\icc is feed from a% .. tap to the water main located in South Dahlia
Street to a meter and then changes to a r PVC line th at runs from the meter pit to the house
ahout 434 feet long. The proposed project will relocate the tap and make it a 1 ·· from the main to
the meter and then upsize the line hack to the 2·-.
The adequacy of the 2"" line ha s heen questioned and the calculations below \'viii confirm that the
2"" line and 1 ··tap is large enough to adequately sen\~ the existing house. I ha\'e been prO\·ided
the fixture count s and in-igati on infomrntion by Mary Pickett. I will be us ing the 2012
Intern ational Plumbing Code to calculate the required line sizes. The flows Identified arc Peak
anticipated nows. In addition to the fixtures we ha\'e also heen informed that Dcrl\"er Water will
require the installation of a Back.flow Pre\·enter the pres sure loss through is \\ill be taken into
account.

*I assumed the \\aterers arc like a drinking fountain for the chickens and the dogs. I doubled it
for the horses. I believe that these arc probably higher than actual.
Per Table E 103.3(3) in the 2009 International Plumbing Code 62.2 fixture units is about
33.1 gpm . Per the irrigation system information pnn·idcd the maximum zone has about 716 feet
of soaker hose . The soaker hose uses 81 gallons per hour per loo· of length. so the soaker hoses
will use about 9.66 gallon s per minute . With the irrigation the total peak dem~:md \\ill he
-+2 .76gallons per minute .
At that flow rate -+2.76gpm the pressure los s through the 1 ·· tap and meter and about Io· of 1 ··
\\ill he about 11 psi . The required Dem er Water BackflO\\ pre\cnter \\·ill lose another 9psi. The
ne\\ T line \\ill run approximatd: 620· and at the tlcrn rate of -+2.76gpm it \\ill lose about
9Jpsi. This pressure loss docs not include any titting lo sses as there \\ill be none bct\\·ccn the
backflO\\ pre\ enter and the house . The line \\·ill be installed \\ith b: bending the pipe around the
corners . The total pressure loss of the ne\\ line \\ill be about 29.3 psi at the peak flo\\-rak . The
attached sketch shO\\·s the anticipated route.

about 56p si at the peak tlo\\ rate . It should be noted that the 3 ,·· metc~r is only rated for a tlO\\ of
30gprn and the head lo ss chart s do not go beyond 30grm so I c:-;tended the chart to 40gpm and
assumed the meter head lo ss from there.
A.II the assumptions made for the calculations are on the high side meaning the actual tlo\\ \\ill
likely be less that the calculated tlo\\S.
I do not knO\\. \\·hat the pressure in the main is at this time. The best \\ay to confinn the numbers
is to put a gage on a spigot to get a starting pressure then run some fixtures on the existing line
and then again on the ne\\. line. I am confident the pressure will be higher \\·ith the nc\\. line.
The new line is proposed to be Pure-Core P.R ./P.C. 200psi -SIDR7. This pipe is designed to be
used in place of the typical copper scn·ice lines. In my opinion the Pure-Core is an acceptable
substitute for the copper. Both products arc \·cry durable. copper is a bit more susceptible to
damage during installation . Both products arc corrosion resistant. but in certain soils copper can
corrode. The Pure-Core comes in a soo· ro ll and v\il l require one joint bet\\een the end
connections. Copper will han~ joints about every 60.and \\ill require about 10 joints . Both will
handle expansi\"C soils and differential soils about the same.

Subject: Test Drive a Meter Program
The purpose of the Test Drive a Meter (TDAM) program is to allow flat rate account
people the opportunity to see what their water bills would be like if they were metered .
A water meter is installed at the customer 's home at no charge to them and allowed to
run for up to a year with quarterly comparison reports sent to the customer.
At the end of the year the customer must decide to return the meter and stay flat rate or
transfer to the metered rate and pay the City for the meter and its installation .
We have run into a situation where a customer has not responded to any of our notices
and requests to either transfer to metered or let us come retrieve the meter.
The Municipal Code reads as follows :
12-lA-.t: -Meter Requirements.
B. When the Cit) deems it to be in the best interest of the cit) and \\ater consumers. the City may require
any sc heduled flat rate user to take hi s or her \\ater throu gh a meter at the rates set by the City Council.
Whenever a meter is to be used. it sha ll be supp lied b) the Cit). A 11 meters for ne'' accounts shall be
supplied at the cost of the user.
In situations where the customer does not respond to the TDAM notices and requests
the account will be automat ically converted to metered and the cost of the meter and its
installation added to the quarterly water bill.

Subject: Appointment Process
The City Council recently studied the process of appointing alternates to the various boards
and committees within the City. The result was the creation of a simple policy that the
Council would like to see whenever the situation arises where a member steps down from a
board or committee and the alternate member is to be appointed.
The City Council would like to see the following when an alternate is being recommended to
fill the seat of a person who has resigned:
1. Recommendation of the board or committee chair for the alternate to assume a
full pos ition.
2. Attendance record for the alternate member's tenure on the board or committee.
This information will prove invaluable to the City Council as they deliberate and then vote on
the filling of a vacancy on a board or committee through the appointment of the alternate.

RECOMMENDED ACTION
The Water & Sewer Board , at their October 13 , 2015 meeting, recommend Council approval of
a Bill for an Ordinance approving Valley Sanitation District Supplement #24 .
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The City of Englewood provides sewage treatment outside the City through contracts with
numerous connector districts. The area is defined by the natural drainage and extends south
and east from Broadway to 1-25 and from Hampden to Lincoln Ave ., excluding Highlands Ranch .
By contract, the City of Englewood must approve any additions of land to be served by the
districts . These are usually in-fill situations that are within the area it has committed to serve .
Adequate capacity has been provided in the treatment plant to accommodate all such future
inclusions .
A request was made by Global Storage , LLC for inclusion into the Valley Sanitation District .
Valley Supplement #24 is for an area approximately 4.4 acres. The property currently has a
residence on septic that will be rezoned to commercial , and will be tapped into the Englewood
sewer system .
The legal is attached as Exhibit A. The property is located near W . Union Ave . and S. Decatur St .
at 2690 W. Union Ave .

REGARDING : Public Access at Mclellan Reservoir
To date, there is no official policy on the permitted uses at Mclellan Reservoir. Its primary function is for
drinking water storage . It is a working reservoir so the water level varies by season and demand . There
are many issues and concerns with opening this facility to the public . To name a few: who will manage
th e public access, there are no restrooms or parking facilities , the access road off of County Line Road is
right in/right out only, the existing on site facilities will need additional security measures, this site is
private property which is not patrolled by the Littleton Police, trash management, liability issues, and
impact on neighbors. Allowing public access is not as simple as opening the gate .
Staff is requesting that Water and Sewer Board approve an Administrative Policy denying public access
and forward to Council for their approval.
