COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
Council has adopted the current Rules of Order and Procedure contained in the Englewood Home
Rule Charter.
RECOMMENDED ACTION
Staff seeks Council support for the attached bill for an ordinance amending the Rules of Order and
Procedure for City Council meetings. This ordinance is intended to streamline the meeting
process while maintaining public input on issues affecting the City.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
Th · . ent meeting agenda format calls for each item to be heard separately. The proposed
for mdl would expand the Consent Agenda section to include all items that are very standard in
nature, and would allow for the approval of all the items simultaneously. This proposed format
will significantly decrease the amount of time devoted to non<ontroversial, standard items,
allowing more time for citizen input and discussion of matters requiring more irw:fepth
consideration.
The expanded Consent Agenda may include Resolutions, Motions, and Ordinances on first and/or
second reading. In addition, the proposed amendment will place Public Hearings prior to the
Con sent Agenda, allowing for public input.
Council has the prerogative to remove any item from the Consent Agenda and have it heard
during the regular course of the meeting.
FINANCIAL IMPACT
There is no financial impact associated with this proposed amendment.

(a) Division Chief Vandcnnec presented a recommendation from the Department of Safety
Sc n iccs to appro\'c, by motion , the purchase of fifteen I 99S Chevrolet Caprice Police Vehicles from Bun
Chevrolet, 5200 Sou th Broadway at a COSI ofS2S4 ,2Sl.9S ........ sevcral months ago wc rcpcated a process
that we did when we purchased the current fleet and that was wc created a C10mmittcc of n:prcscntativcs
from the Poli ce Di\'ision as we ll as the Scrvicentcr to review possible vehicle replacements, models,
mak es. etc. In a nutshell the C10mmincc rccommencled the 199S Chevrolet Caprice's which arc available
on state bilt through Bun Chevrolet . A total of IS cars to replace the existing fleet which was purchased
three yean ago . The vehicles, eacntially, -.Id be jllll • dlcy arc now, wc recommended no clnstic
changes as far as colon or striping. So the vebicle is jldll limply a Ooet aeplacement at this time .

Wiggins .... Thc trade over from the old Cbcvrolds to the new Chevrolets, use can use the light bars and
stuff, but I think you are going to have to radapt -of the interior stuff because of air bags in the new
ones and the passenger seats you can't put the shot gun and a radio, docs that have to be a change in
tbere? ..... Vandennee .... right. And that is IOllldhing we are going to have to continue to study what we
are going to do. In essence the only piece of equipment that we are not going to be able to use in the new
fleet is the current shot gun rack, because of the duel air ti.gs that shot gun rack would interfere with the
deployment of the passengers side bag. Some options that we are considering is the mounting of those
weapons in thc, ..... thcy are tactical weapons anyway, mounting them in contained cases in the trunks.
They have other kinds of mounts. We will just have to study those .
Hathaway ... doel this totally replace all the white cars or are we still going to have a few of those
around? .... Vandcrmec ...... we currently only have ... there is only two white cars. One is a staff car that is
totally unmarked that is used by staff personnel for emergency responses . The other vehicle is the old
green and white Ford. That is a car that was awarded to us on a state traffic bid and frankly we will run
that car until it just falls apart. Hathaway .... 11> those don't need to be replaced? .... Vandcrmec .... no .
Waggoncr ... just a question. I sec Dasher bcadlights and flasher taillights and I have seen halogen
headlights and halogen this ... .I'm not familiar with laser headlights and las .. .is that something a new
weapon type installation .... , Vandcrmcc ... this are just the alternating headlights. The beam is really no
different than a regular bcadlight. It is more safety equipment. The lights in the
back ....... Waggoncr ... they just call it a lascr just because that is just a nice name?... .... Vandcrmec .... ycs.

that has come up through the Southwest Corridor's Advisory Committee, that I have attended, Doug has
attended, some ofthose, .... Chuck Reid has attended a few, that would indicate that even if the best case
sccnario ... if wc get the funding and everything goes like it is suppose to, the earliest that Southwest could
open would be 1999. Well that gives the other line a full five years of operation to base it on .

criteria when appointing residents to the various boards and commissions. the only thing that I had that
I hadn't thought about at the beginning .. is when wc do our interviews for boards and commissions in two
weeks, 1 guess I would like to stress that u M stan getting applicants that we look at trying to balance
them a little better. We have not actually looked at trying to balance by district any of those boards and
commissions since wc redistricted. And u I was ll)in& through to try to find people to apply for Mitch 's

understand our own local chamber and some of those people ....... Hathaway ...... the reason why is because
we still contribute to South Metro Chamber, we are still a member of South Metro Chamber, some of us
are involved with the South Metro Chamber. There are a lol oCbusincsses, particularly in the downtown
area that belong co both and I think that they are the ones that get the brunt of the impact on Cinderella
City DIOR than most and since they chooae to belong to both I think that both Chambers need to be in on
the process.

month on weekends and I just am tocaJJy resillant to that idea becauae the Englewood Men 's Club already
has two tournaments every month on the weekends. It is almost impossible to gee a lee time on the
weekends and a shoe gun just kind of screws up the whole morning for the individual player.

think they were on weekends ifl remember .... Waldman .... they said two ....... well it was rejected for this
year but studied towards next year and they are saying possibly two shotgun tournaments every month
which is basically every other weekend.. They proposed it for 95 , it was rejected and said study for 96.

and Proud, they wanted a shot gun start .......... Waldman .... they got that. They got their one but., umm,
Option 3 • allow shotgun tournaments on weekends, two tournaments a month .... And ihat was one of the
options and a shotgun is worse than just allowing a tournament period because while a shotgun is in
motion nobody is on the course and when it is ewer you start all ewer apin, you have one foursome out on
the course and it just seems to me like we are eliminating the idea of the individual getting out on the golf
course. . .... Hathaway ... but, if you read this totally though what they did is chose option
4 ....... Waldman ...... .l said, right, which is ... not do it for this year, study it for next year.

now so as I understand it is rea>nsider the options but I doubt if it will go very far. Waldman ... right,
. wdl that was my original point is .... do we rapond as an individual, do I respond as an individual to the
commission, can we make a stalement as a Council or do we wait until we have our annual meeting with

that be a policy change that would have to come to us anyway ..... bccause of the potential loss of revenue or
whatever. Waggoner ...... the revenue, there wouldn't be any loss of revenue, it would depend upon what
you charge, and they were going to charge enough to a>ver the full time.
Waldman ... one of the other things in that same thing was mentioning about money from the golf course
going to the General Fund. As I understand it there isn't any money from the Golf Course going into the
General Fund is there? Hathaway ... oh yeh . Vormittag ...... a percentage. Waggoner ... there is to
pay back some of the property. Waldman .... butjust towards the golf courses costs, the expansion and
...... Hathaway .... no the golf course has its own enterprise fund for the majority of those costs, but there is a
payment back to the general fund for the original loan made to pun:hase the property in the first place and
for the bond ... the pun:hase that was just made of the land too . Wqgoner ....... yeh, I don't remember
whether they .... did they do away with the land COIis OD that to pay off the bonds until the bonds were paid
