Ordinances, Resolutions and Motions • 0 I• • (a) Director Waggoner, presented a reconaendation from the Department of Public Works, to approve the 1990 Concrete Replaceaent Project. Mr. Wag- goner stated the aajority of the work in the Project relates to deteriorated work done by Colorado Seal and Stripe, Inc., during the 1986 paving district and that Colorado Seal and Stripe had refused to aake the necessary repairs. The low bid was offered by El J Concrete, Inc., in the aaount of $38,051.16. In response to questions, Mr. Waggoner confirmed the City is still endeavoring to collect froa Colorado Seal and Stripe, Inc., that a perfor11ance bond is required for the contract with El J Concrete, Inc.; that the occupants will be advised of the work to be performed by the City, and further that the work should be coapleted before the first of October. The bound- aries include the industrial areas essentially from Broadway west to Federal Avenue. Mr. Wanush recoaaended approval of the Resolution, stating this would provide an environment within which our econoaic develol)llent progra~ could be advanced, offering an ability to provide incentives frOIII both the State and local level. Upon questioning, Mr. Wanush explained the staffs of both cities will be working together in a joint planning effort. City llanager's Report (a) City Manager Fraser offered the following as an interi• budget report: ·During the past several weeks, City staff has been working on the preparation of 1991 budget recoaendations for 111 consideration. Because of the 95S guidelines they have been utilizing for their work, considerable speculation and concern has been expressed by 11811bers of the coaunity and the City eaployees. I would like. therefore, to coaent, briefly, on the process of preparing the 1991 budget. •11e have discussed with the Council on several occasions all our forecasts for City revenues and the fact that City revenues have not been growing. During the aost recent of those discussions. this spring, it was again clear that Council was not in favor of tax increases. Therefore, in late May when we issued the guide- lines for next year's budget preparations, there was no cause to project increasing revenues. On the expenditure side, increases in overall costs were expected In the vicinity of four to six percent. The general dileaa was, thus, fairly clear: without a revenue increase, the cost to do the s .. things in 1991 that we are doing today would probably exceed our budget by four to six percent. To accoapl tsh the Charter requireaent of a balanced budget without a revenue increase we would need a siallar four to six percent de· crease in spending. Conseque11tly, we asked each City departalftt to tell us, in their budget sublllttals, what expenditures IIIOUld have to go away to have a lhl budget which was only 951 of the cu"'811t, 1990 bud9et . There have also been aany sugges- tions for new and better ways of providing city services which hap- pen to cost less aoney. We will surely iapleaent those where we can. There have been soae proposals to do away with prograas which seea no longer to be cost justified, which aay be out of date, or which serve only a few people. Soae of those rec01111tndations will probably also be contained in 11y budget, although I cannot say, tonight, which those may be. Where appropriate, suggestions wtll be included in the budget for revenue alternatives which Council aight consider to fund programs which would otherwise be d ts continued . ·The budget process ts the •ans we use to set our direction for the future. Those citizens who are interested in particular pro- graas and services wtl 1 naturally want to ainiaize the negative effects of that change which reduced budgets can bring. The City of Sheridan and the City of Englewood hereby make application for Enterprise Zone designation for a major economic developaent area known as the Santa Fe corridor. This area 1s bounded by the census tracts which include the corridor and which qualify the area as an Enterprise Zone. The responsible Zone Administrator will be the City of Englewood, Office of Econoaic Developaent, Econoaic Developaent Administrator. II. BOUNDARIES A. Boundary Definition Proposed: The cities of Englewood and Sheridan have identified a corridor of pri111rily industrial zoning, with soae retail uses, along the Santa Fe corridor froa approxiaately Evans to Belleview. (See 111p) The Santa Fe Industrial Corridor has been targeted by the two c01111Unities for rehabilitation and the encourageaent of the developaent of aore attractive uses, particularly industrial. The area 1s • under construction by the Colorado Depart•nt of Highways. The transportation i11proveaents w111 pri111ri ly widen Santa Fe and cut off pri111ry access for 111ny businesses located along this corridor in order to upgrade the route to a liaited access corridor. Many businesses have aoved leaving vacant businesses and property. B. Need Assess.nt: The Englewood Econoaic Development Coalition prepared a strategic plan for econoaic development in Nay 1989. Soae of the liabilities for econoaic development were: a.) Appearance of the Santa Fe corridor. b.) Lack of developable parcels for new and expandi119 businesses. c.) The conditions within the local economy have been flat due to the overbuilding of the 1980-1983 period. However, as the economy has begun to rebound the growth sectors have been in the sectors requiring industrial space, and absorption of industrial buildings and new construction are expected over the next 3 -5 years and at a •ch 110re rapid pace than the office/coanercial sectors. Englewood and Sheridan have a coait•nt to supporting the growth of the industrial sector with iaproving the image and identity of the entire Santa Fe corridor area, as discussed further in the following sections. B. Obstacles that have hindered econoaic developaent in the past: The dislocation or i•inent dislocation by the Colorado Department of Highways has presented a large obstacle to developaent as well as the lack of a decision regarding final access routes, frontage roads and plans for the design of the corridor. The need for the transportation iaprov ... nts was an obstacle itself and the coapletion of nessessary iaprov ... nts over the next 3-5 years will greatly iaprove our ability to influence the future of the area positively. Another obstacle has been the landfill which has now been converted to public open space with a golf course. (The course is located in Sheridan but is a City of Englewood facility). C. l D. The potential for expansion by new and existing businesses. What Planning and Zoning, if any, is in place for the zone? Strategies for econoaic developaent recoaeded and adopted in the Strategic Plan for Englewood Developaent included: a.) Interviews with aajor eaployers and followup efforts. b.) Cleanup and beautification of the Santa Fe corridor. c.) Joint planning efforts with Englewood and Sheridan to ensure the econoaic vitality of the area. Interview Results: Interviews with 111,jor eaployers in the corridor revealed two aajor concerns: 1.) The netd for overall upgrading of streets, landscaping, aaintenance and infrastructure iaprov-nts. 2.) Lack of developable land or parcels for coapanies planning aajor expansions for growth in the next 3-S years . ' I . • \ - • • • • • t• • <. - underutilized parcels to be developed, however the assistance of the cities with infrastruchure, incentives and enterprise zone tax advantages, both state and 1 oca 1 , may be the key to the area's ability to keep companies from relocating to the south, where land costs are lower, or attracting new businesses to vacant buildings which may require upgrading or retrofiting. E. l F. What infrastructure is in place and planned for the zone? What labor force is available in the area for businesses locating in the enterprise zone? What types of skills are available? v. Generally, infrastructure is in place since the area is developed. However, the cities will need to construct water and sewer extensions to some industrial areas north of Union in Sheridan and to soae aajor Englewood industrial parcels, as they reach developaent. The cities have budgeted nearly a aillion dollars for the transportation iaproveaents to the Santa Fe corridor. As a response to the concerns of businesses in the area, expressed during the interviews, a traffic signal was installed at Dartaouth and Zuni and staff are reviewing the dedication of a business cul de sac, to i111Prove maintenance of the currently private way. In other words infrastructure iaproveaents will be budgeted in response to business concerns. The labor force area which Englewood businesses draw from is much larger than the enterprise zone. Generally, it is est iaated that employers hire 17·20I of their eaployees from Englewood/Sheridan zip codes and another JOI from nt i ghbori ng zip code areas. The 1 abor force within a 5 ailt radius of the center of the zone is estiaated at 153,000 to 167,000 with 4.2S uneaployaent. The Arapahoe County Job Service Center reports having a trained labor force available with diverse skills froa white to blue collar. The ACJSC has 6,500 registered available worker; approxlaately half are professional/clerical and half are technical, skilled and , .. i-skilled. (Source: JSC. Dan Welsch) Machinists, crafts and skilled production and repair workers are aore difficult to recrutt, according to local businesses. Many businesses train their own or use the training available at local c0111Unity college will provide custoaized on site training in many skill areas . The businesses interviewed reported no recrutllltnt or hiring shortages in the area, although SOIII spechlized slltlls had to be taught . In addition, nearly half reported using the Arapahoe County Job Service Center or Job Training Partnership Act Office for hiring new eaployees. HOW Will THE PROPOSED ZONE SUPPORT ANO IE CONSISTENT WITH THE MAINTENANCE OF AN ECONCIIICALLY VIABLE CENTRAL BUSINESS DISTRICT? A. I I . The relationship of the retail sector to the 1 oca 1 economy and economic deve 1 opment objectives is twofold: the retail sector provides general fund revenue in the form of sales taxes which are critical to both cities --maintaining a healthy retail sector is therefore a primary economic development objective; the basic jobs provided by the unufacturing / industrial / construction sector are important to the survival of the base econoay. Support of the two sectors, in balance, is key to local econ011ic health. Retaining basic jobs is also a priaary econ011ic developaent objective. Tht proposed zone includes aost of the retail areas, however it is felt that due to the nature of enterprise zone incentives, retail businesses will not be affected as directly as basic industries. We believe retail businesses locate in an area based on locational factors, including d1110graphics, least rates, visibility aore than for tax incentive purposes, 1xc1pt for new ujor retail d1v1lopatnt seeking public iaproveaents. C. The potent i a 1 for coapet it ion 1s not a prob 1 •, s i nee the tax advantages offered through enterprise zone 11111loyee tax credits will not aakt or break a retail business, which have fewer 11111loy11s and depend on voluan. The maintenance of an economically viable business district will be supported by the cities' continuing econ011ic dev1lopaent efforts. Major goals include •all redevelopment in Englewood and filling the Sheridan retail area. The coaunities need to retain the basic unufacturing and service jobs in order to support their retail sector. Existing retail businesses would benefit frOII new businesses aoving in, since high vacancy rates tend to hurt the entire area. VI. The executive connittee of the Coalition includes the Englewood Downtown Develol)lllent Authority, the Greater Englewood Ch1111ber of Co11111erce and the South Metro Denver Chamber of Coanerce/Economic Development Group and Englewood City Council. The Mayor of Englewood serves as the Chairman. Each organization has adopted the Strategy Plan. Sheridan and Englewood have also formed an informal task force to work on econoaic development issues concerning the Santa Fe corridor. This group has met for several 110nths and has resulted in a joint planning/econoaic development study performed by a consultant, as mentioned earlier. The econoaic development administrator serves on econoaic development coaittees of both chlllbers, and a training advisory COllllittee at Arapahoe C01111Unity College. Also Englewood is active in the Metro Denver Network. 4.) Local budgetary and support resources coaitted to economic development in the zone in Englewood includes a S65,000 budget in 1990 and S200,000 in 1991. An intern has also been hired and could assist with enterprise zone efforts . Sheridan has a part-ti .. economic development staff person (approved this aonth). 8. Local Development Organization 1.) The active economic development organizations include the Greater Englewood Chlllber, The City of Englewood, the South Metro Denver Economic Development Group and the Englewood o«.ntown Development Authority. The other organizations will be involved in helping to get the word out. Since Englewood/Sheridan represents the major manufacturing and industrial area tn the County, there should be no conflict with the goals of the other organizations. C. Area Economic Development Planning 1.) The cities of Englewood and Sheridan have undertaken a study of their joint industrial area in the Santa Fe corridor and have hired the Ross Asset Manag111ent Group to conduct an analysts. Based upon the report and staff input the cities will be able to address additional city efforts or private efforts required to attract aore industries, to redevelop existing underutilized areas and to improve the overall taage of the Santa Fe corridor. The needs are to retain existing healthy businesses, to fill vacant space with new, coapatible businesses, and to taprove the corridor which has long been an eyesore tn the Metro area. The recoaendations of the Ross study are expected to include various industrial aarket niches to the targeted by the task force formed by the two cities. The results which are expected in the zone include the attraction of coapanies to an improved Santa Fe corridor area, both due to zone designation and to concerted efforts to upgrade the general appearance and improve the image of the area. One good example in Shertdan is the Hampden Business Center, developed by Norden, which ts a campus style complex of showroom, warehouse and light industrial mixed uses along Huipden west of Santa Fe. Our goal would be to create or retain through expansions 2,500 to 3.000 jobs over the next 5 years. This is the nuaber of jobs lost in Englewood 1n the 5 years and represents a nUllber equal to IOI of the total jobs tn Sheridan and Englewood. C. Methods to achieve these objectives tnclude all of our economic developaent acttvtttes which are focused on the Santa Fe corridor and tndustrtal areas discussed in this application. Marketing efforts wtll be funded wtthtn the existing budgets of the various organtzattons listed above, and coordinated by the Coalition which ts the most effecttve comunicatton channel to reach all organizations involved. Coordination in this ,aanner has assisted us in the past year to ensure that duplication is avoided. Sheridan will be included through their participation on one task-force. E. Other 1.) Zone Labor Force; Eaployment and Tratntng Progr111s 1.) On a case-by-case basis, City Council will consider waiving certain permit and use tax fees and wi 11 add those permitted by Enterprise zone designation. Sheridan council will consider the same types of incentives. 4.) Infrastructure -Improvements include transportation and access, landscaping and some utfl ity extensions. These are budgeted and/or underway. Utility extensions will be scheduled as the needs are determined and the land becoaes subdivided. The cities will pay for the transportation (Sl million) improvements, the landscaping improvements ($100,000 initially), and the utility improvements (cost unknown) will be funded through tap fees paid by developers. 5.) Other 1 oca 1 measures to support the proposed zone wi 11 include a 110re coaplete inventory of the businesses, buildings and land uses of the zone. The study undertaken by the Ross group on a portion of the Santa Fe corridor aay be enlarged to include the entire zone area. VII. £VALUATION A. Specific Local Objectives and Expectations for the zone area. The Enterprise Zone will becOlle visually much 110re attractive. The success of the efforts to improve the entire Santa Fe corridor will depend on the ability of Englewood and Sheridan to convince businesses to locate there.
