Resolution to Accept the Transfer of Property from the Englewood
Urban Renewal Authority
DESCRIPTION:
The EURA, at their January 8, 2025 meeting, approved the transfer of three small parcels
owned by the EURA to the city for public purposes including, but not limited to, sidewalks,
streets, open space, and drainage.
RECOMMENDATION:
Staff, on behalf of the Englewood Urban Renewal Authority (EURA), recommends that the city
council adopt a resolution to accept the transfer of three parcels of land in the downtown area to
the City of Englewood from the EURA.
SUMMARY:
The EURA Board of Commissioners approved a resolution at their annual meeting on January
8, 2025 to transfer three parcels in the downtown area to the City of Englewood. Two of the
parcels are occupied by the sidewalk and eastbound lanes of Englewood Parkway, immediately
west of South Broadway. The third parcel is located within the Little Dry Creek Greenway. The
three parcels are remnant lots from the 1980's-era Englewood urban renewal project which
were not included with other parcels that were conveyed to the city throughout the course of the
urban renewal project.
ANALYSIS:
In the mid-1980’s, the EURA embarked on the implementation of the downtown Englewood
urban renewal project. The designated urban renewal district area included a large part of the
South Broadway corridor (focused on the 3200-3500 blocks) and surrounding properties on the
east and west sides of South Broadway.
The EURA acquired real estate throughout the district to construct public improvements and to
attract private investment, particularly the development of new shopping centers. The project
included public improvement projects such as the Little Dry Creek greenspace area, new or
reconditioned parking lots, landscaping, lighting and new street connections. The EURA also
assembled and sold real estate that facilitated the development of the Englewood Marketplace,
Englewood Plaza and the King Soopers-anchored shopping centers.
Authority-owned parcels were transferred to the City of Englewood and to private owners
throughout the course of the project. The last property transaction took place in 2016, when the
EURA sold several lots to Medici Development Group to facilitate the construction of the

Broadway Lofts apartment project. However, two parcels of just under 4,000 square feet each
(a survey is attached), which are located within and adjacent to Englewood Parkway, just west
of South Broadway were not properly transferred and remain owned by the EURA. A third
parcel of approximately 450 square feet which is surrounded by the Little Dry Creek Greenway
was also never conveyed to the City of Englewood. The parcel is just south of the terminus of
the 3500 block of South Lincoln Street.
Because the land occupying the two parcels along Englewood Parkway is devoted to a public
sidewalk and a public street, and the land around the small parcel within the greenway is owned
by the city, the EURA Board of Commissioners approved a resolution at their annual meeting on
January 8, 2025 to transfer ownership of these remnant parcels to the City of Englewood.
Based on their current use, the parcels do not have any development value. Therefore, the
EURA will convey the parcels to the city by a Quit Claim Deed for no remuneration to the EURA.
COUNCIL ACTION REQUESTED:
The EURA requests that the City of Englewood accept the conveyance of the three parcels of
EURA property via Quit Claim Deed and that the city council authorize the transfer by adopting
the attached resolution.
FINANCIAL IMPLICATIONS:
There is no financial impact to the city if the parcels are conveyed to the city by the EURA. All
of the parcels are currently occupied with public uses and they are maintained by the city.

A RESOLUTION ACCEPTING THE TRANSFER OF OWNERSHIP TO THE CITY OF
ENGLEWOOD, COLORADO OF VARIOUS PARCELS OF LAND FROM THE
ENGLEWOOD URBAN RENEWAL AUTHORITY (EURA).
WHEREAS, on September 8, 2009, Englewood City Council adopted Resolution No. 69,
Series of 2009 that authorized the City to accept title to various parcels from Englewood Urban
Renewal Authority (EURA); and
WHEREAS, the parcels were remnants of larger parcels acquired for redevelopment,
drainage improvements, parking and roadway improvements; and
WHEREAS, these parcels adjoined public property, and were maintained by the City; and
WHEREAS, City staff identified three additional parcels that appear to have been
inadvertently omitted from the 2009 transfer; and
WHEREAS, these remnants of parcels also adjoin City property and/or City right-of-way,
and are currently maintained by the City; and
WHEREAS, City staff and the EURA investigated, and concluded title should be
transferred to the City of Englewood to ensure it has full rights of access and ownership; and
WHEREAS, on the 8th day of January, 2025, EURA adopted Resolution No. 2, Series of
2025 authorizing EURA to transfer title of these parcel remnants to the City of Englewood; and
WHEREAS, pursuant to Englewood Charter 80, City Council may accept gifts and
donations of land.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, AS FOLLOWS:
Section 1. The City Council of the City of Englewood hereby authorizes and accepts the transfer of
ownership from the Englewood Urban Renewal Authority to the City of Englewood, Colorado for
the following three parcels:

That part of the SE ¼ SW ¼ of Section 34, Township 4 South, Range 68 West of the 6th
P.M., being a portion of Lots 47 and 48, Block 1, Englewood Addition, being more
particularly described as follows:
Beginning at the intersection of the West right-of-way (R.O.W.) line of South Broadway,
and the South R.O.W. of West Girard Avenue; thence South 00 degrees 07 minutes 53
seconds West along said West R.O.W. line, 37.50 feet; thence North 89 degrees 50
minutes 22 seconds West, 125.00 feet; thence North 00 degrees 07 minutes 53 seconds
East, along the West lines of said Lots 47 and 48, 37.5 feet 10 a point on said South
R.O.W. line of West Girard Avenue; thence South 89 degrees 50 minutes 22 seconds

AUTHORIZING THE CHAIR OF THE BOARD OF COMMISSIONERS AND THE
EXECUTIVE DIRECTOR TO EXECUTE THE DOCUMENTS REQUIRED TO
TRANSFER PARCELS OF EURA OWNED LAND TO THE CITY OF ENGLEWOOD
FOR PUBLIC PURPOSES INCLUDING BUT NOT LIMITED TO SIDEWALKS,
STREETS,OPEN SPACE AND DRAINAGE.
WHEREAS The Englewood Urban Renewal Authority (“EURA”)owns certain real
property listed below by Arapahoe County Assessor parcel identification number;and,
WHEREAS the subject properties are adjacent to public property and function as
part of public sidewalks,streets,open space and drainage ways;and,
WHEREAS the subject properties are not suitable for development;and,
WHEREAS The City of Englewood has historically maintained the properties;and,
WHEREAS The City of Englewood may accept the transfer of the properties from
the EURA;

Grantor and THE CITY OF ENGLEWOOD,a municipal corporation,1000 Englewood Parkway,
Englewood,Colorado 80110,Grantee.
WITNESSETH,that the Grantor,for good and valuable consideration,the receipt and
sufficiency of which is hereby acknowledged,has remised,released,sold,conveyed and QUIT
