ISSUANCE OF SPECIAL ASSESSMENT BONDS IN THE AMOUNT OF $325,000 FOR PAVING

the $325,000 ts sufftci nt not only to pay for the assessed costs of the
original Paving District No. 31, but It wtll also pay for the addtttonal four
blocks of th 1ssess111ent district, whtch will be considered by Council later In the meeting.

funding Is scheduled as follows: Assess111ents $257,000 ; City of [ngl wood
$369,100; Cherry Hills Village $147,400 . Mr . M Cown stated under the

Director Fonda, Utilities, presented the reconwnendatlon from th Water and
Sewer Soard concerning the proposed Bill for an Ordinance which would am nd
the Englewood Municipal Code to include Cross Connection Control and Backflow.
Th program would be self -supporting with the customer buying, installing,
testing and maintaining the devices . This requirement would bring our City
into compliance with th Colorado Revised Statutes .

Urban Renewal Authority -Dick Hinson, Acting Director of the URA, reported
on the old King Soopers site In the redevelopment project . The URA has signed
an agreel'lent with JBC Corporation for the construction of 2 ten-story apart-
nts for adults. Al o, this site could Include a 1110vle theater cor,plex
and an athletic center.
Floyd Alignment -The de1110lltlon Is COfflpleted on the east sld of Broadway
at Floyd for the realignment. Construction Is scheduled to begin In July,
and Is expected to take about 60 days.
Little Dry Creek -The final plans for Little Dry Cr ek, frorr, Broadway east to
Clarkson, are being final I zed and will be let to bid In the next few weeks.
They will Include aw II I It blke-p destrlan pathway.
Buyers' Club -The URA wll I take ownership of the Park Floral site In early
June, and the construction of Buyers' Club will begin by the end of the sum-

5:30 p.a. in Library Conterence Room 1, concerning a maater

Mrs. Romana said that Council had approved both the
Logan/Grant alley vac a ion and the annexation ot the
property at Centennial Park which had been referred by the
Planning Commission. The Brochure Committee will meet on
May 7 , 1986, with the Urban Renewal Authority at 5:30 in
Conference Room lot the Library, and the co .. ittee will
request financial parti cipation in the publication ot the Brochure.
VII. COMMISSIONER'S CHOIC
Mr. Caraon asked it the City would be sending any
representative• to the APA state convention. Mra. Roaana
said there i• no money in the budget tor this purpose, but
she would be glad to arrange participation it the aeabera
wi shed to pay their own expenses. The convention will be

A cross-conn c ion in a public wa er dfstributfon system is a temporary
or pennanent physical 11n ag fn au er's water system facilities which
could allow contam1natfon of th water 1n the public dfstrfbutfon system.
The chanfsM by which this occurs is bac -flow, or the siphoning of
water containing impurities fron1 a customer's system back into the wa ter
main. Devices such as chec valves and pressure reduction valves operate
to prevent the possibility of bee lo w and as such , they are collectively
nown as bac flow prev ntion devices.

sections of the ordinance identified above (Sections 16.4 -12 e (2) {b) {l), (11),
(iii), (iv). (v) and (v1). 16 .4-18 c (1) and 16 .4-18 c (2) (e)) and would not be
required to submit an application for a Conditional Use. Should the new owner or
lessee of the existing business, which was started and operated as a Principal Per -
mitted Use, not comply with those provisions, the new owner(s) or lessee(s) would be required to file an application for a Conditional Use.
The third matter referred to the City Council ls the addition of a revocation clause
to the Conditional Us section of the Comprehensive Zoning Ordinance. This would be
applied tf the Planning Commission approv d an application for a Conditional Use (a
specific use operated in accordance with a plan submitted by the applicant at a
specific location) and following approval, the applicant does not operate the busi -
ness or use as the application was submitted and approved. In that event, the Plan -
ning Co isston could revoke its approval following a public hearing and the busi -n s or use would ave o cease operation .

2) Add a new section 16 .4-12 e (2) (f) (111), which section would pen11lt an w

operated as a P ltted Prtnctpal Use, to co ply with the primary requlr nts
of the O ve1op n Standards set forth tn Section 16.4-12 e (2) (b) and not be required to file a Conditional Use Application.
