ad seventy-five loan applicants. The r ason f or this waiting list is that w h ve

vote. So what that Is saying is that any tax, whether it be this tax, sal s
tax, or any other kind of tax, it must be In force and b collected befor
November 4, should this amend nt pass. And I think you all know that that
would probably be an Impossibility . Now ther 's one oth r thing I wanted to
point out to you, w did look at another option, that wa s just to pay off h
d bt service fund solely through the mill levy. We w nt back and ch ck d h
bond ordinanc • the vote of the people, etc., and that bond ordinanc and th e
bond covenants, etc., were st up so that the debt service would be paid for
out of the mill levy and/or any other funds that the City might want o
contribute to it. So you do have th authority to solely fund that out of h
mill levy. If you did that , of course, 1t would r quire that a substantial
amount 1n addition to what I 've already na d would have to go into tha deb
s rvlc fund . One thing about that though if w did It that way I would
r quire a 3.04S mills to go Into It; If w did It that way , this opinion tha
w have from Lanwn, Edstrom and Bra r says that he f els that v n should
th re be a vote that the City would not b favor of come b fore that w could
perhaps have a case to say that w have to keep this alll levy In force for
those bonds b cause It Is an outstanding gen ral obligation debt tha wa s
voted upon by th citizens of this city. So that could b so thing should
you want to apply nothing but the mill l vy to that dbl that w could
possibly have in ff ct and would not b subj ct to th a ndm nt .

HcCown : No, no, let's don 't confuse It here. We have a total mill levy
Increase of 3 mills . One of the Issues Is how you divide It up betw en th
general fund and the debt service fund . This ordinance calls for you to add
2.92 to the debt service fund of that 3 mills . To give you a total of 2 .788 .
That still leaves you then with a deficit In the g n ral fund of $173 ,000 . If
you paid the entire d bt service off with the mill levy you would hav to
access a mill levy of 3.045 and that means that you are In even further In
debt In terms of the deficit In th general fund b cause the more you use of
that 3 mills for the debt service, the less you have available for the generd l
fund. Ok? So, Councilman's question was In accordance with the ordinance tw
way it Is now, how much additional mill levy would w need --a llttl more
than 4 mills to balance the budget .

McCown : W need $173,000, one mill brings In $162,091, sow would be abou
1.1 or something to that effect . I don 't have a calculator.

taxes at all, and we 've sp nt many nu rous, nu rous hours trying o com u
with alternative way s and for one wa s against 1t, but in all my ffor s, and
Council's efforts of trying to solv the budg • this would be the b st
approach at this ime. And as we find other avenu s down the road, 1f r
