PREVIOUS COUNCIL ACTION Series 93: Ordinance No. 57 -Created the ·Englewood Golf Course Enterprise•. Resolution Numbers 107, 109 and 110 -Appropriated funds to purchase property and stated the intent to issue revenue bonds. Series 94: Ordinance No. 7 -Authorized the issuance of the City's Golf Course revenue bonds. Resolution Numbers 3, 37, and 38 -Appropriated funds to purchase property. City Council, by motion on August 1, 1994, awarded a contract to construct the Nine Hole Par 3 Course. BACKGROUND Construction of the nine hole par 3 course has proceeded, utilizing City forces to import fill material, construct the new driving range, and perform all of the mass excavation and rough ; grading. Valley Crest Landscaping, our Golf Course contractor, is constructing greens, bunkers, tees, irrigation systems and seeding the course. The par 3 and driving ranae portion of the Golf Course Expansion is expected to be within the original proposed budget of $1,768,000.00. ·. , ...... • . This work included a new entryway to the clubhouse, an expanded pro shop and the addition of a learning center. The architectural design firm of Ohlson Lavoie Corporation was retained to design the clubhouse expansion project. Weekly meetings were held with the architect throughout the design phase with emphasis placed on providing a quality project within the available budget. Nine bids were received on September 21, 1994. The low bidder was Gardner Company, Inc. with a bid, including the required fireline, of $813,900.00 (see attached bid tabulation). PROS AND CONS OF OPTIONS REVIEWED Pros The Golf Course Enterprise Fund will realize substantial savings with the City acting as general contractor for this project. Internal management of the project will allow us to move forward without a dramatic impact on the projected revenue stream. Bond commitments will not be affected. Cons Substantial staff time will need to be allocated to administer this project. STAFF ANALYSIS The Engineering Division of Public Works has administered similar projects during the renovation of City Hall and the construction of storage buildings at the Servicenter and Golf Course Maintenance Shop. This project will be highly visible to the public and under stringent time restraints. Staff proposes to retain Precise Construction Services as project manager. We are familiar with the qualifications of a principal of this firm, Mr. Marvin Maleitzke. Mr. Maleitzke will be on site to coordinate all construction activities. The City will contract directly with all sub-contractors. ANANCIAL IMPACT Approximately $100,000.00 will be saved by eliminating improvements to the west side of the clubhouse. These improvements are not essential at this time, and can be phased in at a later date. Additionally, the General Contractor's profit and markup of sub-contractors costs will be eliminated. These savings will bring the total cost of the remaining work down from $813,900.00 to approximately $600,000.00. The $500,000.00 budget for this project can be supplemented by savings of $119,000 which were realized in the areas of land purchase, maintenance equipment purchase, and golf course architect fees. Our intent is to expedite the process with subcontractors and not to bypass the bid process, we will still bid all subs and all parts of the project . However, because of the timeliness of the issue of the construct.ion we would request that the City Manager be given the authority to give the approval on that. As you can sec from the information that I have provided on the Council Communication we were, I guess it would be fair to say, extremely disappointed with the bids that we received .
