WHEREAS , to protect the health, safety and welfare of the citizens of the City of Englewood , it is nece888ry to provide improved recreational facilities ; and WHEREAS , the City of Englewood, Colorado has, in the exercise of its public powers, determined that it ia neceuary to acquire property for the purposes of improving the recreational facilities in the City of Englewood .
