The primary reason for the overexpendlture was the unusually high number of people s rvlng 1n acting positions due to Injury/Illness to the Incumbents. Police Department Savings of adopted budget were realized 1n commodities for Patrol (S17,960 under budget) and 1n capital outlay for An imal Shelter (Sl,500 under budget) and Patrol (Sl,400 under budget). Personnel services · full time salaries · were 1n total for all divisions, S31 ,205 over b4d get . Other expenditures over budge 1nclud d radio repair and maln - t nance (S18,036 over budget), CERF charges (522,407 over budget) and automobile removal ($15,291 over budget). The CERF charg s were over due to a decision to replace Police cars ever two y ars rather then three years. The automobile removal 1s a new pro gram and and no funds were budgeted In 1986 .
