SURCHARGE AUTHORIZED UNDER TITLE 4 CHAPTER 7 SECTION 11 TO MUNICIPALITIES
LOCATED EXCLUSIVELY WITHIN ARAPAHOE COUNTY .
WHEREAS , the City Council desires to temporarily waive collection of the
surcharge for waste transfer to Arapahoe County municipalities during the months
traditionally used for local spring clean-ups, July, August and September for the years
1993 -1 995 ; and
WHEREAS , the waiver of the surcharge promotes community relations with
neighboring munic ipalities and allows such municipalities to perform a public service
at a more economical ra te : and
WHEREAS , the limited waiver of the surcharge for waste transfer by the City is
in the interest of the City as the other Arapahoe County municipalities have similar
surcharges for waste transferred by th is municipality:

upon receipt of procressive billinp supported by documentation. City shall
submit invoices to Swedish no more frequently than monthly durin1 the
progress of the work, for payment of the actual cost of the en,;neerin1, labor
and/or construction work of the project completed and paid for by City to
date . Upon receipt of the aforementioned invoices from City, payment will

construction, inspecting and ooordinating the work. Swedish Medical Center shall provide
funding for all materials, labor, and administrative oosts.
FINANCIAL IMPACT
The estimated total cmt of these projects is $535,000 ($500,000 for Project A and $35,000 for
Project 8). Swedish Medical Center will provide all fwlding for this project on the basis of
actual costs, not to exceed the estimata. Actual penannel and equipment costs are
included in the attachments.

Given these issues, the age of the systems, and technological advances during the past
years, we are at the point where these systems must be replaced.
STAFF ANALYSIS

vendors and eight bids were recieived. The low bidder is ComputierVaaion in the amount of
$127,266. We are recammending the ComputierVaaion bid not be acaepted as lowest and
best offer bued on the following:
• The system hardware propmed by ComputierVaaion has an unraolwd IOftware
incompatibility illllUe with the Sy9lem Software Vendar (VMarlt). This leaws an
element ol doubt about the impact on the CXlllwnion ol the praent applications that are
on the Prime mini-aJmPUlen to the new sy*m. This incompatibility illllUe mo
fft'Wl'b the Ubrary from upgrading to the next releaae ol the Dynix Ubnly Software.
While an agreement to get this illllUe raalved is CU1Te11dy tarpted for June 30, 1993,
there is no means ol confirming that it will actually happen.

the Municipal Code of Englewood.

WHEREAS, Roger W . Fraser has successfully served the City of Englewood as
City Manager since January of 1989; and

WHEREAS, during Roger's tenure, Englewood has made steady progress in
the areas of regional cooperation and service delivery, including the Tri-City Santa Fe
project and mutual and automatic aid agreements; and
WHEREAS, Roger Fraser has focused on improving Englewood's economic
and organizational development programs; and
WHEREAS, under Roger's leadership, Englewood has become recognized for
providing innovative quality services; and
WHEREAS Roger has been instrwnental in improving citizen and business
communication programs; and
WHEREAS, Roger has played a vital role in enhancing the City 's
infrastructure; and
WHEREAS, Roger leaves the City with citizens, employees, and businesses
feeling proud of their part in Englewood 's succas; and
W, THEREFORE, BE IT RESOLVED that the City of Englewood City
Council hereby extends Roger Fraser every good wish for a successful future .
