Mr. Woodward thanked Mr. Fruchtl. He said we did things a little bit differentl y this year. People usually write in and
submit an application to participa te. As we were driving around last week, there were a couple of places that we thought
really s ho uld be acknowledged . We took the time to talk to the people that were there and ask them if they would mind if
we did acknowledge them and they were agreeable to that.
Mr. Woodward presented ribbons and certificates to all of the winners who were present and they were given a round of
applause.

campaign trail. is that we have a children pro blem here in Englewood. During the past three years we have lost 833
,tudents m o ur sc hool di>tri ct. That 1s a 16% drop in three years. A lo t of it has to do with our CSAP .cores and parents
,hopping for the best sc hools and a lot has to do with the reputations of the surrounding school distric1;5 and open
enroll ment . This year we ha e lust one of our three children oriented businesses. Guys and Dolls, and it looks like Playnix
may be next o n the hst, a I see the y have a going out of business sale going· on right now. Our last one is Funtastic Fun. I
rc,ngnize that the c ity government and the sc hool government are two different entities with two different purposes. I am
\\Ondcring if n is possible for the City to work together with the School District to address this kind of a problem. to
,irengthen o ur City. I guess I am wondering ... should there be cooperation'! Should thi s even be a concern for you'! And
there are basic questions ... does a city need to have c hildren '! Are there a minimum number of students to have a viable
sd1ml d1s1nct'! Demograph1cally speaking. Englewood is attracting childless families more than families with children.

groups ... but these two groups . What can the city government do, working with the schools since they are ... not
competing ... but different governmental structures? How can the City and the School District work together? You guys
make hundreds of decisions every year . Decisions on things like rules about allowing houses to be bigger ... popping tops
and scraping off and those kinds of things. That would be, I would suppose, the kind of decision that you all would make
that could possibly have an impact on families . I guess I would urge you, as staff and as Council, to have, as an clement in
your decision -making deliberations ... how will this affect our family friendliness? How can we encourage more families to
move here? What can we do to make Englewood a more attractive place to raise a family? What can we do to keep our
own kids here ? In January , when you all and the City Council meet with the School Board to talk about things in
common ... I hope that you and the School Board can work together and brainstorm to come up with some ideas on having a
family with children friendly, kind of place. Thank you. Merry Christmas to you all .

Mr . Cohn, we do have u School/City Commincc, which I am sure will be more active in the coming yean. because there is
new che mi stry and people interested in moving it forward . Plus , Englewood has five school districts, and it doesn't mailer
where you live. pan of your propcny tax docs go for education . So, that equation isn't right . But, that said. we <kl baYc
wonderful c hildren in Englew ood . I pend a lot of time working in the schools and I think all of us ... the School Di trict.

children.

I . He said I would just like to second what Olga mentioned about the School Board. In having talked quite a bit with
the new School Board members and at least one of the existing members ... we have talked quite a bit about partnering and
what can be done . I think there are a lot of demographic types of things going on in Englewood, that limit the number of
young families that we have moving into our area. or.~ were a couple of the items that I found out about, when I was on
the campaign trail. I was thinking that I was an ol-1 ,; , •; in \his town at 28 years and then I met people who have been here
35, 40 and 45 years ... up to either 55 or 60 years. A'· L • cJi o, people are staying here. It leaves us with a lot of our
smaller houses ... our 800 to 1000 square foot houses ... two bedroom homes . When people move into those homes and Irids
are bor,1 and then a second child is born, usually those people need to move on and one thing about Englewood, you keep
hearing that "oh, yes, Englewood is affordable", but when you start looking at houses bigger than 800 to 1000 square feet
and ou stan looking at Englewood and what it costs, per square foot, to live here, it isn't so affordable and sometimes it is
cheaper to move into other cities, other municipalities, other suburbs. I look forward to serving on the SchooVCity
Committee and to our rnee{ing in January with the School Board, so we can stan addressing some of these items .
2. He sa id I wanted to mention that I had the pleasure of working with Mike Flaheny and other Lions, on Saturday,
distributing food baskets and gifts through Inter-Faith Community Services. This is another really great program, during
this time of year.
3. He said I want to wish everybody, as may be appropriate, a Merry Christmas, a Happy Hanukkah, a Happy
Kwanzaa . and a Happy New Year. if that works. And, if you are Chinese. a Happy New Year for January 291!..
13. City Manager's Report
(a) C ity Manager Sears said I want to say thanks to the Council members for coming by on Friday . On the
to ur . the e mpl oyees said they appreciate the active role yo u are taking. in talking with them and meeting with them.
(b) City Manager Sears said I think we had about 350 employees that dropped by our office on Friday and I
think there 1s a lot o f goodwi ll .
(c) City Manager Sears said we will be sending you a repon. as our Fire Department saved a life yesterday.
We have o ut standing employees. who work hard for the City . I want to say thanks for working with them and the suppon

Mayor Wolosyn introduced the 2006 Calendar artists and Council Member Tomasso presented them with their matted and
framed pieces.
Sannah Pham is a 4lh Grader at Clayton Elementary. Sannah's anwork, "The Ant in the Grass." appears on
the cover. This is the 2'"' year Sannah has had her ar.work included in the calendar.
Justin Willson is a 3nl Grader at Clayton Elementary. Justin 's piece, "Pteranadon," appears in January .
We have two artists in February:
Henry Andrykowski is a 6• Grader at Flood Middle School . His work is a self-portrait
entitled "Delightful, Colorful HJ." and
Stevie Campbell is also a 6* Grader at Flood .. Her work is also a self-portrait.
Natasha Fish is a 9lh Grader at Sonfish Academy. Her artwork, entitled "Apart," appears in March . This is
the 3nl time Natasha's artwork has been featured in the Englewood Calendar.
We have two artists featured in April :
Courtney Schauer is a la Grader at Bishop Elementary . Her artwork is e .ntitled "Cool
Bird Under a Wann Truffela Tree" and
Heman Dominguez is a I " Grader at Bishop. His piece is called "Cool Bird on a
Warm Truffela Tree."
Amy Truninger-Hanley is a 12• Grader at Colorado's Finest Alternative High School. Amy's artwork,
"Hibi sc us," is featured in May .
Alexia Vidrio is a I" Grader at Maddox Elementary. Her piece, "Firefly," appears in June .
Olga Pozdnya kova is a 7lh Grader at Flood Middle School. Olga 's anwork is featured in July .
Tom Loiseau is a 3nl Grader al All Souls School. Tom 's anwork, "M y Puppy Sadie," appears in August .

(a) Doug Cohn, 3051 South Marian Srrcct, said 'at the Study Session last week a question was raised about
Englewood being a place that's perceived as being hostile toward business. and I wanted to talk about that just a little bit
tonight. You all have a handout here and I think the title kind of says it all . Yo u only have one chance to make a good first
impression. I have listed several specific kinds of situations where business guys have had a problem . Fantastic Fun, I
think, has come before City Council a number of times . Currently, he is really interested in moving his parking !ot around
and selling off two little houses facing Acoma Street. There is a fellow who wants to build a duplex there, but somebody
somewhere has told him that the Comprehensive Plan does not allow that. I haven 't looked at the whole Comprehensive
Plan, I've only gotten through about the first 90 pages or so, but I couldn't find anything in there about that. This is an
example of somebody who has been a good business citizen in town and has a difficulty and would like to have something
do ne about that. The MD Liquor guys . on the corner of Bates and Broadway. came before the City Council in either July or
August and asked you all to give them a hand with the tree that is completely blocking their sign. The tree is still there . I
suggested to the fellow who owns the place that he could probably take care of the problem himself and he didn't want to
take my suggestion. The tree is blocking hi s si gn and it is something that the City has done to his business . Mike Smith is
a fellow that I just met a few weeks ago who wanted to rent the empty Peerless Tire Store on the corner of Logan and 285.
He wanted to put in a business .. .I don't know exactly what kind of automobile related business ... but he was told that "we
do n't wa nt your kind in town ." Phil and Jane Watkins ... Phil is a classmate of mine from the class of '65 at Englewood
Hi gh School, and he and hi s wife have a stained glass studio. They were in downtown Littleton and they decided to move
back home this summer. They moved back home, bought an old rundown place right beside Richard's Motors with a
broken do wn old shack in the back yard and they !Ore down the shack and wanted to put up a workshop. They went to the
building department and the guy said no . They said, well can you help me out here? He said, well we don't give advice on
what you need to do with your work shop. but the plans you brought us arc not any good. Finally, Community
Development got involved and there was a whole lot of talking that went on and now he has his workshop . I haven 't talked
to him for about three weeks, but three weeks ago he was really irritated about the way he was treated by the City. Shirley
Friend came to town seven years ago, and I know you guys have worked really hard this summer with Shirley. When she
came to town to stan a little business, she wanted to massage folks' feet. She checked with whatever places around City
Hall that she needed to check with and ran her business according to the specs that were available at the time she came into
business, because there wcren 't any rules at that point. Then this summer, her whole world caved in. It cost her a whole
bunch of money for attorney fees and she spent lots of time talking with you all . And she is a fighter , so she is going to
stay around, but as the word gets around that. .. well , if we don 't like what you arc doing, we will just jump on your neck
and chase yo u out of town. These arc examples of things that fru strate the guys. Jon Cook has been wanting to upgrade
some properties on Broadway and a few weeks ago he was going to make a presentation to you all and I think that was the
meeting over at Clayton, or somewhere, and the dog guys got into thi s big huff about it and Jon didn 't get to make his
pre:,cntation at all . Then last Monday ni ght at the Study Session he was going to talk again and orx:c again the dogs
bumped him off the schedu le . I think . as just a recommendation, I guess. a suggestion. there could be ways that. . .l don't
even know ho" to say that one ... I'll just finish up wi th the last one. Last Friday night we had a way cool li ghting of the
Christmas tree out ,n the parking lot here and a great firecracker show. As a business guy. I was feeling disrespected at th e
end of 11 . Several busine s guys went out and bought some bi cycles to give away to the kid s who live here in Englewood
and the) put together a contest for the kids to be awarded the bikes. And then at the end of the show, they said goodnight
and turned off the lights ... and why don ·, you all go and have a good time si ngi ng Christmas carols. And when the
presentation wa made . we had to are up a fl ashli ght . so that we could read the names of the folks . We need to do better.

(i) Director Gryglewicz presented a recommendation from the Finance and Administrative Services
Depanment for Council to adopt a Resolutien authorizing a supplemental appropriation to the 2006 Library Services
Depanment Budget in the ·amount of $28,000.00. He said, as you know , the Library had a bookmobile for a number of
years and as demographics changed and needs changed, eventually it was not really used anymore. It was leased to
Douglas County Libraries and they made a proposal to purchase the bookmobile and Council agreed to do that in August
2005 for $28,000.00. The $28,000.00 was put into miscellaneous revenues at that time and not appropriated. This is the
supplemental appropriation to the 2006 Budget for Library Services.

Redevelopment Agency requires an agreement with the City of Englewood to lease a portion of the Golf Course (over 50
acres) for the planned retail/entertainment complex. We had a public meeting in July of 2005 to discuss the initial proposal
and we have continued to discuss terms of the agreement. The closing of the lease is contingent upon the negotiation of a
final lease with the Sheridan Redevelopment Agency and Miller Wcingar'tcn and the successful purchase by Miller
Weingarten of thr various parcels of land. She said I think I am jll:51 going to go_ over the main points which arc :
Weingarten proposes to lease over 50 aaes, for 20 yurs,.with three addlliorral 20-year options. The lease payment for the
primary term is $4 .19 million, with payments.for the three remaining option periods .being $200,000, $300,000 and
$400,000 respectively.
She said Tom you will have all the particulars. Thank you.
(ii) Mayor Wolosyn said next week we arc going to be doing Aid to Other Agencies. Another
company, I think, Arapahoe Cares, a non-profit. came in after the deadline and I just went ahead and okayed them to submit
an application for us to look at next year. It just seemed to be a formality . I hope everyone is okay with that.

I . She said I agree that the lights look really nice and the ceremony was fantastic . lt was cold. and yet we had a
really nice crowd. One suggestion. a couple of the businesses seemed to have been caught off-guard, but it was nice to go
around and see them pretty jam packed over at Tokyo Joe's. And the Pub did well ... the places that I could see, there were
a lot of people disbursing and kind of giving us some revenue as well. It was a very nice event.
2 . She said Positively Englewood did do a presentation at the end of that event. I wanted to thank Campus Cycles
and the businesses that have contributed. While this particular section of this program that we did for Positively
Englewood is called Bike a Month for Christmas, we went ahead and did three. This time we did an essay where people
wrote and said why they felt a child was deserving of this. so it v.as somebody else nominating these children. And I
cannot tell you how impressive some of these young people arc in our community. The three people who received the
bikes ... it was a hard choice ... but the three people who did, we were very impressed with their commitment to their family
and the community. Zach is a 14 year old who took care of his grandmother, who is under hospice care, when his family
took her in and all of the amazing things he did as a young man . Fernando is an 8 year old young man who actually gave
up hi s yo uth bicycle to his grandfather when he came to town and he would tell him, grandpa go and see all of Englewood .
He used that to come to the Library and do things and the grandfather was very impressed with this young man . And then
T yler . We also recognized the teacher who helped him through a very difficult time ... Mrs. Westfall, a teacher at
C herrelyn. We did let Tyler present a gift to her as well. One of the reasons that he was asked to help present it was
beca use he had entered every single one of our contests. One of them was a drawing. where they wrote an essay about why
education was important to them and he had brought up this teacher, so we remembered that. And then his aunt also sent in
a s ubmission for him. He had recently lost hi s mother and that is how his teacher became so involved with him, helping to
get him through academically. as well as personally. I think that she went far. far above and beyond the call and we were
glad to have the o pponunity to . .:cognizc her as well .
3. She said the fireworks were fantastic . I thought they were coming from the parking lot. I couldn 't believe they
were off of the roof. But. everybody just had a great time . I'm glad that we were able to panicipate that way too.
(ii ) Council Member HlcCaslin:
I . He said I was at the tree lighting ceremony and Jim did a nice job. Thank you for everyone showing up .
'.!. He said I would al so like co thank Gary Scars and his staff for again educating the new Council members. On
Friday we took a tour of the water works. the Library, the coun house . It was very informative. so thank you very much .

(iii ) Council Member Moore said Mr. Cohn raised a few issues tonight and I was wondering if
maybe some of those arc appropriate to wrap in with what we have asked ACE to look into, in terms of the economic
devel o pment strategics where we have tried to engage Mr. Cook and Mr. Cairns. So some of these items might be
appropriate to bring in the scope of that request. .. I'm not sure if every one· of 11\1:m will be, but I just wanted to put that o ut
there .
Mayor Wolosyn said I agree, as I think some of them arc already being addressed by ACE ... Jon Cook and others. I was
just going to ask for an update ori the tree. I think we should look at this more closely and the ones that arc
appropriate ... add to that. She said we have an ACE meeting next week.

(iv ) Council Member Oakley said Mr. Cohn had also sent some e-mails and had addressed some
o ther things that he didn 't talk about here tonight, so perhaps we can take a look at some of those too .
(v) Council Member Woodward :
1. He said I just wanted to mention the Englewood Shines and how succcs~ful it was . I think we really did have a
larger crowd than expected. even though it was a very cold night. The fireworks were gn:at. It was a real added benefit.
2 . He said I wanted to mention that coming up Saturday is Breakfast with Santa at the Malley Center at 8 o 'clock.
That is always a fun time, with a lot of people showing up. So if you arc able to attend, it will be at 8 o'clock at the Ma lley
Center. They will have a panc ake breakfast.
3. He said I wanted to ask the question about MD Liquors. I know those folks had come in and we had addressed
that. .. or I thought we had addressed it. So, if we could get feedback from Public Works or whoever on that. I would
appreciate it.

something to the information about the Press Release. Council did decide that we would have a Public Hearing on the Golf
Course Agreement. because it ,s a reall y big issue . We think we need all the input and discussio n on it that we can have .

Council retreat . A Counci l retreat based on the one s that Linlcton ha s . This won't be a budget retreat. in that we won't
hear repons from the different depanmcnts regard ing what they want to spend for the next year . And II won 't be a goal
selling re treat, in that we have set goals . And. I believe . our goals should form the discussion at the retreat. We have a lot
o f big issues comin g up, not the least of which i if thJS agreement does go through and that development ha p pens over in
Sheridan. just the fact that this develo pment is on the edge of our communit y and II will have an 1mpac1 nus. And then
we discussed tonight , the McLcllan Reservoir. chances of the Bates station development and I think 11 would be helpful to
a ll of us to sit down. look at these is sue s. have an opponunity to son of just free form ... discus them , so that we all feel
s tronger whenever they do really come before us fo r decisions . Also . I wo11>ld ask anybody to let us know if you have
iss ue s like that . th at I am not mentio ning. to give us. in the next few weeks. so that we can incorporate them, if possible.

he was going to try to pull some of those people together and find out what all of the complaints were and come back to us .

Mr. Scars said he has met with Jon Cook, I know, and talked to Jon. but like on the tree issue, l know that Jerrell Black has
been involved with trimming that tree and so Bob hasn't been involved with that issue .
Ms. Barrentine said oh, I'm sorry, I thought you meant the comment that he had made about finding out, in general , what
the business people had a concern about.
Mr . Scars said this would be a response to the specifics.
Mayor Wolosyn said I would ask that, because we already have Jon talking to Community Development ... also, I believe
Mr . Cairns has talked to thcm ... Jet"s try to synthesize this into one piece. As I understand . wc arc already dealing with
some of these things ... Fantastic Fun. Mr. Scars said yes, we met with Nathan a week ago and wc could provide the status
of that di sc ussion. Ms. Wolosyn said one of these that docs stand out, I agree with Jim, is MD Liquors. If we could just
know what happened with that. Mr. Scars said, again, Jerrell did mcct with them and they did talk about the tree trimming
and as I understood. it was acceptable to the property owner. But I will find out for sure. Jerrell is IIOI here tonight. Mayor
Wolosyn said we need another update on that. City Manager Scars said okay.
Council Member Moore said some of these can be filtered out. Off hand ... number I is probably just to update us on that
s ituatio n. Number 2 is, again, probably an update . Number 3 seems to get at OW" interaction with the business community.

played o ut. Number 6 is a lready going to ACE . Number 7. again. would fall into OW" business interaction. so we could
probably kind of combine with 3 and 4. Number 8 also docs reflect on o ur business involvement. I think maybe there is
some separation. For some of these we just need to update Council and the rest arc more about gett ing to our core of how
we interact with bus messes. Is that a fair characterization? Council agreed it was .

There are several more issues I ran across during the campaign that need some
consideration. I will talk about just one tonight.
We have a children problem he!j in Englewood. During the past 3 years we have
lost 833 school students. That is a pt;. drop in a very short time . A lot ofit has to do
with our CSAP scores and parents shopping for the best schools, and a lot has to do
with the reputations of the competing school districts and open enrollment. This year
we have lost one of our three children related businesses-Guys and Dolls and are
losing a second-Playnix, and the third is banging on-Funtutic Fun.
Recognizing that the city govenunent and the school government are separate entities
with different purposes, can there be cooperation to strengthen our city? Should there
be cooperation? Should this even be a concern for you?
I . Does a city need to have children?
2. Is there a minimum number of students to have a viable school district?
3. Demographically, Englewood is attracting childless couples more than
families with children. I hear the najority of people buying homes here in
Englewood are in this category. Families with children are moving to the
south and east. If this trend continues, there will be fewer and fewer students
as time goes on .. My son, Peter and the EHS Pirates football team played a
year ago at Cherokee Trail HS in SE Aurora. . When that school is filled up,
that one school will have more students than our whole school cmtrict.
Some questions for your consideration:
I . Is this a problem? Cities without school districts have lower tax rates.
Maybe we should merge our school district with Littleton while it is still
viable.
2. The two groups have different needs and desires. ls it possible to serve both
groups in our city?
3 . What can the city government do with the schools since they are diflerenc
agencies?
How can the city and school district work together?
You make hundreds of decisions every year . I urge you as Staff and Council to have as
an element in your decision-naking deliberatiom---how will thn affect our family
friendliness ? How can we encourage more families to move here? What can we do to
make Englewood a more attractive place to raise a family ? What cari we do to keep our
own kids bere 'l
When you to talk with the school board at the combined meetin& next month I urge you
to work with them on strategies to address this problem.

WHEREAS, the Alliance For Commerce In Englewood advises the Englewood City Council,
focusing on the creation of an environment in which existing business can thrive and new
business can prosper; and
WHEREAS, Brian Verbeck has served on the Alliance for Commerce in Englewood as an
alternate member; and
WHEREAS, there was a vacancy due to the resignation of a member of the Alliance for
Commerce in Englewood; and
WHEREAS , the Englewood City Council desires to appoint Brian Verbeck to the Alliance For
Commerce in Englewood;
NOW, THEREFORE, BE IT RESOLVED BY TIIE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, THAT:
Section I . Brian Verbeck is hereby appointed to the Alliance For Commerce 1n Englewood.
Brian Verback's term will be effective immediately and will expire July I, 2006.

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
Currently the City purchases office supplies through Office Depot under the U. S. Communities
contract which expires December 31, 2005.
RECOMMENDED ACTION
Staff recommends Council approve the new Office Supply Agreement with Office Depot.
BACKGROUND, ANALYSIS, ANO ALTERNATIVES IDENTIFIED
The bidding documents for office supplies were sent out to bid by Los Angeles County, CA this
year, acting as the agent for U . S. Communities . Office Depot has been designated as the sole
office products supplier by U.S. Communities . The new contract goes into effect on January 1,
2006. U . S. Communities is a group of 7000 government agencies throughout the country that use
combined purchase dollars to solicit better prices on commodities as a Group Purchasing
Organization (G PO ).
FINANCIAL IMPACT
The City of Englewood 's purchases for the year 2005 (date range 10/1/04 though 9/30/05) under
U .S. Communities were $75,451.41 . The cost for th ese same purchases under the State of
Colorado Co ntra ct wou ld have be en $80,437.77 . The City sa ed approximately $5 ,000.00 this
ear by purchasing under th e U .-S. Communities contract. If the same purchases were made under
the new 2006 U. S. Communities contract, it would save th e City an additional $2 ,056.86 .
