At the June 8th meeting of the Clean, Green, and Proud Commission
several issues were discussed. Those discussions are outlined
below.
1. · Proud Prooertv Proqram: Glazier discussed the Second Annual
Proud Property Program. Flyers announcing the program and
containing a nomination form were distributed to Commission
Members. Glazier explained that judging of properties would take
place on Saturday, June 26. Commission members were urged to
submit nominations for each of the three categories of
residential properties, business properties, and alleys.
2. Municioal Solid Waste Plan: Glazier reviewed the discussions
that took place at the last meeting and distributed copies of P.
Russell's strategies for residential MSW collection (see
attached) . Glazier reminded the Commission of their upcoming
meeting with City Council on July 6 and the need to have some
type of recommendation for them. The issue of fee-on-volume
service was discussed first. It was the general consensus of the
Commission that a true fee-on-volume system as a service option
will be a recommendation to City Council. This recommendation
would address the issue of equity as well as being an option
rather than an imposed service to each citizen. Questions of the
cost and specific service to be offered were raised and
discussed. Both of these issues would be dete::::-mined by market
and competitive forces with little input from City staff.
However, the Commission requested that Glazier contact each of
the four licensed residential haulers to determine what type of
fee-on-volume system each would envision if the proposal is
accepted by City Council. Glazier said he would do so and report
his findings to the Commission at the next meeting .
The Commission decided to keep the requirement of licensed

haulers offering a curbside collection of recylables as
originally discussed with City Council.
Regarding contract hauling, the Commission decided that the MSW
Plan was a dynamic process that would require more time that
antici pate to implement. Therefore, the Commission decided to
make the two above recommendations to City Council, gauge the
public's reaction and acceptance over the next 12-18 months, and
then bring forth more recommendations.
3. Other Business: Means expressed a concern that the
Commission was at a crossroads and that there ought to be serious
discussion on where the Commission should go now. Numerous
suggestions were put forth as possible programs. Glazier
suggested that each member come up with five issues/programs that
the Commission might want to become involved with, and discuss
them at the next meeting.
Glazier announced that the Keep America Beautiful National Board
Meeting will be held in Denver this year. All Commission members
have been invited to attend a reception on the evening of June
24, from 7-9 p.m .. Glazier requested that members wishing to
attend should R.S.V.P. to him by Friday, the 11th of June.
Glazier reminded the Commission of their annual meeting with City
Council on July 6, 1993 in the Community Room. All members were
urged to attend this important meeting.
