' • • • 0 ENGLEWOOD CITY COUNCIL ENGLEWOOD, ARAPAHOE COUNTY, COLORADO Special Meeting Saturday, September 27, 2003 All Council Members present signed an "ACKNOWLEDGMENT OF RECEIPT OF NOTICE" of the "CALL OF SPECIAL MEETING AND NOTICE OF SPECIAL MEETING." I. Call to Order The special meeting of the Englewood City Council was called to order by Mayor Bradshaw at 8 :45 a.m., in the City Council Chambers. 2. Roll Call Present: Absent: A quorum was present. Also present: Council Members Nabholz, Moore, Grazulis, Garrett, Wolosyn, Yurchick, Bradshaw None City Manager Sears City Attorney Brotzman Assistant City Manager Flaherty Deputy City Clerk White Director Ross, Public Works Director Kahm, Capital Projects Director Simpson, Community Development ~-Ordinances, Resolutions and Motions {a) Director Ross presented a recommendation from the Department of Public Works to approve a resolution to authorize Englewood's application for Federal funding in the 2005-2010 Transportation Improvement Program (TIP). I wish to thank Council for rearranging your schedule to allow us 10 take care of this. We had, kind of. a misunderstanding with DRCOG, he said, as to when this TIP application has to be in . It has to be in to them, in writing, by October the 3..t, so the October 6"' Council meeting would not work . So, thank you . he said . We arc asking you to authorize this application on behalf of the citizens of Englewood for the 2005-2010 Transportation Improvement Program. This a pplication includes a bike-pedestrian bridge at Dartmouth over the Platte River and a bike-pedestrian bridge at Oxford . at the golf course. where the golf carts arc sharing the bridge with the bicyclists. which makes for an interesting situation . Bob Simpson and I firmly believe that RTD really needs to step forward on a pedestrian tunnel beneath Santa Fe, but unfortunately there is a policy decision out there. by DRCOG, that says that this really doesn't qualify as a tran si t improvement. It fits in the cnhanccmcnr category, so while we are going to apply for it, we are going to go to RTD, if we should get chosen. and say, "this is yo ur project, guys. you need to be paying for the bulk of thi s." And there is a reapplication for the South Broadway Srreetscape. On the last three TlP's we have applied for this and ir hasn't scored well enough 10 ge t approved . Well . we received a phone call on Tuesday and they said they have more enhancement money and thi s i;rojecr is a go if we want to pursue it . So we can get this into this year's TIP. But wc still need to include this in our application, because the decision will not be made until after this application is in . With your concurrence. we can go ahead and do the Streetscapc project, from Tufts down to Belleview, in rhe next year or so. So again, this is really found money that we weren 't planning on and Bob Simpson has graciously srepred forward with his South Broadway Action Plan moncy ... thcre is $200,000.00 still in that budget . that he is willing 10 move into this , 10 do that portion of the match and then we will only be out an addi11ona l S 100,000.00 rhat we will have 10 try to find out of rhe MYCP Budget . But this is a terrific opportuni ty , he said, because once we let it go back in, then we arc competing against 50 jurisdiction for enhancement money and thtn we arc back 10 ground zero. • • Enpewoocl City Coundl September 27, 2003 Pqe2 Mayor Bradshaw asked if there were any questions . Council Member Oanett said I am always confused as to bow this worb. Did DRCOG, all of a sudden acquire more money? Director Rou said. actually, when they do the TIP they rally don't know for IW'C bow much money they have . They make their best gueu. Then once all the dust aettles, then they figure out. after we have done all this exerciae, bow much money they rally have and for some reason there was even more additional money from the last time they did their estimate. So, Council Member Omett said, in euence, it drops down to a lo_. number. Director Roa said ya. Plus. Mayor Bradshaw said, we produce too ... we have our positive record and it helps a lot. C Windermere Bike Trail Connection to City Center Englewood and Light Rail Station C Platte River Trail Bridge at Englewood Golf Course c South Broadway Streetsc:ape (Re-application) c Santa Fe Pedestrian Underpass to City Center Englewood BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED DRCOG has the responsibility to develop and approve the TIP . The TIP identifies the highest priority projects submitted by COOT. RTO. and the local jl.ddic:tions to be implenadld CNW' the next six years. A minimum 20 percent match is r9quired by the local sponsor, and in IOffle cases a greater match is required to help the project score . There are over 50 jurisdictions competing for the available funding. Englewood has been very successful in the last TIP c:yde by securing over $1 .125 million of federal funds for three sidewalk projects and one bike trail project. FINANCIAL IMPACT There is the potential that $1,170,000 is being committed should al the appllcatlons score high enough to be included in the 2005-2010 TIP.
