at the 1 andfil 1 in past years. The 1 andf111 does not ace pt "hazardous
1:as es" as ci ffr , d by the RCRA regulations. Ther fore, the callee d waste
water from this site is cxclud d (by Rule 261.4(b) of the RCRA r gulations)
from being classifi d as hazardous. The total volurre of water con ained in
this zone is stinct d at eight to t n million gallons. Ho~:ever, this plan

Fire Department
Savings were realized In total department conwnod1tles ($18,974 under
adopted budget) and total department contractual services (517,189 under
adopted budget). Expenditures over adopted budget were primarily for
full time salaries In Prevention (S20,016 over adopted budget) and over -
time salaries 1n Suppression (528,804 over adopted budget). The primary
reason for the overexpendlture was the unusually high number of people
s rvlng 1n acting positions due to Injury/Illness to the Incumbents.
Police Department
Savings of adopted budget were realized 1n commodities for Patrol
(S17,960 under budget) and 1n capital outlay for An imal Shelter (Sl,500
under budget) and Patrol (Sl,400 under budget). Personnel services ·
full time salaries · were 1n total for all divisions, S31 ,205 over b4d
get . Other expenditures over budge 1nclud d radio repair and maln -
t nance (S18,036 over budget), CERF charges (522,407 over budget) and
automobile removal ($15,291 over budget).
The CERF charg s were over due to a decision to replace Police cars ever
two y ars rather then three years. The automobile removal 1s a new pro
gram and and no funds were budgeted In 1986 . This progra pays for 1t
self In fees. How ver, the revenues go into the C neral Fund and the
expenditure 1s reflected in the Pollet budget. Over expenditures were
due to Iner as d costs assoc1at d with th reloca 1on of th co unl ca
tlons cent rand the addition of $12,000 for sal1ry for the Vl cti Assi s
t1nce Coordinator position. The grant r celved for the Vic 1• Ass1stan c
progra 1s reflect d In rev nus to th C n r1l Fund and th expenditure
