The City Council of the City of Englewood, Arapahoe County,
Colorado, met in special session on September 23, 1985, at 7:30 p.m.
Mayor Otis, presiding, called the meeting to order.
The invocation was given by Council Member Higday. The pledge
of allegiance was led by Mayor Otis .
Mayor Otis asked for roll call. Upon a call of the roll, the
following were present:
Council Members Higday, Van Dyke, Vobejda, Weist, Bilo,
Bradshaw, Otis.
Absent: None.
The Mayor declared a quorum present.

Mayor Otis stated the first item on the agenda was a public
hearing to consider the 1986 General Revenue Sharing Fund.
COUNCIL MEMBER WEIST MOVED TO OPEN THE PUBLIC HEARING ON THE
1986 GENERAL REVENUE SHARING FUND. Council Member Bilo seconded the
motion. Upon a call of the roll, the vote resulted as follows:

Nays:
Council Members Higday, Van Dyke, Vobejda, Weist, Bilo,
Bradshaw, Otis.
None.
The Mayor declared the motion carried.

Pete Vargas, Assistant City Manager, presented the proposed
budget for the 1986 General Revenue Sharing Fund. Mr. Vargas stated the
City anticipated receiving $625,968 in 1986 , all of which was earmarked
for the Police and Fire Departments. Mr. Vargas stated recent discus-
sions at the federal level indicate future monies would be discontinued
and he suspected that next year would be the final year of availability.
Mayor Otis asked if there was anyone in the audience wishing to
speak to Council on the proposed 1986 General Revenue Sharing Fund.
There were no further comments.
COUNCIL MEMBER HIGDAY MOVED TO CLOSE THE PUBLIC HEARING. Coun-
cil Member Bilo seconded the motion. Upon a call of the roll, the vote resulted as follows:

COUNCIL MEMBER BILO MOVED TO OPEN THE PUBLIC HEARING CONCERNING
1986 PROPOSED BUDGET. Council Member Bradshaw seconded the motion. Upon
a call of the roll, the vote resulted as follows:

Bilo, Bradshaw, Otis.
None.
The Mayor declared the motion carried.
Pete Vargas, Assistant City Manager, presented the 1986 proposed
budget. Mr. Vargas stated staff was presenting a prudent and balanced
budget for 1986 that called for an increase in green fees at the golf
course only. No increases in mill levy, water and sewer rates, or tap
fees were being proposed. Mr. Vargas, without mentioning specific dollar
amounts, stated requests for aid to other agencies were from the Fall
Festival Committee, Arapahoe House, Hospice of Metro Denver, Inc., and the Englewood Jaycees.

Ken Leiber, President Englewood Jaycees, referred to his letter
requesting financial assistance for 1986. Mr. Leiber noted the revenues
for 1985 were $5,670 of which $4,750 were gate receipts from the fire-
works show. The expenses were $6,520. Mr. Lieber asked for considera-
tion enough so that the Jaycees would not have to charge an admission fee
in 1986 for the fireworks show, yet meet their expenses.
Mayor Pro Tern Bradshaw expressed appreciation for the timeliness of the Jaycees request for aid.
There were no further comments.

cil Member Bilo seconded the motion. Upon a call of the roll, the vote resulted as follows:

I am writing on behalf of the Arapahoe County Task Force
on Alcohol Problems , Inc ., the agency which operates Arapahoe
House. The principal purpose for this letter is to present our
formal request for continuation funding to Arapahoe House from
the City of Englewood for FY 86.
As you may be aware, Arapahoe House is the most comprehen-
sive free -standing public alcoholism treatment center in Colo-
rado . We offer detox i f ication, residential and outpatient ser-
vices in four locations .
During this past fiscal year, Arapahoe House provided be-
tween $375,000 and $400 ,000 in alcoholism treatment services to
residents of Englewood . Accordingly, we are requesting $25,000
from Englewood to assist us in meeting the cost of providing
these services. A sizeable percentage of these individuals
were treated in our detox unit instead of being incarcerated.
This service is thus not only of vital importance to the clier.ts
and their families, but represents a substantial cost savings
to the community.
I want to take this opportunity to express our appreciation
for your past support of Arapahoe House. Only about 60\ of our
costs are reimbursed by the Colorado Department of Health, and,
consequently, without your support, our services would be severe-
ly curtailed.
If we can provide you with additional information about our
programs, please let me know. I thank you in advance for your
attention and consideration in this important matter.

I can imagine the numerous requests made to the City of Englewood 's Aid to
Othe r Agencies by non-profi t organizations seeking support for services pro-
vided in your community. Therefore, I will be brief in asking Englewood's
consideration of this proposal on behalf of Hospice of Metro Denver for $3,000
to be applied to the costs of caring for ou r Englewood patients. The following
information is provided for your revi ew.
GENERAL INFORMATION
Hospice of Metro Denver, Inc . provides care at home for the terminally ill
and their families. Ou r services are offered only in the home to maximize
family involvement, familiarity and emotional security . Ou r hospice concept
allows the family a sense of dignity while retaining control of the care itself and the care environment .
Since our inception in 1978 , HMO has served 1,950 patients and families .
We now average between 480 and 500 patients per year . Our services are avail-
able throughout the metropolitan area to those of all ages and to everyone,
regardless of their financial means. Half of our patients are 65 or older,
with three percent under 18 years of age. Ninety-five percent suffer from some

The individual and family group needs are approached within a team frame-
work of service consisting of nurses, physician, home health aides, volunteers,
social workers, dietitians, physical therapists , and spiritual counselors, if chosen .
The focus of the team is to emphasize the quality of time remaining by
meeting physical, emotional and social needs . Some functions include care and

support of the patients and families i n thei r own homes, pain and sympt om con-
trol, and 24-hour availability of reg i stered nurses. The team supplements and
builds upon the resources of the patient, family and friends, allowing the
patient and family to direct the care being g iven. Extensive support services
are offered to the family and friends of the patient throug hout t he illness and
for at least 13 months following the death. At Hospice of Metro Denver, we are
committed to both the living and the dying.
Our staff consists of 13 full-time and 37 part-time empl oyees. We have
280 voluntee rs who donate more than 600 hours per month to the direct care o f
the terminally ill, family support services following the death, offic e o pera-
tions, and to special projects and publi c speaking for HMO . These volunteer
ho urs wo uld translate to roughl y $50 ,000, i f money c ould buy t hat kind of cormli tment •
FINANCIAL DATA
OUr overall budget has grown from $50 ,000 at inception t o $1,024 ,100 .
Seventy percent of that is realized from i nsuranc e a nd Med i care rei mbur s eme nts .
Thirty percent is derived from indi vi d ual do na t ions, corporate g ifts, di rect
donations of servi ces and goods, fundrais i ng e ve nts and foundation g rants . We
receive no United Way funds. Hospice o f Me t r o De nver recei ved $5 ,500 from t he
City of Aurora in 1984-1985, and is be ing c ons idered by that community i n their 1985-1986 budget.

your support to the total of $7,500 no n-reimbursable c osts we must raise t o

RE : Budget Allocation for 1986 4th of July Fireworks Spectacular
The Englewood Jaycees request that Englewood City Council appropriate
$10,000 in this year's budget . This money will be used to cover necessary
expenses incurred in putting the 198 6 50th Anniversary 4th of July Fireworks
Spectacular Program together.
In years past all expenses were covered by the Englewood City
Council and Englewood Merchants . This policy has been overlooked . The
Englewood Jaycees have had to run Ways-and-Means Projects and defer monies
from their treasury , monies committed to the chapters internal affairs and
used to help the elderly, MDA, Children • s Hospital, St. Judes and other
needy causes . Being a community service organization committed to helping
Our Commu nity and Our Nation, our priorities are· clear.
We need your financial help in funding this years Annual 4th of July
Program. Since this will be the 50th Anniversary for the Program, we would
like to have it free to the public . This is Your Program and again we will
be glad to provide the manpower. However , we will not be able to cover the
expenses due to many above mentioned concerns. Below are the revenues and
