He commenled that he notic;,cd Council Bill No. 74 was going to be discussed tonight and he just wanled to give Council his thoughts. Mr. Recs stated he wanted to thank Council Member Vonnittag for bringing this up. He said he was here when Council discussed the other pric:c ranges and limits. He DOied, • a business person in Englewood, he would like to sec a c:ouncil member make at least Sl ,000, mayor pro tcm make S 1,250 and the mayor make S 1,500. Englewood is a full service community, he pointed out, and the items that come before this body are getting more and more complex, more and IDOR time conswning. He opined they should be c,ompcnsalcd for the effort they put forth . Mr. Recs med they have subjects like Cinderella City coming before them, wbicb -to be a never ending banle, bul shortly should be. He said he knows situations like this c:ausc a lot of' brain damage and he thought CIOIHpadalion was oac way to handle that. He staled that is his recommendation . In respome to Council Member Habenicht, Mayor Bums advised that Council Bill No. 74 proposes $600 for a c:ouncil member, $650 for mayor pro tcm and $700 for the mayor. (b) Bart>ara Fout, 4185 South Huron Street, thanked the Mayor and Council for the informal Council session they held last week. She said she wanted to express to Council that she thinks it is a gRat start in communiaiting with the community in aa open, relaxed way . Ms . Fout opined that a lot ol' good came about because of Council approaching the c:ommunity. She thanked them for that . Also, she staled. she supports Mr. Recs prmous Slalement supporting pay l'lilCS lor Council . SIie noted that the maners that come before Council are very serious and complex aad sllc agreed with Mr. Rees. She staled thal she was sunounded briefly by approxima1ely 20 juveniles Friday nighl at a quaner 10 eighl al Danmoulh and Delaware. There are several duplexes on Delaware and they are 3078, 3068, 3090 and 3096. Council Member Nabholz advised thal there is a lot of police contact at these duplexes. She said she spoke to Scrgcanl Watson lhis morning and he said he would be pulling logether a history of calls, thal it is her undcrSlanding 1ha1 ii could possibly be one owner. But, she advised, this is causing a real problem within lhat neighborhood once again. 4 . She said she received a call from a Gary Athey on Sunday evening and his concern was the paved alley in the 3100 block of SCNlth Bannock. He said the City has been promising lo fix that and repair that concrete and he wants to know if in thal Concrete Utility he is also paying for that alley to be repaired with concrete. She said she told him she would check and get back with him. S. She advised that she has changed her plans. that she will be visiting block panics tomorrow night, that they have poSlpOncd their block pany unlil September. (ii) Council Member Vonnillag: I . He said regarding the Smart Trailer, he saw that Division Chief Moore is in the audience and wanted to let him know that he appreciates still gelling them. Mr. Vonnittag stated thal he noticed one or two in there where the speeds were extremely high for the time. One car was doing 58 miles an hour between eight and nine o 'clock in the evening. He said he lhought it was over near Cornell on that panicular one. Council Member Vonniuag pointed out thal he also noticed another one on the 4100 block of Delaware at two o 'clock in the morning between 66 and 70 miles an hour. There was another one that concerned him, he said. doing SO to SS miles an hour at 12 in the afternoon. He said he was just wondering if wc ever have any patrols out there, even though wc have the Sman Trailer there, he didn't know how they can get away with doing lhal kind of speeding like that in the middle of the day . Acting City Manager Esterly stated they can talk about this a little bit and get badt to Council. But, he said. as Council Member Vonnittag noted the Smart Trailer was sining out there typically for a one week period of time and there was one or lwo violators thal extreme during that time period. He commented that to catch that person yCNI would have had to have posted an officer there for 24 hours a day for a week 10 co1ne up wilh the one violalor. So. he noted, tllBI is probably not a practical solution to catching that person. Council Member Vonnittag stated that he had a guy going down his street and he mUSI have been doing 75 or so. he was burning rubber for four blocks. Mr. Esterly advised thal if we were doing I camcra security type activity. thal type of person would have been noted. He said he did not "-' if Division Chief Moore might have some comments about the opportunities for inaa:uracics in the Sman Trailer or ifwc arc comfortable that the data that comes out of the Smart Trailer is 100% accurate or not . Division Chief Moore commented that ii seems to be pretty accurate and that the COIIUIICIII about one car out of 100 over a long period of time, that it would be very diffiaalt to catch. It is possible. but it is unlikely tll8t 11181 person would be caught . Noting the comment that Council Member Vormittag made. thal if you truly saw one individual, that actually a citizen seeing the spccdcr could actually be of service 10 lhe police. By perhaps jotting down the license plale or maybe making a notation as to what the driver looked like. he advised. they could issue a summons. He noted they would have 10 willing to 1cstify . Especially on a side street or residential strecl. City Attorney Brotzman advised that they are moving into the court system . Ms. Habenicht asked what that means . Mr. Brotzman explained it means they will be suing Fort Collins and Commerce City over their use . 2. He said the other item he had was the Council pay raises. Council Member Vormittag stated he appreciated the citizens out there who are concerned that we are not getting paid enough. He asked if this is something Council wants to do. to change it. Council Member Wiggins noted Mr. Vormittag introduced ii. Mr. Vonnittag said he understands that. but he suggested Council discuss it now . He noted Mr. Recs ' numbers were $1,500, $1 ,250 and $1,000. Council Member Habenicht said she thought it had been publicized, but that she hasn't heard a lot of negativity or anything with the amounts that they talked about. She commented that she is not so sure that the general public would be as positive about it as the three people who spoke here tonight Especially. she said, as it would be changed without benefit of a having gone into the press . She stated that is her concern. Mayor Bums opined that if you wanted to increase it any more you could ask to have it read on first reading again. In response to Council Member Habenicht, City Attorney Brotzman advised that this is an ordinance. Mayor Bums noted they could expose ll11t to the public and see what they think about that. Ms. Habenicht said that is good. that she thought ii was a resolution . So. Council Member Vormittag asked, are you saying you would like lo go with those numbers and cross out the $700. $650 and $600 and add in the new numbers. He asked City Attorney Brotzman if they could do that . Mr. Brotzman advised they could do that if they liked. Council Member Vonnittag asked Council Member Nabholz what she thought. Ms . Nabholz said she would go along with that . COUNCIL MEMBER VORMl1TAG MOVED TO AMEND COUNCIL BILL NO. 74 TO CHANGE THE AMOUNT OF FOR THE SALARIES OF THE MAYOR FROM $780 TO St.sec,, MAYOR PRO TEM FROM K• TO St,2.• AND COUNCIL MEMBER FROM 5'80 TO St,000. Mayor Bums asked if they can do this on first reading. City Attorney Brot7.man advilCd that they could. Council Member Nabholz said she wanted to make something clear. as there were a couple of people in the audience last time that they discussed it that were upset that Council would C\'CD toy with the idea of a pay raise. She Slaled she IICICdcd to make this clear that this is for the new people coming in or thole 11w would be reelected . Because. she noted, those that are currently on Council would not ICC this. It -id. she said. be only for the newer council members, like Mayor Bums if reelected . COUNCIL MEMBER VORMITTAG MOVED, AND IT WAS SECONDED, TO APPROVE COUNCIL BILL NO. 74 ON FIRST READING WITH THE NEW NUMBERS AMENDING IT. Council Member Wiggins noted that from the current figures it is I so,,. increase and he opined that it is a ridiculous increase. He said he thinks they serve as citizens. not so much as business people. Mr. Wiggins Slated he is comfonable with the current pay as it is, even the one previously proposed. but this one, he said. is ludicrous. He advised he will wee against it. that he feels it is not fair to the citizens. He said they are here to serve the people. that they do it as a service to the citizens. not to get pay. And he Slated. in bis opinion. they sun: don't need that kind of money. Mayor Burns noted this is considenlbly higher obviously. He COIIUIICllted that Littldon has a proposed schedule that is even higher than that and they have a variety of them with the malcrial tonight. He said there are a variety of different levels of different cities and Ibis would be one of the bigbesl if Ibis were passed. Mayor Burns said he didn't know whether the citizens would approwe this or IIOl, but that they could expose this on first reading and see. He noted it is one of the higher ones proposed and be understands why Jim Rees from the Chamber might propose this, but whether it is too high is the only question. "' - Council Member Habenichl suggested thal Council move forward with the numbers that Council Member Vormittag saarted with. on first reading. and if there seems to be some positive feedback from the resl of the oommunity to follow the nx:ommcndatien of-of citizens and the Chamber that came up this evening. that then we could on second readillg make an amendment to go to those higher figures . She opined that this would pass lonight on first reading with the original figures . She said it sounds like Council Member Wiggins would vote for it at that rate. Council Member Wiggins advised that be will not vote for any increase. period. Council Member Waggoner stated it has been moved and secooclcd and he called for the question. Council Member Clapp stated she was confused. She asked which one they are voting on. Mayor Burns explained that they will be voting on the higher figures. Council Member Wiggins noted they are voting on the SJ,500, Sl,2SO and Sl,000. So. Ms. Clapp said. that this is the amendment. Mayor Burns said that is right. Council Member Clapp advised that she has been hearing from some of her constiluenls that they feel that Council is stalling, that this is another sludy . when in fact we do not have a contract with Equitable, this is not a stall . She said ii is her understanding that tliey arc simply critiquing an actual plan and that they arc malting good use of !heir time. Ms. Clapp opined that they need to communicate some of these key points to the public so that they have a greater understanding. Ccnainly, she commented, Council undcrslands but that she can see where they arc coming from and why they might feel the way they do. 5. She advised lhal she has a new computer, lhal she is having fun with ii, but that she is noc on E- mail. So, she said, if they need to conununicale something please call her. Council Member Vormittag asked if ii is a City computer or a personal one . Council Member Clapp advised that ii is a personal computer. He noted the press release lhal wenl out on Cinderella City didn't really have any dale. limes or daleline on ii or anything. Mr. Waggoner opined that thal would be important for them to know. that there really isn't a delay or anything like that. thal it fits righl in with 1he previously proposed lime schedule . Mayor Bums noced that the lasl paragraph in the middle said "make final recommendations for site dcvelopmcnt by the cod af October." Mr. Waggoner said he must have missed thal. (vi) Council Member Habenichl : I . She said she agreed lhat it is time to do another release . She commented that if people arc oul there, questioning and nOI quile sure whal ii is 1hcy arc doing. ii is clear thal maybe we need to get more news out there about ii . She opined 1ha1 it really is exciting and lhat we arc really looking al 1ransi1 oriented development options for 1ha1 site and really looking al the assets our community has and really doing something to look toward lhat. She said it is exciting and she is really happy about it. Council Member Habenicht stated she really wanled to thank the Slaff for bringing it forward and bringing thcsc people to our altenlion, that contacted the City. IC\'Cl'III months, regarding a situation oa Union between Federal and the Platte of truck 1raffic in an R-1-A l.one thal has been just so troublesome to people for so very long. She opined thal Council really needs to look al the whole area of tnlCk traffic and maybe that piece loo. She advised she would like to do a study on that, a study session that would disc:uss that and maybe bring up this issue as well . 3. She advised that she too will be altending National Night Out . She said she asked~ this evening if they arc going to eight pot lucks if they need to bring eight pot lucks dishes and we cloa 't. Ms. Habenicht said she just thought she would share that because she feels uncomfonable axning empty handed . She noted she mighl stop in al a few more if she has the chance. that it is a wonderful . wonderful cvenl. She commented that it has become almost as special in Englewood as our Founh of July. our parade and CVCl)1hing else. He commented thal also in the press release. where ii refers to the final recommendations by the end or October by CRNA and Compass, it says also "during that time Englewood officials and Equitable real estate, the current owner or the mall, anticipate completion or their negotiations which will transfer ownership to the City." So, Mayor Bums explained. they are hoping that during the time they are doing the additional work with CRNA that they can nail down the Equitable agreement . He noted it takes about 60 days for an ordinance to become affective and that is the vehicle we have to use for that. So, he said, it will be 60 to 90 days before that is complete anyway and by that time we should have the report back from CRNA and Compass. 2 . Mayor Bums said there were a couple of other things he forgot he was going to bring up at Study Session but they didn't have time . He asked who does the maintenance on the panels at Oxford on South Santa Fe. He IIOled there arc a lot of weeds growing there now and they arc beginning to look a little bit unsightly. He said he was wondering whose responsibility it is to maintain that . Acting City Manager Esterly noted that location is in the City or Sheridan. Actually. Mr. Esterly said. he and Jerrell Black visited that very site at lunch time toda)'. He advised that Interim Assistant City Manager Black is going to be in contact with the City or Sheridan to see ir they would like for us to do that maintenance for them and talk about how we might be compensated for doing that. 3. Mayor Bums asked what is the completion date for the Windermere project. Acting City Manager Esterly advised that he does not know what the completion date is, but that they also drove over the bridge this afternoon. So. he noted. the bridge is now open but there is a lot of the improvements to that and finishing up that are not complete. And or course, he said, they are just starting to get into the S curve aligmnent right now and it looks like that is getting ready to be paved very shortly too. Mr. Esterly stated that it is his expectation that by the end or the summer or the beginning or the fall that that is going to be opened up. He noted that has really improved the appearance or that area quite a bit . Mayor Bums agreed that it has. He said he noticed that right at Belleview too they arc doing curb and guttering around those traffic control lights. He asked iJ there will be some landscaping between the comer and the fencing for the ballparks and also the miniature golf He asked iJ that is going to be finished oft". Acting City Manager Eslcrly stated they would have to pull out the PUD and see whal is planned in there. He said he finds it hard to believe lherc will be areas left untouched. lllerc arc a variety ol corncn in there. but on the nortbcasl comer there is a meandering sidewalk that is relatively altradive. Mr. Esterly said thal it is bis prcsumplion that the space between the meandering sidewalk that we allowod in that location and the curb line is going to be landscaped in some manner. He noted he does not have the dclails on that. but that they can go back and review the PUD and sec what those details arc. Council Member Habenicht advised that she has had several comments. people commenting that they were sorry to sec the loss or trees near the nature area there. the par\ing area there. She said she wanted to verify that her understanding is that Parks and Rec will be replanting thal area. that there will be some trees added there . Interim Assistant City Manager Black advised that is part or the project . Regarding the bike path project through Belleview Park, Mayor Bums commented that he had noticed they have taken a fairly good swath on either side ol the concrete .-th as they go along and he said he wondered if that would be rcmediated somehow when that 's finished . Mr . Black advised that it should be. He noted that they will have to review both the bridge project and the bike path project and see where that fits . But, he stated. it is his understanding thal trees will be planled in that area and they will cmainly address the other areas nc"t to the bridge and adjacent lo the path. Mayor Bums said he thinks this is really going to be quilc a project before ii is through . Mr. Black stated we arc moving forward with lhat project . Also, Council Member Habenicht said, she thinks ii is time to stan talking seriously about seeing that bike palh connection from the creek that goes through Cinderella City and across Danmouth. She opined we really need to get a bike path there for those people who live in that seciion of the City too, access to the Arapahoe Greenway. Ms. Habenicht commenred that she thinks we need to remind ounclves thal that is an imponant thing to do. (viii) Council Member Habenicht said she wanled to share lhal her daughter just came home, thal she hasn '1 been here since Christlllas and Ibey brought her back from the airpon along Santa Fe. She said her daughter commented "wow, Ibis is really beautiful." Ms . Habenicht said she just wanted to thank the City for the beautiful landscaping they have done, the beautiful yellow tiger lily's and the pink roses and all of that . She said it is very attractive and it was son of neat to have somebody not sec it for awhile and sec the change and just be wide eyed about it. She said she wanted to compliment staff on thal. Mayor Bums commented thal he wanted to thank Mr. Esterly for Ille idea of switching those funds wilh the South Windermere project and the landllcaping. so lhat we were in control of the landscaping. He said it makes him feel good. with all of the Tri.Cities meelings that we have had to make sure that we push the landscaping on lhe South Santa Fe project . When it is finished it will make all of the difference in the world with the way that looks. Council Member Habenicht said she thinks they really should give the credit to Council Member Vonnittag. because she though! it was initially his idea and staff who picked up on it and made it real. She noted lhcy made it happen. but Mr. Vormittag came up with it. (ix) Council Member Waggoner advised that there was some concern about the parking IOI off of Windennere and how raising the grade on Windermere will affect that . He asked Acting City Manager Esterly what is happening on that. Mr. Esterly stated that judging by what is going on out there today. the pa,\ing IOI is gone and is in the process of being n:plaa:d. Council Member Waggoner noted we were talking about using some Allen sludge for fill on that at one time. Mr. Esterly said yes. al one lime we were . But. Mr. Waggoner said. we are not anymore. Mr. E&terly advised thal currently we haven ·1 been . (x) Mayor Bums said he has had a few comments from people asking whether there is sufficienl access by the businesses along Windcnncre and the S curve when we finish . He oommcnted that he knows that has been an issue for some time and he lhought a lot of thole iaucs have been resolved . Acting City Manager E&terly advised that many of those iaues have been resolved . The bigger issue about access has been our adhering to some require1ncnts regarding site distance and driveway access and how much land the Dcpanment of Transportation has 10 acquire. In -cues Ibey have taken enough of the land thal in combination with the sire distance requirements around the curve. 10 provide a safe driveway. that one inlerprctation could be that lhe State needs to be buying more land lhan they are buying. City Manar;er'1 Report (a) Acting City Manager Esterly said that Council Member Waggoner had asked that we make sure 10 contact the City of Fon Collins 10 see if there was anything we could do lo help out with their flood issues. Mayor Burns commented that he was glad he brought that up, that he was going to ask that also. Mr. Esterly noted that in fact , initially, ii was difficult lo make any son of a phone contact. He said Safety Services, through our emergency coordinator, made contact through police communications syslCIIIS that Ibey had available 10 lhem. Mr. Esterly advised lhal we made the offer of help lo their emergency management agency and at this point in lime Ibey have not gotten back to us with any sort of requests. We have re-initiated the offer on at leaSI two occasions. 10 make sure that they know we are available, ifwe can help them out, typically in the area of public works. with the equipment, staffing or anything we can do 10 help and they haven't asked us lo help at this point in time. He staled we are prepared 10 help. Mayor Bums said he was glad the offer was open. He said he was 1hinking of the area of public works and he was glad Council Member Waggoner brought lhal up . Bui, he DOied. they seem to be gelling a lot of help up there, that he thought their challenge was lo manage all of the help Ibey are getting. Mr. Esterly said he was sure that is a big pan of their problem right now. is just managing what Ibey have. (b) Acting City Manager Esterly staled the Olher issue he wanted lo talk on was the status of the Compass, the CRNA project. that the Mayor and several other folks have mentioned this evening. He advised that staff has been working with the group and having some initial discussions. They are anticipating that the kick-off meeting for team orientation is going lo be on August 25"'. He noted that a time and a place for such a meeting has yet to be determined. 1bc group is looking toward a team of approximately tbiny members 10 be included. He said they have been la.lking with Englewood about a representation that might consist of about ten folks . The City government would be contributing about three to five people. they are looking for panicipation by perhaps two Council members. Mr. Eslerly noted that Council should keep in mind that this is all subject to ncgocialion with them. but that thclc are their suggestions. And, he said. they will probably want to lake some official action lo appoint team members and designate people from the public. So, he said. in looking forward lo the eighteenth they will be gelling this memo out to Council and between now and then they will have to be coming up with the candidate lists. Mayor Bums asked if they could get some idea about what the time commitment is going to be. how many meetings they anticipate. Mr. Esterly said yes. He advised that he and Mr. Simpson discussed that today and they wcrcn 't prepared ID answer that question. Mr. Esterly explained that the other thing that seems ID be imponant too is when the time commitments need to be made, if it will be during the wortday or after the wortday or that type of activity. Council Member Vonnittag said they would want lo know how long they would be . Mr . Esterly agreed because. he noted. some folks in one scenario might want to be involved and in another they couldn't participate. Mayor Bums explained that there is another designation for only ten cities in the country that we were invited to submit . He said he thought the initial submittal went in earlier in the spring by EPA to be declared a Showcase City and what that means is you gct extra help in revitalizing industrial sites by networking with housing clements. job training and that son of thing. So . he advised. this completes that application. He noted that the local EPA administration requested that Englewood submit this because with all or the things that are going on in the City. economic redevelopment . transportation and C\'er)1hing else. they thought there were so many components of the change and advancemelll in Englewood that it would make a good candidate for a Showcase City . He said he is not sure when this will be decided. but that it would be quite a coup for the City ifwe were only one often in the country designated by the National EPA. But. be commented. they told us locally thal we have a chance at this. Council Member Vortnittag asked if ii would be this year. He s:1id that is re.illy all he had in the way of a repon. that he would be glad to answer any questions. Council Member Wiggins said he didn 't have a questions. but he had a comment. He advised that Council is in possession of a fax from RTO and he thought Mr. Loss should pass it on to Mr. Miller and the Kitchell people that he feels it is the consensus of Cow1cil that they are not interesled at all in any changes from the original location of the RTD station. Mr. Wiggins opined it is going to be a problem that needs to be discussed and that Council as a whole feels that RTO should stay where they had planned to go. how they had to build it and everything else. with no modifications. Contrary. he noted. to what Skip Miller was showing Council rcccntly . Mr. Loss asked if that was a lener that Council sent lo RTD . Council Member Wiggins advised it was a letter dated July 17"' which was selll lo Mr. Still and a copy was given 10 each Council member just this evening. He said. as they all read it over. he thought Council was in concurrence. that they leave the RTO station where it was originally planned . Regardless of what Skip Miller had lined out in the plans he had given Council a couple of weeks ago. Mr. Wiggins opined that he would 1101 find Council receptive to moving it. Mr. Loss stated that "~is sure the kind of thing they should get some immediate feedback on. Mr. Wiggins agreed. stating they need lo get it nailed down n::11 quick. but that he just gave him a hint that this Council member is not going 10 change. He stated that he is in favor of what RTO originally laid out. Mr . Loss asked if they will gel a copy of that lener in due course or if ii is something he can pick up. Mayor Bums asked Acting City Ma1~1gcr Esterly what kind of now of infonnation n::tlly goes between the developer and RTD on this. what process do we l~tvc for conununic:11ion . Mr. Esterly staled that his expectation is that there is no problem w11h us sharing 11~11 as that was not a confidential communication. He pointed out that it is basic.illy a response 10 their concerns and hopefully some of these concerns have already been expressed to the ~-eloper. not in writing. but iu conversations. because they have been in continuous conversation with RTD about this issue. He said he believes the purpose of the memo was 10 clarify RTD 's position in writing for the benefit of the City of Englewood. City Council. Council Member Wiggins gave Mr . She advised that last Monday. in the Rocky Mow11ain News . there "~•s an anicle where it proposed the development and how they had designed the light rail station and it is being moved . Ms. Nabholz said she was really surprised to see that that had not been discussed with RTD at any point. She stated she is in total agreement that this light rail station not be moved . We l~tvc worked too long and hard and. she advised. she has concerns with that area. with the traffic imp,1ct 01111~11 neighborhood. Mr . Loss commc:med that hopefi1lly everybody. by now. understands that the drawings. renderings and ideas. that they have produced from time to time. arc general in nature and far from anything they are recommending or saying is where they think it should be . He said he might point out that in tile Metro Mayor's Caucus he has come to find out that a lot of the very active mayors in the front range a,c not employed and some of them have worked in their communities long enough where they are retired from the jobs that they had. Some, he noted. have working sponscs and some may have independent wealth. but it allows them to put in an enonnous amount of time. RECOMMENDED ACTION The proposed action is to approve by Motion a bid award for the modification of the Scroll Centrifuges to the low bidder, Centrisys Corporation, in the amount of $553,682. BACKGROUND, ANALYSIS, AND AL TEANATIVES IDENTIFIED Scroll centrifuges are used in the solids handling facility to separate liquid from biosolids prior to transporting to the farm for application on wheat fields. The UE WWTP has four centrifuges that are used for this purpose; two are configured for dewatering, two are configured for thickening. The centrifuges were manufactured in 1981 and have been in service at the UE WWTP since 1983. All four units are in superior condition and will be installed in the new solids handling facility, which will be completed during the Phase lb project. Two centrifuges that are currently being used for thickening biosolids need to be converted to dewatering units in order to be reused . One unit that is currently being used for dewatering will receive a new drive motor, motor control and hydraulic backdrive. The fourth unit will be used for spare parts. Refurbishing three of the existing units will eliminate the need to purchase three new units at a cost of $2,000,000 . Specifications for this work were written and bids were solicited. Centrisys Corportion was the only responsive bidder. Their bid is in the amount of $553,682. FINANCIAL IMPACT The purchase is budgeted for 1997. SUBJECT: TECHNICAL EVALUATION AND RECOMMENDATION FOR SCROLL CENTRIFUGE MODIFICATIONS A request for bid was sent to three vendors for Scroll Centrifuge Modifications at the Littleton/Englewood Wastewater Treatment Plant. Only one responsive bid was received and that was from Ccntrisys Corporation. (Bids are attached) The subminals were reviewed by Dir Barrie, and Brown & Caldwell. FUTOC Corporation declined to bid and Sharples was unable to meet the deadline. The bid submitted by Ccnlrisys' meets all the requirements of the specifications and I recommend the bid for Scroll Centrifuge Modifications be awarded to Ccntrisys in the amount ofSSS3 ,682.
