Mayor Van Dyke welcOied citizens and explained that the intent of the Meeting
was two-fold -I) to provide inforMation on possible connections with South
Santa Fe to the City of Englewood, and 2) to obtain citizen input on the infonaation being presented.
City Manager Fraser addressed the citizens regarding the iMportance of the
Santa Fe Corridor in shaping, in part at least, the future of the City of
Englewood. He stated that with the cooperation of the State Highway
Depart .. nt the Santa Fe Corridor can and will be one of the .ast attractive
stretches of roadway ca.ing southwest out of .. tro Denver. He noted that it
was i~rtant to deter.ine what is best for the City of Englewood . Mr . Fraser
assured the citizens that there were a nUMber of alternatives on the drawing
board and the decision h&d not been predeter.ined . He explained the forMat for
the presentations and introduced the others at the podiu. -Ragland, City

Depart.ent of Highw~Ys and the City 's liaison; Waggoner, Director of Public Works .

Gary Kozacek, Rita Hathaway, Willi .. Clayton, Roger Koltay , and Erica Byrne .

Sheryl East .. n, residing at South HurOfl just north of Oxford, expressed
concern about the increased traffic Ofl Oxford (truck traffic has tripled) as a
result of the closure of KenyOfl . She stated that truck traffic has tripled ,

this year we're anticipating $1.4 million in sales tax revenue fro. that sa.e area
Dave Paul, a business owner at Winden.ere just north of Belleview, stated that
he relies •heavily• on the traffic count. He inquired as to the traffic count for that area with Option D.
Director Waggoner, noted that they had conducted two counts there, both within
the range of 2800 vehicles. With the closure they would project about 3500 vehicles, and by the year 2010 about 4900 vehicles.
An unidentified citizen ca..ented upon the nu~r of businesses and homes
which will be affected. He asked tf consideration had been given as to how
they will be affected 20 years fro. now if Oxford beca.es four lanes? He
noted it will probably reduce the value of the ha.es and perhaps eliminate others.
Director Waggoner stated that there is enough right-of-way on Oxford to aake
it a four lane street without taking additional right-of-way. He stated that
Oxford h the only proposed access to Santa Ft, betwen Belleview and Ha.pden.
He questioned whether he (the unidentified citizen) would like to see another access or tf Oxford would be sufficient?
The unidentified citizen responded that he dtd not see any reason to cut off
all the streets, as it will cause ~re notse and traffic congestion along Oxford.
Henry Ganyon, business owner at 1340 West Radcltff, questioned whether the
railroad tracks would extend across, tf they were to extend Navajo north? He
noted that they use about four ra t1 roed cars a IIOflth and if the ra t1 road
tracks where not extended across Navajo tt would put tl•• out of bustness.

Mr. TeMple advised that there would be another crossing at Oxford, an eight
foot sidewalk which will go underneath the tracks beside the roadway on the
north side of Oxford to connect to the Platte River Trail.
Mayor Van Dyke expressed her support for addressing this situation in the future.
Howard McGregor, speaking on behalf of the Englewood Chamber of Commerce,
stated that in general the business community does not care if Tufts is closed
or left open, as long as there is a north-south frontage road.
Wanda Crawford, "connected" with 1 Santa Fe Business, inquired as to what
additional footage would be taken along Santa Fe in the future, particularly
if later on they would need to widen Santa Fe even .are? She also asked what
type of "finish" they were anticipating along the Santa Fe Corridor, such as a 20 foot fence?
Mr. Te.ple stated that pri•arily the frontage road and all the widening of
Santa Fe will be to the east of the existing right-of-way line. He told her
if she had 1 particular area she could .. et with hi• after the .. eting and go
over the aerial In detail. He noted that at this ti .. noise fences where not
planned, according to the reca..endatlon of the EnvironMental Assess .. nt done In 1986.
An unidentified citizen requested other alternatives besides Union and Tufts .
She asked why they couldn 't put so.ethlng through at Quincy with the use of a
bridge . She noted that at 1 ... tlng she had attended at Clayton school they
were told that the only reason a bridge was not put through at Quincy or
further do.n was that Sheridan could not afford lt. She felt that the City should be able to work out so.ethlng with Sheridan .

separation that wowld go all the way across the railroad tracks and Santa Fe

without Major iMPacts to the businesses there. To •ini•ize impacts they have
left the right-in, right-outs. Today they are pretty low volume, however, when
they co.e in for redeveloPMent they'll have to apply for an access permit from
the State Highway Depart .. nt. At that ti .. they will reevaluate the
situation. Mr. Te.ple stated that so.e day they would like to see a frontage
road syste. in that area as it redevelops.
Rick Torfin, officer of 1 co.pany on Stanford at Navajo, questioned whether
they had a ti .. table to start work on Navajo?
Mr. Te.ple responded yes, that Navajo would be one of the first pieces of
roadway built. Next year they would start right-of-way acquisition and •aybe
so.e construction on Navajo, but .are than likely they will start in 1991 .
They need Navajo, at least between Quincy and Oxford to divert traffic to
Quincy, while building the Oxford underpass.
Mr . Torfin asked how .uch advance notice the people would be receiving?
Mr. Te.ple stated regular updates would be provided to infor. of closures,
phasing, and anything that •ight inconvenience people .
Ernie Saucier, Saucier R V's, asked if any study had been done regarding tax
revenue that will be lost when the west side businesses are closed off fro.

alternatives are. Mr. Fraser stated that clearly the City is not in a position to afford that kind of project .
Mr. Wiggins stated that costs increase over the years, perhaps even double,
before the project is ca.pleted. He did not feel that the citizens could afford it.
Maureen Duggan, Duggan Petroleu• at Stanford and Santa Fe, asked about what
the State plans to do about all the trucks that use the Phillips Station?
Mr. Te.ple said that they show the Phillips Gas Statton as a •take• because of
the access probl .. s at that location. He explained that that ~ant they would
have to acquire that property. The option would be hers if she wanted to
re.atn, however, on the relocations they want to try to relocate the. back into the area at .are convenient locations.
Council "--ber Kozacek ca..ented upon the reallocation of funds by the State Highway Depart.ent.
Gary Shields, business at Wtnder.ere north of Tufts, ca..ented that with
traffic counts on Oxford showing a projected increase fro. 6,000 to 12,000,
and Oxford and Belleview being the only accesses to Santa Fe, that Oxford would be a huge bottleneck.
Mr . T~~~ple responded that they are looking at the intersection of Navajo and
Oxford on how best to design ft. They will be doing a ~lficatton to the
current dest9n. They will four lane Oxford up to Navajo, then to the east
drop to two lanes, which they feel will acc~ate the traffic.
Eleanor S.ith, resides on Oxford, stated she was not clear on who wanted to close Quincy.

An untdenttfted citizen stated he had already helped pay for cutting down the
hill on Oxford. He wanted to know who was going to pay for the widening of Oxford if it's dee.ed necessary?
Director Waggoner stated there are no plans to widen Oxford, just stripe it.
Mike Burgan, who lives at Tufts and Kala .. th, asked if Navajo would be one or two lanes?
Director Waggoner responded that Navajo will be 44 feet wide, one lane in each direction.
Mr . Burgan felt that would create a bottleneck.
Director Waggoner reiterated that Mr. Te.ple had just stated that they •ight
have to widen it a little .ure at the Oxford intersection to provide a double left through and a right lane.
Mr. T~~~ple stated they are projecting as .uch traffic on Navajo in the year
2010 as exists on Oxford today, approxi .. tely 6,000 to 7,000 vehicles a day .

Director Waggoner expliined thit Oxford is not striped now, they could stripe
it for t~ lanes, one lane in either direction, with a.ybe sa.e turn lines
down the •iddle. The triffic thit 's there now could travel Sifely ind not put
.,ch pressure on any of the roadway if there were just t~ lines .
Mr. Te.ple clirified thit they will be building 1 sa.ll piece of four-line
roadway on Oxford up to the Navajo intersection, which will be paid for by the
State Highway Depart~nt. The adjacent residents or businesses will not be hxed for that.
Don Cooper inquired as to what the next step will be ind whit does the City of £ngl.-ood plan to do?
City Nin~ter Fraser explained the City is still in the process of evaluating
with the State the four alternatives. The City Council and staff of Public
Works will ... t with hi• to provide direction on how to interact with the State on our future with respect to Santa Fe .

Mr. Watson asked if there -.re any ideas as to when the final decision will be llide?
Director Waggoner stated it will have to be ude fairly soon, as the Highway
Depart.ent is ready to begin the final design, with construction starting as
soon as possible. He noted that the State Highway Depart~nt is under a lot
of pressure fro. the Air Pollution Co..ittee to ca.plete the Santa Fe Corridor.
Mr . T-.ple stated that they will proceed with acquisition next year, and construction in 1n1.
Charles Todd (?), expressed his concern with the nUIIber of people and
bust•sses affected ud tu dollars that wtll be spent to relocate these
people. He suggested an alternative to the Navajo proposal that would involve T-intersections.
Director MaggDner stated that his proposal really wouldn't change anyth ing.

Ji• Skaggs, o.ner of El Maderos on S1nt1 Fe, st1ted th1t three of the projects

Mr. Te.ple stated that the frontage road to the west of El Maderos was 1
reca..endation fro. the City of Sheridan, as they felt it was the best w1y to
serve future develop.ent. He noted that custo.ers to El Maderos would hne
access at the Union sign1lized intersection.
Mr. Skaggs explained how difficult it was going to be for any custo.er to gain access to his restaurant.
Council Me.ber Kozacek ca..ented on the State Highway Depart.ent 's dealings
with the City of Sheridan. He felt that Engle.ood has beeft short changed.
An unidentified citizen questioned the safety of pedestrians crossing Oxford , particularly to use the Recreation Center.
Mayor Van Dyke stated that Council has 1 obligation to be totally ~Ware of the
transition that occurs as they begin to close streets and rebuild
Intersections. The City Traffic EngiMer will be instructed to keep t..._
abreast of the clwtges in traffic so that ttMy can be addressed, u they are very viable concerns.
