BACKGROUND The Greater Metro Cable Consortium consilta of 17 cities and counties working together u a "clearinghouse'' to shatt information and resources and to jointly develop policies and procedures for working with their local cable provider (TCI of Colorado) under the Nies and regulations of the 1992 Cable Act. It allows operators to do this without notice to subscribers, who will learn of it on their next bills, which will also contain the name and phone number of the local franchising authority, e.g. the City of Englewood . Through stories in the media, the public has been led to believe that with the new regulations, their rates may decrease up to ten percent. In fact, there will be both increases and decreases depending on the specific situation of the individual subscriber, e.g. the number of outlets in the home, the level of service requested by the subscriber, etc . The GMCC formed a subcommittee to study the new rate regulations and to report back to the GMCC regarding the feasibility of joint certification. It was the recommendation of that subcommittee and the subsequent recommendation of the majority of GMCC members that the GMCC be authorized to handle rate regulation for its individual members. The FCC appears to be flexible in recognizing joint certification by consortiums and by individual members . However, the process could be redundant in that both would have to file separate applications . This dual filing might also enable the local cable provider to challenge the certification application and thus delay the rate regulation process. As a practical matter, rate regulation will be• largely mathematical pl'OCelS of ucertaining a specific rate figure based on the FCC's formulas . The chief advantage of joint certification to individual GMCC members lies in the sharing of oombined reeourca and expmue . The GMCC would act a an "expert advilor" and recommend• nlf atnlctuft to its participating members .
