30 m.p.h. speed limit is routinely violated. She said that Barb Barna, Charle s
Hay School representative to the School District Safety Conrnitte has
discussed this with Mr . Plizga Traffic Engineer, but so far has had no wor d
from Mr . Plizga. There has already been a serious accident at this crossing
and she and her neighbors requested action by the City before another acc1d rt
occurs. Council Member Bradshaw concurred with Mrs . Russ ll 's statem nts. s.
Bradsha w requested that staff investigate the situation and provide Council
with a report; also that, as a precaution, the police patrol the area .

Nancy Thiessen, 2901 South Corona Street, expressed hr concerns regarding h
intersection at Dartmouth and Downing . She supports Tri ble Rus sell's position.
Sue Limke, 3216 South Grant Street, regarding Paving District 32. Mayor O 1s
explained to Su Limke that we are having another hearing on the Paving
District 132 on April 6, 1987, and anything she would say at this m et1ng
could not be consider d unless sh would co back to that hearing, but they
would try to answer any questions . She wa s concerned about th tr es aar d
orange and sh was assured that there would b no tr es r ved in hr blo

Zoning Conrnission to adopt a bill for an ordinance rezoning a parcel of land
from Floyd to Girard Avenues, and Pearl Street and th Grant /Logan alley fr om
R-1-C, Single-Family Residen ce, to R-3, Hlgh -0 nsity Residence . The
application for rezoning was ff led by Patrick Delaney, architect for the
project, on behalf of Marrs D velop nt Corporation. Marrs Dev lopment
Corporation has a con ract to purchase 22 of the 57 pare ls wfthfn that ar d
conditioned upon the zoning . Mr . D Janey and hfs staf ade an attempt to
reach each of th prop rty own rs fn th area to explain this proj ct. Ro an s
stated that fifteen property owners fn that ar a signed a pet ft ion to Jo1n 1n
the application, and a sixteenth gav a verbal approval . She stated tha as a
result of a Public Hearing held by the Planning Co fssfon on this att r, th
Conrnlsslon offers a favorable reco ndatfon. City Attorney Olsen stat d tha
the petition does not t the legal prerequisite for a proper petition, but
the City Council and the Planning and Zoning Com111lssion can take it into
consideration and thy can glv ft whatever wight they choose. Council
M mber Bflo asked City Attorney Olsen if there would b any conflict of
interest or legal implications with the Housing Authority owning property in

property i• included in that under contract to Mr. Marra.
The areas to the east, south and west of the subj ct property are
zoned R-3, High-density Residence. There are a number o! apar -
ment house• in the area to the east, the Swedish Medical Center
campus to the aouth and a mixture of apartments and single-family
houses to thew st.
To the north, the area is zoned R-1-C, Single-family Residenc,
and it is developed with aingle-!aaily houses. Several o! th•••
properties have a aecond dwelling unit in a detached garage or
cellar which was converted tor occupancy during the aecond World
War when people in the City were encouraged to convert garages,

Corporation then intenda to tile a Planned Developaent with the
City in order to build townhouaea in three phaaea.
In reviewing the requeat, the co .. iaaion aay want to conaider the
tallowing: The aubject area ia contiguoua to an exiating R-3
Zone Diatrict on the eaat, aouth and weat, and would be an exten-
aion ot that R-3 zoning. The aubject area conaiata ot two and
one-halt city blocka. The propoaed rezoning would coaply with
the Comprehenaive Plan and the propoaed developaent would have
the protection incorporated in the Comprehenaive Zoning Ordin nee
becauae approval by the Planning coaaiaaion and City council ia
required prior to any high-denaity development auch aa Mr. Marra
propoaea.
The ettect ot the rezoning on other propertiea in the area would
be realized pria rily it redevelopment were to occur. It ia un-
likely, however, that aany ot the existing atructurea could be
converted tor additional unita which would •••t the requirements

On January 8, 1987, the Data Processing Division of the Depart nt of Finance
Issued a Request for Quotation (RFQ) for a computer upgrade, Including hard -
ware, op rating software, service and support. On January 30, 1987, final
quotations were received from seven (7) vendors (See Attach nt B for list of
vendors). The RFQ 's w re reviewed by all melllbers of the Data Processing
Steering Cormtlttee and were evaluated by the Technical Review Committee (Pur
chasing Agent, Information System Manager and System Admlnistrator/Analys ).
lhe Technical Review Committee evaluated the RFQ's on the basts of how w 11 the vendor addressed:
I. Hardware functions and capacity characteristics .
2. Costs associated with the propos d syst m.
3. Availability of computer maintenance .
4 . Vendor's r cord of sales and support.
Th s cumulative evaluation of the Technical R view Conntttee (Attach nt C)
was discussed with the Data Processing Steering C011111ittee on February II,
