' t • I . • • • • • • • • • COUNCIL CHAMBERS City of Englewood, Colorado Mar ch 3, 1986 REGULAR MEETING: The City Council of the City of Englewood, Arapahoe County, Colorado, met in regular session on Mar ch 3, 1986, at 7:30 p.m. Mayor Otis, presiding, called the meeting to order. The invocation was given by Council Member Higday. Mayor Otis led the pledge of allegiance. Mayor Otis asked for roll call . Upon a call of the roll, the following were present : Council M mbers Hlgday, Van Dyke, Vobejda, Kozacek, Bilo, Bradshaw, Otis . Absent : None. The Mayor declared a quorum present . * * * * * Also present were : City Manager Mccown Assistant City Manager Vargas City Attorney Olsen Deputy City Clerk Crow * * * * * COUNCIL MfMBER KOZACEK MOVED , SEC DD BY COU CIL MEMBER VOBEJDA, FOR APPROVA L OF THE MINUTES OF REGULAR MEETING OF FEBRUARY 18, 1986 . Upon a call of the roll, the vote resulted as follows : Ayes : Council M b rs Higday, Van Dyke, Vobejda, Kozacek, 8110 . Otis. Nays : None . Abstain : Council Member Bradshaw . The Mayor declared the 111e>tlon carried. * * • * * • I . • • • • City Council Meeting -March 3, 1986 Page 2 • • - Mrs. William Coffin and Mr. J . A. Dowd came forward to receive Council's appreciation for the gift of Jacob C. Jones' gun which is now on display in the Community Room. Mrs. Coffin stated that she was certain Hr. Jones (first Mayor of Englewood) would be proud and happy to know the gun was on display in City Hall. She thanked Council Members, Mr. Dowd, and Dorothy Dalquist for their help in making this possible. • • • • • Mr . Ken Haraldsen, 3018 South Washington Street, addressed Council relative to a problem he has in his neighborhood with a barking dog and what he felt wa s a lack of enforcement of the animal control ordinance. The matter was discussed in depth and Mr. Haraldsen was thanked for bringing this atter to Council's attention. • • • • • COUNCIL MEMBER BRADSHAW MOVED , SECONDED BY COUNCIL MEMBER BILO, TO PROCLAIM THE WEEK OF MARCH 2 THROUGH 9, 1986, AS VOLUNTEERS OF AMERICA WEEK IN THE CITY OF ENGLEWOOD. Upon a call of the roll, the vote resulted as follows: Ayes: Council Members Higday, Van Dyke, Vobejda, Kozacek, Silo, Bradshaw, Otis . Nays: None . Styes, Chairman of the Liquor Licensing Authority , present d information relative to the recOlllfflendation frOII the Authority proposing support of City Council of legislation a ndlng the Colorado Liquor and Beer Codes. Mr. Ch1rles Gri , 1 911 counsel to the Liquor Lie nsing Authority, was also present. Hr . Grinrn was requested by the City Attorney to continue to monitor the legislation . Appreciation wa s expressed to the Authority and to Mr . He provided Council with copies of a press release dated February 18, 1986, urging support from Council of he non-profit group which has been formed to accept donations o preserve and prot ct the Arapahoe County Fairgrounds and to provide hem with the time they ne ded to accomplish this. Discussion ensued relative to he timing of his request; the legalities involved in the matter which would prohibit [nql wood from d ann xing he property regardless of public opinion or a r fr ndum, unless requested to do so by the owners of he property; the sta us of the bankruptcy of the Arapahoe County Fair Association (legal owners of the property). Council was asked by Hr. Florian if 51 percen of he registered voters in the City of Englewood requested Council to leave the prop rty alone, would they do so. The City License Officer 1s vested with the authonty to issue and to renew hcenses pursuant to said authonzat1on and to suspend or revoke hcenses . C. Licenses or certificates of registration are not transferable . B . In the event clearing and restoring the area is not completed within the time specified, the City may complete the work at the sole expense of Licensee. 5. When required by City, Licensee, at its expense, shall trim or cut down trees, shrubs or brush and remove and dispose of the cutting debris to th s tisfaction of Ci y. 6. License shall use all reasonable means to prevent any loss or damag to the City or to others resulting from the construction or Licensee's installation.
