I. CALL TO ORDER.
The meeting of the Clean, Green, and Proud Commission was called to order at 7:08 P.M. by
Chair Ann Nabholz.

II. APPROVAL OF MINUTES.
August 13, 1996
Chair Nabholz asked for consideration of the Minutes of August 13, 1996.
Jensen moved:

ID. MEMBERSIIlPUPDATE.
Chair N abholz reported three vacancies on the Commission. Mr. Graham stated that a request to
fill the Hammond vacancy has been sent to City Council; no response has been received. The
Commission requested staff to send a second letter to City Council asking that vacancies be filled
quickly; all three terms run through 1998 .
Mr. Russell commented that he may not apply for reappointment when his term expires in Decem-
ber, 1996; Mr. Jensen indicated that he, also, may not apply for reappointment, and that his term
also expires in December, 1996.
Mr. Lange requested that a letter be sent to Councilpersons Vormittag and Habenicht urging that
the vacancies be filled forthwith, and that one of the appointees be Mr. Michael Dilatush.

IV. SUB-COMMITTEE REPORTS
A. Alley Clean-up
Mr. Galleher reported that alle y clean-up activities have been scheduled on October 19 , from 7 AM
to 2 PM. Three volunteers were recruited at a Neighborhood Watch meeting last week. Scott
Thompson, Code Enforcement Field Supervisor , spoke regarding the city 's responsibility on tree
trimming , and offered community service workers to work with the committee on the 19th. Two
trash trucks are planned: one will be at Clarkson and Mansfield , and the second at Pearl and
Mansfield . The clean-up is an unadvertised activity . The target will be ground debris , no tree or
shrub trimming . Committee members will meet at the Miller Building, at 7 AM on October 19 to
pick up the community service workers. The community service workers are covered by insur-
ance. Community service workers will bring box lunches. An acknowledgment letter, which will
be distributed to householders, will be written by Commissioner Stankorb. The next sub-committee
meeting will be on October 1, 7 PM.
B. Education Sub-Committee
Mr. Russell reported some problems with scan material ; they are trying to now work with original
materials. The committee is looking for volunteers. The Committee meets the first Monday at the
Waste Water Treatment Plant.
C . Golf Sub -Committee
Mr. Golombek stated that responses are slow . A postcard reminder is to be mailed next week .
Arrowhead Golf Course has not confirmed an earlier start time , and the tournament really needs to
start earlier than 1 :30 PM because of the earlier sunset. The Committee needs to consider an alter-
nate date of October 11 if they are unable to get an earlier start time confirmed for October 4th .
Mr . Golombek explained that Burt on Broadway wants a winner , and is offering the following
prizes for a hole-in-one :
1) A choice of 1996 Chevrolet half-ton pickup , or a 1997 Chevrolet Cavalier Convertible ;
2) A three-day golf vacation for two at the luxurious Kiawah Island Resort in Kiawah , SC ;
3) A set of Maxfli "VHL " oversized irons;
4) A four-day , three-night resort vacation for two to sunny Jamaica , including air fare on Air
Jamaica.
Gifts for prizes are coming in. A volunteer is needed from 1 to 7 p.m.; Mr. Stankorb volunteered .
Mr. Arnold reported that Adele Arakawa , Channel 9 , is unable to attend , but will pass the infor-
mation along , and we are to keep her informed for next year 's event.
Ms. Nabholz mentioned that Roy Altenbach might be contacted to see if he could possibly make the
signs.
Mr. Graham reported that there are some "serious golfers " who want to play Arrowhead , who are
reluctant to play in the tournament because of the "gimmicks ". Mr. Golombek stated that the
"gimmicks " are no t set in stone , and the sub-committee will meet on Monday to discuss and make
their decision . The CGP membership recommendation to the sub-committee is to drop the gin1-

micks. City Council is sponsoring only one four-some this year; Mr. Graham stated that only the
one four-some is being sponsored because of the relocation of the tournament to Arrowhead.
D. Leaf and Tire Drop-off
Mr. Graham circulated a sign-up sheet the event and reported Englewood and Littleton provide this
service for the two communities. Englewood will be manning the drop-off site on November 2 and
November 9. The hours are from 8 AM to 2 PM, same drop-off site as previous years. This event
will be advertised in the Englewood Citizen, and on Channel 8.
E. Marketing Sub-Committee
Ms. Nabholz stated there has been no meeting of this sub-committee, and there was nothing to re-
port. The sub-committee is hoping to begin meeting next month.
F . Solid Waste Sub-Committee
Mr. Jensen reported that he , Mr. Lange, Mr. Galleher, and staff members Graham and Langon
attended the public meeting in Broomfield on September 10, 1996 regarding trash hauling. The
meeting was heavily attended by small hauling companies and their supporters. Mr. Jensen com-
mented on the way a small number of people could sway the decision of City Council. Mr. Lange
emphasized the need to educate Englewood citizens on the reasons to support solid waste disposal,
and then have a vote of the citizenry.
Discussion ensued. Mr. Russell stated that the CGP should make policy recommendations, and the
City Council has the responsibility of making the final decision on solid waste removal and dis-
posal. This is beyond the scope of CGP's responsibility. If the rates are lowered, maybe the pur-
pose of the committee has been served. Mr. Galleher suggested following the program and issues
in Greenwood Village over the next six months to see how it works.
G. Household Hazardous Waste Roundup
Mr. Graham reported that this program is the most expensive activity the CGP funds. The HHW
day has received good publicity this time, and the hope is for double the participation of the day in
July. Mr. Graham asked the CGP if they would commit the full $2800 previously budgeted for the
activity.
Chair Nabholz commented on a misprint in the September 12 Englewood Herald regarding the
"city" funding this project; this is incorrect. This program is funded by the CGP and by the co-pay
from those participating in the program. Staff will address the point with Mr. Munds of the Her-
ald.
Mr. Galleher stated he will not be available to assist on the Household Hazardous Waste date of
September 21 .
Training is available on Saturday morning for those interested in working in the containment area.
Mr. Lange reminded everyone of Mark Stout's request that material to be dropped off be removed
from the vehicles in the containment area, not at the gate. Reception's concern is to view licenses
and confirm residency for participants.

V. SUB-COMMITTEE MINUTES.
Minutes of the golf sub-committee were submitted .
VI. COMMISSIONER'S CHOICE.
Mr. Roth asked the status of public hearings on mandatory trash hauling . If Englewood gets the
same response as that in Broomfield , then we are "barking up the wrong tree ". He suggested
making this an educational program. Meetings on this topic may be scheduled for after the new
year.
Mr. Arnold suggested a change in the Minutes , Page 4 ,E -change Jensen to Arnold. This change
was approved by the Commission.
Mr. Russell reported that Denver 's air pollution study is coming up this winter. Carbon makes up
a major portion of the brown cloud. Anyone inter~sted in more information, please contact Mr.
Russell .
VII. STAFF CHOICE.
Mr. Graham distributed the KAB year-end report. The Commission was asked to review this re-
port , so it can be discussed at the next meeting. The bottom line is a cost/benefit ratio of 1: 8 -for
every dollar spent , $8 of benefit is generated. This is good news for CGP in their efforts to defend
their budget request to the City.
Mr. Graham stated that a request for discretionary funding , in the amount of $12 ,000 , will be sub-
mitted to Mayor Bums . This funding will be for HHW activities. Mr. Russell requested that edu-
cation grants also be included in the funding request. This will be of direct benefit to the Engle-
wood schools, and Mr. Russell will prov ide materials describing goals on grant funding.
Ms. Nabholz stated that Sunday , October 6, is a Safety Awareness Open House at the Police/Fire
center. Hours are 11 AM to 3 PM , and volunteers are needed. She stated that she will be attend-
ing.
There was no further business brought before the Commission . Upon a motion by Ms. Nabholz,
second by Mr. Golombek, the meeting was declared adjourned at 8:30 PM.
