Meeting Opening El The meeting was called to order at 6:35 p .m. in the City Council Conference Room . Chair Rothe presiding. Present: Audra Kirk (Not voting), Bob Mccaslin (Not voting), Chris Hoagland, Gary Norlander, James Garnett, Jennifer Jones, Jim Gibson, Linda Olson, Susan Bay less, Theresa Sabrsula, Tom Rothe, Tom Winthrop. Absent/Excused: Brett East, Sunshine Cross. El 2. Approval of Minutes Motion: Approve the September 9, 2008 Minutes as written. Moved by Chr is Hoagland, Seconded by Jim Gibson. 3 . Old Business • Comprehensive Plan -Section 9 is the most related to the Commission . e Commission discussed how they might further the goals within the Comprehensive Plan. Linda Olson discussed having a study session with Council to discuss the Commission's role in the Plan and the accountability of the Plan. Discussed ensued . The Committee will meet again before a study session is scheduled. • Household Hazardous Waste Roundup Audra Kirk distributed a comparison of material collected from 2005-2008. The numbers are provided by Safety-Kleen. Discussed ensued. Safety Kleen 's invoice was $33,500.00. The City recouped $17,000 -$5,000 in co-pays and $12,000 from the City of Littleton. Audra Kirk stated there are four different options for the Roundup which have been previously presented to City Council. • • • ~ On November 3, she will be presenting those options to Council again . The options are : • Keep the program as is • Eliminate the program • Sign up with Curbside Recycling • Buy into the Rooney Road facility in Jefferson County; this is staff's preferred option The Rooney Road option allows citizens to have their materials picked up at their home for $20 or citizens can drop it off at the Jefferson facility for $15. The City is charged per capita which is $1 7,000 per year. The facility is open year round . They also accept leaf and yard waste. Discussion ensued. • South Platte River Clean Up Chris Hoagland thanked all the volunteers; 35 pounds of litter was collected . • There is no meeting in November due to Veteran's Day. Secretary 's Note: The Commission decided to cancel the November m e eting at the August 12, 2008 meeting. • Event Coordination Chris Hoagland suggested that staff email Commissioners upcoming events so they can be blocked off on calendars, and also circulate the signup sheets at the meetings rather than on email. Linda Olson suggested having a chair for each event, and then write a summary after each event on how to do the event. D . 4 . New Business • Banner Chair Rothe asked if staff had looked at the cost of relettering the banners or the availability of the Commission using banners. Ms. Kirk stated the cost is $400. • Leaf and Tire The Commission is responsible for November 8, 8 am -noon. Susan Bayless volunteered to chair the event. • Holiday Lighting Judging The event is scheduled for December 9, in lieu of the regular Commission meeting. Commissioners will meet at 5:30 pm in the parking garage outside the library. Councilmember Mccaslin will reserve a van from the Parks Department that accommodates 12 people . • • • 5. Staff's Choice Audra Kirk circulated photos from Berlin showing graffiti and recycling bins. Audra also announced that Nicole Kelly resigned from the Commission . JJ1 6. Council Member's Choice The cost of City trash pickup is $51,000; the majority of that is from the public. Mr. Mccaslin called WasteManagement on the single-stream recycling. They are unaware of any cities that are doing single-stream recycling. Audra Kirk stated staff is investigating WasteManagement providing single-stream recycling at the Civic Center for $75 a month. City Council is interested in the prescription drug recycling. Chris Hoagland stated he would contact Wal-Mart and Safeway to determine if there is any interest. e 7. Commissioner's Choice • Gary Norlander -There is information on the web as to where to take hazardous materials if someone misses the Commission's roundup. There are also many communities that sponsor roundups . • Tom Winthrop -WasteManagement is providing recycling to Englewood schools. Single-stream bins are now in all the schools . The high school is also starting an environmental club. • Chair Rothe -He received information on recycled bags . He will research the cost. 8.
