The language ia clear and no further search i• n ded beyond thi• point. Mel BeVirt referred the Board to the book, "How Arbitration Works" by Elkouri and Elkouri, Chapter 9, Page 303. The City, after aaking it• atatement and being cross-examined, left the hearing and, in ao doing, did not dispute any of the teatimony given by aeveral vitnesaea of Officer John Knoth. Becauae the agreeaent with the Chief on July 29, 1985 waa aade during the negotiation period aa teatified by the witnesses, the contract ahould have been changed to reflect this language and channeled back through the negotiator•. Since this did not take place and the contract language reaained aa it had been, the Board finds the language aa atated in the contract ia clear and not alllbiguoua.
