The regular ~eting of the Englewood City Council was called to order by Mayor Otis at 7:32 p.•.

The invocation was given by Council Me.ber Vobejda .

him to serve as their representative for the past eight years and to his wife
for her support. He extended congratulations to the newly elected Council
Members and wished them success. He thanked the City Manager and his staff of
employees for all their assistance during his tenure.
Council "--ber Yobejda stated his appreciation to the .a.bers of Council for
their assistance during his tenure, to the City Manager and staff, to the De -
part.ant Heads . He stated that he had enjoyed being 1 Council ~r and that
serving the City has been an education and real privilege.
Council "--ber Bradshaw expressed her thanks and farewell by ret~ellbering
various events which had been shared by the other lletllbers of Council during
her eight years as Mayor Pro Te..
Mayor Otis explained that he intended to spend .ore ti.a with his fa•ily, In-
cluding his newest granddaughter, now that he will no longer be a lletllber of
Council. He stated he was honored to have been selected by the citizens to
serve the past eight years, and further that he wa s honored by the Council to
serve as Mayor during those years. His only agenda when elected was to do the
very best he could for the whole City of Englewood. He expressed thanks to
fon.er Council "'-bers Keena and Fitzpatrick, to the people of Englewood for
their advice , and to the City Manager and his staff of fine e~~ployees. He
wished the new City Council the best of luck.

(1) M1yor Van Dyke expressed the honor and privilege she felt to have
been supported and se 1 ected IS Mayor of the new City Counc i1 . She further
stated she appreciated the honor 1nd accepted the responsibility to represent
both the City of Englewood and all lletlbers of City Council. She ca.ented
that she opti•istically looks forward to an exciting and challenging future .
She stated the new City Council will strive to work together, IS their pre -
decessors have, to support and address the needs of the City, its citizens,
and all local businesses . Her goal is to keep the reputation alive that En -
glewood is indeed a great place to live and work .

agree.ent with First National Bank for use of property east of City Hall to be
utilized as a ctty parking lot. The agree.ent as negotiated ts a three-year
agree.ent which could be autoaattcally ren--.d for successive one-year periods
with a rental rate of S1,000 per year paid on a per .onth regular basts. Mr.
McCown explained that the City would be responsible for the property taxes;
however, 1t h probable the Assessor would grant a tax exe~~pt status . The

Chief Holmes expressed his apprechtion for Council's support of the
Police Department dur i ng the past several years . He proposes that a change be
made in the weapon s to be used by the Pol ice Officers ca.encing in 1988,
moving from a 38 to a 45 caliber weapon. The officers have indicated their
interest in this change by 9~ of th~ agree in g to rei.Ourse the City for the
purchase of the weapons by ~ans of payroll deductions . The initial purchase
of the weapons and necessary leather accessories would be funded out of the
1988 budget utilizing funds which had been earurked for a police car and
reMOdeling of the Ern i e Anderson Roo.. Discussion ensued .

THIS AGREEMENT, made and entered into by and between the CITY OF
ENGLEWOOD, acting by and through its duly authorized Mayor and
City Clerk, hereinafter called the "City," and SOUTHGATE
SANITATION DISTRICT, Arapahoe and Douglas Counties, Colorado,
hereinafter called the "District,•

IACKUOUND
Since 1974, the City of Englewood has worked with the Urban Drainage and Flood
Control District (UO&FCO) in the preparation of a drainageway master plan for
little Dry Creek fro. Clarkson to the South Platte River; and on the
construction of th channel iMProvements fr~ the South Platte River to Santa
Fe and cons truction of a detention facility at Englewood High School.
UD&FCO 's l nvolv nt has included both revi~ and approval of th planning and
construction drawings; lnsp ctlon of the construction; and partial funding .
To date, thy have contributed $1,322,727 to pay for construction, detours,
utfllty r locations, llcens s and per.lts, surveying, s taking, Inspection and

Per the terms of the original agreement, up to a total construction cost of
$1,200,000, UD&FCD will contribute funds on a 50-50 basis. Since the total
project cost to date exceeds $2,800,000, the District's share shall now be
$600,000 plus any interest. Esti•ated total project cost is $3,100,000. The
Englewood Urban Renewal Authority has budgeted the funds to pay for the
balance of the project costs.

It is rec~ndtd that City Council adopt the Ordinance authorizing execution,
in conjunction with the Englewood Urban Renewal Authority, of the ..en~nt to
the Agre ... nt with the Urban Drainage and Flood Control District for financial
participation totalling $600,000 plus interest for the construction of the
drainage and flood control i~rov..ents on little Dry Creek -Clarkson to
Broadway. UOIFCD has requested that both the City and the EURA sign the
agree.ent because while the EURA is now responsbile for funding the
i~rov ... nts, the City was originally involved in the .. ster planning and wtll
