Director Esterly stated that 612 affected properties were notified by door-
hanger in 1991; 85 citizens had chosen either to participate voluntarily in
the 1991 district or had taken out permits to have the work done. He noted
staff is proposing that 448 properties be included in Concrete District 1992.
During the regular Council Meeting of January 20, 1992 the Public Works De-
partment was directed to proceed with the fonution of the district; the
Resolution of Intent to fora the district was approved on February 17, 1992.
Mr. Esterly presented evidence of the required Publication of Notice of Public
Hearing which appeared in the Ea:lewood Herald on February 20, 1992, February
27, 1992 and March S, 1992. reviewed the procedure followed by Public
Works to keep the affected property o.ners inforaed. He encouraged concerned
citizens to contact his office for assistance. He noted there ts a deferral
program available. He presented the proposed schedule for Concrete District
1992.

Mr. Esterly noted the East Eastun project has an unusual cross-section of
concrete work, as it has a five-inch drop into the valley, as opposed to the
City's standard two-inch drop. Alaost half of the existing concrete in this
area needs to be replaced. He stated SOiie of the property owners had request-
ed inclusion tn the 1991 volunteer progr•. At that tt• city staff en-
couraged the neighborhood group to petition City Council to participate in
reconstruction of all the concrete to bring the entire sub-division up to cur-
rent city standards. He noted the recOlalftdation 1s that the sub-standard
concrete be replaced at the hoaeowners' expense and the City be held respon-
sible for replac .. nt of the •good concrete.• The City's share ts esttni.ted
to be S60,000 which inchldes consideration of drainage and other concrete
liabilities. The 1992 PIF budget has allocated S170,000 for concrete work.
Council Nellber Van Dyke questioned the •thod to be used tn detenatntng which
concrete th .. City would be responsible for replacing. Nr. Esterly stated the
property owners would be responsible for deteriorating concrete, which has
been identified, and that the owners .. re notified in writing.
Council Nellber Bullock asked that Nr. Esterly provide an historical perspec-
tive of the concrete progr• and address what has been perceived as arbitrary
grading of concrete. He also asked that Council Nlllber Habenicht provide an
update of the coatttee established to look at alternatives to the Concrete
Districts.
Director Esterly provided general background tnfonutton on Englewood's con-
crete districts. He stated that, historically, the City of Englewood has
placed the responsibility of concrete replacllltflt with the property owner.
Mr. Esterly uintained that grading of concrete ts •sallewhat subjective"; he
encouraged citizens to call about their concerns, stating that staff will .. et
with thea to reach a satisfactory solution .
Council Nellber Habenicht explained that a nUllber of citizens had protested
Inclusion In the 1991 Concrete District and had suggested that Council con -
sider other alternatives for funding replaceaent of concrete. Therefore, It

Council Member Waggoner stated he understood that at the time the sidewalk
portion is completed on Eastman, the City would then propose to do something
with the pavement section under the maintenance portion of the budget. Mr.
Esterly confirmed the intention to include it in the overlay project once the
concrete establishing boundaries has been bought up to standard.
Council Member Gulley questioned whether the City has ever considered address·
ing concrete replaceaent in the saae aanner as asphalt replacement, i.e., if
there is already I sidewalk .tlich needs to be repaired or replaced, the City
would do it from the General Fund. Mr. Esterly stated the City ordinances
assign responsibility for the replacement of curb, gutter, or sidewalk to the
property owner; however, concrete work does not have to be done in a district
format, but it is felt that fonaing a district is a convenience to property
owners. The City could decide to take it over; however, a new funding source
would have to be developed.
Council Mellber Waggoner aaintained that assessaents for paving and concrete
districts are handled differently, as additional ite11s are assessed under the
concrete district, i.e. engineering. Mr. Esterly agreed, stating that the
concrete district is self-funded. The entire project including engineering,
staff tiae, cost of issuing bonds, and capital to carry the payments for ten
years, is funded. Mr. lllftOMr questioned .tlat the estiaated savings would be
if the proposed concrete district assessaents were reduced, as in a paving
district. Mr. Esterly stated it would reduce it by about one-sixth. He
pointed out there are significant advantages to individual hoaeowners if they
choose I private contractor to c011plete the work. However, soae people prefer
to have the City deal with the contractors. Council Neaber Van Dyke requested
clar1f1cat1on of the differences betwNft the paving and concrete districts.

Council Metlber Van Dyke questioned the total cost of the Concrete District
1992. Mr. Esterly stated the anticipated assessable portion ts $544,000, the
City's share is $170,000, for a total of $714,000.
Council Mellber Hathaway asked what tile City's portion included. Mr. Esterly
stated the City has concrete respons1b111t1es, such as replaceaent concrete at
drive-way entrances to alleys, reaoval and replaceaent of concrete at curb
returns, cross-pan concrete, and concrete alleys in general once they are in
place.
Council Metlber Habefticht noted holleolMers have c011pl11ned of rapid deteriora -
tion of replaced concrete. SIie questioned how the City intended to aaintain
quality control. Mr. Esterly advised the City inspects all concrete work
throughout the City. Additionally, the City requires a two -year warranty on
the work frOII the contractor. Ms. Habenicht questioned tf 111 of the aetro
cities have si•ilar concrete progr1111. Mr. Esterly replied that they do not,
the progra•s are varied. Discussion ensued .
Council Mellber Hathaway asked if the City tests the concrete before it ts
poured. Mr. Esterly stated City standards require the aanufacturer to ... t

taken to a laboratory, concrete cylinders are broken periodically to insure
strength of concrete, and certificates are required from batch plants which
certify the nature of the aix, the length of tiae it has been on the road
prior to delivering to the sight, etc. He noted that none of the concrete in
last year's district tested sub-standard. However, there are some cracking
issues being resolved this year. Mr. Esterly assured Ms. Hathaway the City
will pursue quality problems.
Council Member Van Dyke questioned what the savings would be if the City did
not issue bonds. Mr. Esterly estiaated the savings at ten percent.
Council Member Waggoner stated he supports handling concrete districts in the
saae manner as paving districts. Discussion ensued regarding the cost
difference.
Mayor Wiggins invited those present to speak concerning the proposed concrete
district.
Jeff Dewispelaere, 2060 East Eastaan Avenue, thanked Mr. Waggoner and Mr. Kahm
for attending a aeeting he had at his hoae the previous evening. He stated
the aajority of his neighborhood supports the Concrete District 1992.
However, he voiced concern for the residents at the west end of Eastaan who
are being assessed for a larve portion of the district. Mr. Dewispelaere,
encouraged Council to assist thell with additional funding if possible.
June Hawkins, 4830 South Pearl, agreed her sidewalk is the •pits.• She stated
in 1977 she had to replace a 10-foot section of sidewalk, it was inferior and
cracked the first week. When they dug tt out they aade a btg hole next to the
other 10-foot section. When she coaplained about it, tt was patched. She
nottfted the Ctty and was told tt was tnfertor concrete and worlcaanshtp and
that it would be replaced. The sidewalk was never replaced and she stated
this assessment ts unfair. Responding to Council Meaber Bullock, Ns. Hawkins
stated the City should pay at least half of the assesS111nt.
,-, Coleman, 3901 South Galapago, spoke on behalf of her father Clifton Cole·
aan. She read froa a stat ... nt prepared by Mr. Coleaan. The letter contend ·
ed: l) Public Works Departaent .. st aaintain everything withtn the rtght-of-
way, which incllldes sidewalks, curbs, and gutters; 2) the aajority of the
daaage incurred by sidewalks, curbs, and gutters are lllde by City crews and
outside contractors; 3) City of Englewood aatntatns four or ftve people on
staff solely to work on concrete dtstrtcts and htres teaporary help; 4) the
Concrete District uses a bond attorney, ctty attorney, and provides the cost
of bond financing whtch drtves up the cost of repairs; and 5) the excuse that
Council passed the ordinance ts not a legtttaate reason to double tu
residents .
Ctty Attorney DeWitt noted the letter r1i1ts two obligations. Ont ts the
obligation of the Ctty to .. intain a safe right -of-way; the second obligation
ts created by State Law, Charter, and ctty code that indicates a responsibili -
ty on the part of residents to pay for certain iaprov ... nts tn the right -of ·

the resident to maintain concrete as well as an obligation on the part of the
resident to initially construct the street to city standards.
Colene Mccully, S091 South Irving, stated that when she moved to her home in
1967 she was advised she was responsible for streets and sidewalks in front of
her property. She objected to being assessed for a four-foot sidewalk down
Belleview as she will receive no benefit for the improvement. All she could
foresee was an expensive concrete bill, and ISO feet of snow removal. Ms.
Mccully provided photos of the result of snow ret10val during the last storm
which stacked the snow in the area of the proposed sidewalk. She feels that
it ts unfair to expect her to pay for this sidewalk or be responsible for the
shoveling. She questioned the need for the sidewalk. She objected to the use
of the doorhanger and the method of aarking the concrete.
Council Member Hathaway asked Nr. Esterly for clarification of why this par-
ticular section of Belleview was selected for the Concrete District 1992. Di-
rector Esterly responded that during the process of identifying the worst con-
crete in the City, it occurred to staff that several areas of the City had no
sidewalks at all. There are right-of-way probleas in SOIIM! of the areas and
staff did not feel the probleas could be resolved in time. However, the hOllle-
owners along Belleview and Lowell Boulevard were notified of their inclusion
in the District. Council Netlber Hathaway questioned which portion of the
sidewalk would be in the right-of-way. Discussion ensued. Ms. Hathaway
stated that soae of the residents along University had petitioned to have
sidewalk put in. She pointed out that the hoaeowners along the section of
Belleview in question had never requested a sidewalk.
Council Melllber Gulley questioned lllhether the sidewalks would be put in next to
the curb on Belleview. Dtscuuion ensued. Ns. Gulley stated she WIS con-
cerned with pedestrian safety, and wondered if pedestrian traffic along Belle-
view should be avoided.
Council Mellber Bullock asked City Manager Fraser to provide a cost breakdown
of what it would take for the City to install sidewalk in the right-of-way
along Belleview.
George White, 4364 south Logan, stated he ts a new resident and his curbs and
gutters were "a •ss when he •vecl 11,. • He WIS unaware of his responsibt 11-
t ies as a hoaeowner to replace the concrete and assumed his taxes would pay
for the repair. City Attorney DeWitt ..tvisecl that the ordinance has heen tn
effect for approxiaately 25 years. Discussion ensued. Nr. llhtte stated he
had his work appraised separately and tn conjunct ion with a neighbor. By
working together the cost WIS "9ducecl a little bit. He questioned why the
City could not work together and bri119 the cost dowl. He noted the infonut ton
he received indicates the cost toes up. It was explained that the City does
realize a cost savings by doing the work in voh .. ; however, adllinhtrattve
costs and the cost of financing the work over a period of ti• are built tnto
the project.
Grace Woaeldorff, 4070 South Huron, coaplained that the inferior quality and
workaanshtp in the past are the reasons her sidewalks, curbs, and gutter are

in the shape they are today. She noted she is a widow with a very small in-
come, and she wondered why the City could not take care of the concrete with a
raise in taxes. Ms. W0111eldorff stated she would have the work done, but wanted
assurance that the work would be done by a good contractor. Discussion
ensued.
Council Member Gulley noted that whether the City assumes the responsibility
of concrete work or the progru reaains the responsibi 1 ity of the property
owners, the owners st i 11 end up paying. The Concrete Oistri ct is set up to
allow the participants to pay in a luap s1111 or over a period of ten years. If
the City were to change the ordinance and establish a concrete progru which
would be funded through property tax, everyone would be paying forever. She
pointed out that both methods have their good points. Ms. Woaeldorff reiter-
ated she was in favor of raising the taxes.
Steve Lelacheur, 4465 South Galapago, stated he bought his hoae four years ago
and the concrete in question is in the saae shape as it was when he bought the
house. He questioned the quality and workllanship of the concrete that was
poured several years ago. He COlllented that the City does not control traffic
or enforce shoveling of sidewalks after a stona. He asked how the City deter-
•1nes which concrete needs to be replaced. Council Mellber Hathaway asked Mr.
Esterly tf he had a 11st of standards used to evaluate concrete. Mr. Esterly
stated the City has specific standards, and that aost of the concrete in this
district •ts way beyond those standards.• He offered to provide Mr. Lelacheur
with a copy of the standards.
Council Mellber Bullock requested a sign-up sheet be circulated for all
citizens interested tn having a representative of the Public Works Department
aake an on -site visit to discuss the concrete conditions.
Virginia Saith, 3165 South Sheraan, asked for the specific location of the
East.an paving. It was noted it will be between Race and Floyd. Ms. Saith
stated she had applied for a loan through the Englewood Housing Authority and
wondered if that was the reason she had been included in this concrete dis-
trict. She stated other areas of her block, where the sidewalk is buckled and
raised, should have been •rited. "5. Saith advised that she conducted a tele-
phone survey of various cities regarding concrete progr111s: she found stx pay
half or part of the concrete replacement, three are responsible for all of the
cost, and the City of Denver does not pay at all. She coaplatned that a water
utn ruptured tn her block a couple of years ago and she c0111ented the stand-
ing water atght have had s-thtng to do wtth the detertorat ton of her
sidewalk.
Floyd Maez, 3Z35 South Gilpin, questioned why the City has until October to
repair the concrete and the property owners only have until June It, lttZ.
Mr. Esterly stated the Ctty' s work wt 11 be done this sumer. The deadlines
allow staff to tdenttfy how atch aoney needs to be bonded to pay for the
project. If citizens tndtcate extra ti .. ts required for thetr own contractor
to c0tnplete the work, that can be arranged. Mr. Maez wondered llffiat would hap-
pen tf he were to sell his house prtor to the deadline. City Attorney DeWitt
respond ed that once the process has c01111enced the Real Estate C011111ssfon has

the respons;bility of the purchaser and referred Mr. Maez to his real estate
broker or attorney for advice. City Manager Fraser explained the schedule ;s
intended to depict the deadline for COlll)letion of all construction activities.
He noted ; f anyone fee ls they need t iae beyond the June 19th deadline, the
City will work with thea. Mr. Maez cOllll8nted this district will prove to be a
hardship for Englewood's senior citizens, and that the City should be respon-
sible for the concrete work.
Andy Kuvschzu, 2779 South Washington, explained his neighborhood has a "coun-
try feel" as the lawns are aanicured to the curb and gutter area. He noted
the a.jority of his neighbors are not interested in being included in a con-
crete district, and he submitted a petition to that effect. He stated it is a
low traffic area, and is not a through street. It was confirmed that his
neighborhood was scheduled for next year's district and there are no existing
sidewalks at this tt ...
Merle White, 2719 South Washington, noted tn 1988 hts taxes went up 14S, in
1989 -l~. in 1990 -IS, and tn 1992 -l~. He stated hts hoae ts worth less
now than it was in 1985. Council Mellber Van Dyke noted that a look at the
breakdown of property taxes would show City of Englewood taxes have reaained
stable and consistent with the average tax between $60.00 and $75.00 a year.
Mr. White stated he was not coaplatntng about the increases, but they have
increased. Council Mellber Van Dyke 911Pathtzed as she has experienced the saae
problea with property values. Nr. White stated he did not aind paying, but
not everyone can afford to pay. He also stated he does not want a sidewalk in
hts neighborhood.
Larry Lloyd, 2739 South Washington, stated 15 faatltes live on hts block and
none of thea desire a sidewalk or want to pay for one. The street ts 36 feet
wtde and one block long. He noted there ts a problea wtth elevation as all
the properties slope uphill. He objected to a four-foot sidewalk. City At-
torney DeWitt clarffted that Council would need to deteratne the need for a
sidewalk. Mr. Lloyd asked that Council decide a sidewalk ts not necessary.
Discussion ensued revardtng the City's lfabfltty ff the sidewalk was not
built. Council Naber Habeftfcht asked Nr. Lloyd how he would feel about the
City ass•tng the responstbtlity for concrete and increasing tues, particu-
larly if he would not be required to have a sidewalk. Nr. Lloyd stated he
would support a tax increase.
Mayor Wiggins asked for a show of hands of those supporting a tax increase to
support a concrete prograa.
Council Meaber Van Dyke pointed out that C011Crete replac ..... t at the property
owner's expense has been on-going for 20 to 25 years. She asked ff there ts
concern that half of the Cfty has patd for their concrete and now would be
taxed to aatntain concrete throughout the City. The following cOMents were

for it through taxes; even tho119h soae ctttzens aay have paid for previous

Jeff Dew;spelaere stated he considered this 1110re of an insurance policy than a
tax for everyone who has concrete in place or needs concrete.
The ;ssue of property tax increases was bought up again. Mayor Wiggins
reiterated that the City only realizes $60 or $75 of the property taxes, the
rest goes to Arapahoe County and the school district.
Julie Grazulis, 4489 South Lincoln, stated she lives on a corner. She is close
to a "Park-N-Ride" so there are cars there froa 8:00 1.11. to 5:00 p.a. six
days a week. She noted street sweepers cannot clean properly which has caused
deterioration of her sidewalks. She stated it is unfair that she has to pay
for others to park their cars on her corner.
George Allen, 2799 South Downing, stated he was not included in this district.
He noted that concrete in the older districts is beginning to break up and
will have to be replaced by citizens .tic, are least able to afford it. He
recoaaended that the whole city be assessed a aill levy and that a trust fund
be established to replace the concrete. Mr. Allen stated he has been part of
a previous district; that his concrete is beginning to deteriorate. He stated
that even though he has already paid for concrete work he is in favor of a tax
increase.
Mark Thomas, 4700 South Delaware, stated he has a corner lot with 125 feet of
concrete that needs to be replaced. In his opinion, snow reaoval blades have
contributed to the deterioration of his curbs. He voiced concern for the bur-
den this will be for senior citizens. He supported a tax increase as a means
of funding the concrete district. Nr. Thous added that he was unaware of
this progr .. even though he has been a realtor and resident of Englewood for
over 18 years.
Noreen Begordis, 5095 South Hawthorne, sui.ttted a petition signed by the
property owners affected by the proposed sidewalk along Belleview tn opposi-
tion to the assessed charves. She noted that several garages have "shifted
away froa the ends of thetr properties because of the trucks that use Belle-
view.• She noted the snow ts soatt•s four-feet deep froa the snowplows.
Ms. Begordts stated she is on Social Security Dtsabtltty and cannot afford to
pay for thts work.
Thoaas Gibson, 4801 South Inca, stated he ltves on a corner lot at Inca and
Layton. He noted Layton is a collector street which the City plows and salts
heavily . He stated the graters have gouged the gutters. He noted all of the
damage on Layton Street is of a •concrete rot nature• caused by salt entering
the concrete which then allows aotsture to enter which in turn contributes to
concrete deterioration. Additionally, when there is ice along Layton, City
trucks, in an atteapt to iaprove drain191, run their trucks up and down the
streets with the tires in the gutter. Nr. Gibson stated he understood in pre-
vious paving districts that side street IIIOril was •proportionate• half-way down
the block. He noted his sidewalks are not useful to hia, only to his neigh -
bors who walk. He felt sidewalks are a ltabtlity to hoaeowners. He supported
the property tax increase to fund the concreta progr•. Mr. Gibson asked why
the City has not put a sidewalk along Belleview Park. Mayor Wiggins explained

that the City has long wanted a sidewalk along the park but that Belleview is
a state highway under the control of the State Highway Department.
Dan Clemens, 5024 South Huron, stated he supports an increase in property tax-
es to pay for concrete assessaents, that payment through property taxes would
solve quite a few proble11s, which he enuaerated. He volunteered to serve on a
citizen's group or c01111tttee to establish a progr111 whereby concrete ts paid
for through tax assessaents.
Nancy Lewis-Lentz, 3200 South Gilpin, stated she bought her house a year ago
and did not notice the concrete was patched. Nolf she ts faced with 60 feet of
concrete repairs on her corner lot. She COIIPlained of engineering which had
created poor drainage. Ms. Lewis-Lentz explained why she cannot afford this
assessaent. Mayor Wiggins encouraged her to contact Public Works regarding
the drainage problea. She stated she .ould be willing to pay SOI of the re-
pair costs, and aaybe a tax could be assessed to assist those citizens on
11aited tncoaes.
Al Rich, 2891 South Logan, noted he was involved tn a paving district tn 1980.
He stated he would be better off tf he were staply charged a atll levy in-
crease •until he dies• to pay for the concrete and paving. He thoUVht every-
one should pay, and the City should take care of tt.
Linda Bicknell, 795 West Nassau Way, stated she ts a new hOIIIOWller and works
three jobs. She C011Platned that she ts being asked to repair a sidewalk that
is a city e1se111ent. Mr. Esterly stated that staff would be glad to aeet with
Ms. Bicknell.
Bill Mantet, Pastor of Centennial Lutheran Church, stated they are being as-
sessed Sl0,000 for concrete repair. He asked for an explanation of two state-
ments aade during the Public Hearing -that the City has a law which requires
concrete sidewalks around all pieces of property tn the City versus the coa-
aent that it is up to City Council to decide tf, for instance, there would be
a sidewalk on Belleview. Ctty Attorney Delfttt responded, explaining that
City Council determines when a sidewalk will or will not be installed. Mr.
Mantet asked tf Council has decided to have a sidewalk at Belleview and Low-
ell. Mr. DeWitt stated the process ts that staff aakes a recOlllleftdatton after
deteraination of safety factors. City Manager Fraser stated that this ts the
purpose of the public hearing process. Nr. Mantet stated he has noticed in
soae areas sidewalks are only required where the houses face busy streets. He

stated "we've got you covered•, she wondered what he aeant. Council Melllber
Bullock responded that the City is responsible for snow reaoval on 111
thoroughfares tn the City, not the sidtwalks of individual residents, and that
the side streets are taken care of lllhtn possible. Mr . Bullock understood the

that was not the point she was trying to 11ake. She stated Belleview is a
five-lane highway which is plowed by Englewood, Littleton and the State.
Therefore, in a 12-inch snow you have a 36-inch pile of snow, slush and ice
along the properties. Mr. Bullock felt this was a legitimate concern. Ms.
Massengill expressed concern for the safety of pedestrians that would use the
sidewalk. She noted the Englewood side of Belleview is flush-up against the
traffic which proves hazardous. She felt the assessment is an unfair burden
to the homeowners. Ms. Massengill asked how quickly Public Works would
respond to the people who signed up to be contacted; Mr. Esterly responded
they would be contacted during the next five working days. She asked when
there would be another council .. ting to discuss a property tax increase.
She was advised Council's next aeeting would be April 6, 1992. Ms. Massengill
asked how notice would be given on the status of the district. Council Mellber
Hathaway explained that if Council elects to create the district she would
receive a certified letter. Ms. Massengill questioned how the citizens would
have a voice in creating a aill levy assessaent. City Attorney DeWitt stated
a 11111 levy would be done by general ordinance, and the property owners would
receive not ice approxiaately the aiddle of January with the tax statement.
Council Mellber Hathaway stated it could be done by a vote of the people. City
Attorney DeWitt stated it could be done in that manner, but an election could
not be held this year because of the previously scheduled elections, that it
would have to be next year. Ms. Massengill asked if the concrete district
could be postponed until the aill levy issue is addressed. Mayor Wiggins re-
sponded afftnaattvely. City Manager Fraser stated he would plan to notify all
persons involved in this year's district of any actions taken by Council with
respect to the district.
Rick Bicknell, 795 West Nassau Way, questioned how Council would reillburse
those people who have volunteered and paid for their concrete. He was advised
they would not be reillbursed. Council Mellber Van Dyke coaented about the
inequities of going to • syst• which raises the atll levy. Mr. Bicknell
stated this should have been tho119ht out and addressed earlier. City Manager
Fraser agreed this is part of the question Council faces. Council Mellber
Habenicht noted these are SOllt of the questions and coaplextties that the
Council c0111ittee will be studying, looking for different alternatives.
Council Mellber Gulley reiterated previous c01111ents that •at soae point every-
one who bought it last year will be buying it again.• She stated Council
needed to deteraine which plan works better. She agreed there are inequities,
and that Council needs to look at the alternatives for possible taproveaents.
Larry Lloyd asked if Council could develop I trash service progr .. along with
the concrete progr .. , suggesting how both could be paid for. He noted Denver
does not pay for sidewalks and they do pick up trash. Council Naber Bullock
pointed out the disparity between Englewood and Denver taxes, stating the City
of Englewood taxes are 1110ng the lowest, if not the lowest in the entire aetro
area. Mr. Lloyd suggested Englewood consider getting a •bigger piece of the
pie frOIII Arapahoe County.•
There being no one else present to speak to the issue, Mayor Wiggins asked for
a 1110tion to close the public hearing.

This is in regard to the replacement of , portion
of the curb and si~avalk at 655 E. Chenango hve.
There is a problea with the drainage in ~he street
in front of our house. All water on the East side of the
4900 block of So. Pearl Street drains to the north and east
in front of our house where there is a drainage trough or
dip running across the street. Because of the dip. cars
and trucks and especially heavy garbage trucks dr i ·;e close
to the curb in order to avoid the dip. The vater !reezes
and thaws through the winter and the heavy traffic next to
the curb has broken down the curb and sidewalk.
We request that the City participate in replacing
the curb and sidewalk because of this problem.
We have been in contact with the Street De partment
for the past year, na .. ly Nr. Paul Kapaun, and he is faailiar
with the situation.
