over 1/3 of the children are from Englewood. Over SO\ of our Seniors
being served are from Englewood.
We are expecting an increase in all of the above in 1985.
We ask you remember this when you are working on your budget. We are very
happy to serve the city of Englewood, and long enjoyed our association with
you.
We are looking forward to continuing this association in the year 1985.

As you are well aware, Arapahoe Mental Health Center has receiv e d
financial support from the City of Englewood in the past. We
have appreciated the support received from the City of Englewood .
In the past three years Arapahoe Mental Health Center has
benefited from the City's willingness to arrange for the sale of
the fire station on Belleview and Fox at a very attractive
interest rate. This cooperative effort allowed us to establish a
successful Adolescent Day Resource Center for the treatment of
adolescents who are at risk of placement outside the home .
However, inflation and cost increases requ i re us to reque st
the City Council's co nsideration for an increase in the level of
s upport for the Center services delivered to residents of Engle-
wood.
We have not requested any funding support for the past three fis-
c al years, 82-83, 83-84, and 84-85. Arapahoe Men tal Health Cen-
ter is a pr i vate, non-profit, fre e-s tand i ng co rporat io n.
Although we do receive some State, cou n ty and other local fund-
ing, a substa nt ial port io n of our budget is generated through our
own staff's efforts . At pr esent nearly 40% of our budget is from
client fees , insurance, medicaid and donation . We have , as a
high priority , to reduce to the extent possible, our dependence
on governmental funding . Governmental support i nsures that com-
prehensive community mental health services are ac cessi ble to the
residents of the service area.

STATEMENT TO ACCOMPANY THE REQUEST FOR FINANCIAL ASSISTANCE
FOR 1984 FROM THE CITY OF ENGLEWOOD
I . DESCRIPTION OF THE AGENCY
Arapahoe Mental Health Center is ~ a county agency. It is a pr ivate
non-profit community mental health c enter which was organized in 1955 by a
group of Arapahoe County residents. These citizens believed Arapahoe County
needed a community mental health center which would make mental health
services available close to where people live.
II. SERVICES PROVIDED
The Center provides the following serv ices to Englewood residents :
A. Outpatient Services Outpatient services are designed to provide care
to individuals who require counseling for emotional problems such as
depress i on and anxiety caused by marital, job-related, family, or
similar types of difficulties. In times of economic downturns the
number of persons seeking outpatient care shows a dramatic i ncrease .
B. Partial Care Services Partial care services relates to a treatment
program for the more severely and chronically disabled persons.
Many of the persons served in this program have been emotionally
disabled for a l ong period of time. The Partial Care Program
includes a prevoc ational program whi c h is designed to help people
get ready to go back to work if they are capable of doing so.
C. Inpatient Services Acutely disturbed persons often must be hos-
pitalized because of the intensity of the i r emotional illness and
because they often require medi cal as well as psychiatric care. An
example of the acutely d isturbed person is someone who attempts
suicide.
D. Residential Services This type of care is provided i n facilities
like halfway houses. It is for people who need supervised care bu t
do not need to be in a hospital setting.
E. Emer gency Services The Center is staffed to respond to psychiatric
emergencies on a 24 hour a day basis.
F . Consultation and Education Services An example of co nsultation
services is ~ work with the school district and the police depart-
ment. The consultation component is primarily aimed at teaching
staff of other agencies how to better work with their clients and
how to determine if someone needs to be referred to the mental
health center. Our education program focuses on prevention.

III. How Many Englewood Residents Are Being Served?
During the past fiscal year, July 1, 1983 to June 30, 1984, 486 Englewood
residents received services from Arapahoe Mental Health Center. The total
num.ber of mental health service contacts (treatment sessions, hospital days,
etc .) exceeded 9,000. During the coming year, based on current year figures,
we will provide services to an estimated 500 Englewood residents. We will
also continue to provide a variety of consultation and other services to
various agencies in Englewood.
IV. How Do the Center Services Benefit Englewood?
Englewood is a community comprised of all ages. The mental health center
provides services designed to help families deal with the various stresses of
daily living which threaten family life. Services are also provided to single
persons of all ages who have difficulty coping with the many demands of life in
today's society, and to older person who are struggling with the additional
pressures brought on by failing health, retirement, losses, etc. Some of our
services are aimed at preventing mental illness; that is, helping people to
learn what they can do to head off emotional problems before they develop or
to deal with minor concerns before they become major problems.
V. Who Will Benefit From the Money Contributed .!!Y. Englewood?
Englewood residents. In 1983, the actual amount spent by the Center for
services to Englewood residents exceeded $350,000 .
VI. How .!..! the Mental Health Center Administered?
The Center has received a "clean" audit report (external audit by certified
public accountants) during the last four years, and exp~cts to receive the
same type of audit report this year. We are licensed by the State Health
Department and approved by the State Division of Mental Health.
VII. iiow .!..! the Center Governed?
The Center is governed by a citizen Board comprised of residents of Arapahoe
and Douglas County communities including Englewood.

I am writing on behalf of the Arapahoe County Task Force
on Alcohol Problems, Inc., the non-profit agency responsible
for operation of Arapahoe House. The purpose of this letter
is to present our request for support from Englewood for FY
as.
Arapahoe House is the largest free-standing public alco-
holism treatment center in Colorado . Our center comprises a
24-bed detoxification center , a 32-bed community intensive
residential treatment program, and four outpatient clinics.
During the past fiscal year, Arapahoe House has provided
over $376 ,500 in services to resid nts of Englewood. Accord-
ingly, we are requesting $15 ,000 from Englewood to assist in
meeting the cost of providing these services.
The Alcohol and Drug Abuse Division of the Colorado De-
partment of Health reimburses programs approximately 60\ of
the actual cost of these services. Be cause of this situation,
Arapahoe House must seek additional sources of support, in-
cluding annual funding from Arapahoe County and each of the
cities and municipalities within the county.
Your past, present and future support of Arapahoe House
is greatly appreciated. If we can provide you with addition-
al documentation or other material about Arapahoe House, please
let me know. I thank you in advance for your attention ~·

As you are well aware , Arapahoe Mental Health Center has rec e i ve d
f inan c ial support from the Ci t y of Englewood in the p ast . We
have appreciated the support re ce ived from the City of Englewood.
I n t he past three years Arapaho e Mental Health Center ha s
b e nefited fro m t h e City's willingness to arra n ge f o r t h e sal e of
the fire stati on on Belleview and Fo x at a ve r y attractive
interest rate . Th is cooperative effort allowed u s to establish a
su c cessful Ad olescent Day Resour ce Center for the t reatment of
adolescent s who are at r is k o f p l a c em e nt outsid e t he h o me .
How e v e r, inf l at io n and co s t i n creases r e qu ire us to request
t h e City Cou ncil 's c ons i d eratio n for a n increase in the level of
su pp o r t f or th e Cen te r se r vices delive r ed to residents of Engle-
woo d .
We h ave n o t r e qu es t ed an y fu nd i n g s upp ort for th past three fis-
cal yea r s , 82-83 , 8 3-8 4 , and 84-85 . Ar apa h oe Mental Health Cen-
ter is a p riva t e , non-p rofit, f ree-st an ding corporation .
Although we do receive some State , co un ty and other local fund-
ing , a substantial portion of ou r bud get is generated through our
own staff 's efforts . At present nearly 40% of our budget is from
client fees, insurance , medicaid and donation . We have, as a
high priority, to reduce to the exte n t p ossible, our dependence
on governmental funding . Governmental su pp ort insures that com-
prehensive community mental health services are accessi b le to the
residents of the service area .

STATEMENT TO ACCOMPANY THE REQUEST FOR FINANCIAL ASSISTANCE
FOR 1984 FROM THE CITY OF ENGLEWOOD
I. DESCRIPTION OF THE AGENCY
Arapahoe Mental Health Center is~ a county agency. It is a private
non-profit community mental health center which was organized in 1955 by a
group of Arapahoe County residents. These citizens believed Arapahoe County
needed a community mental health center which would make mental health
services available close to where people live.
II. SERVICES PROVIDED
The Center provides the following services to Englewood residents:
A. Outpatient Services Outpatient services are designed to provide care
to individuals who require counseling for emotional problems such as
depression and anxiety caused by marital, job-related, family, or
similar types of difficulties. In times of economic downturns the
number of persons seeking outpatient care shows a dramatic increase.
B. Partial Care Services Partial care services relates to a treatment
program for the more severely and chronically disabled persons.
Many of the persons served in this program have been emotionally
disabled for a long period of time. The Partial Care Program
includes a prevocational program which is designed to help people
get ready to go back to work if they are capable of doing so .
C. Inpatient Services Acutely disturbed persons often must be hos-
pitalized because of the intensity of their emotional illness and
because they often require medical as well as psychiatric care. An
example of the acutely disturbed person is someone who attempts
suicide.
D. Residential Services This type of care is provided in facilities
like halfway houses. It is for people who need supervised care but
do not need to be in a hospital setting .
E. Emergency Services The Center is staffed to respond to psychiatric
emergencies on a 24 hour a day basis.
F. Consultation~ Education Services An example of consultation
services is our work with the school district and the police depart-
ment. The consultation component is primarily aimed at teaching
staff of other agencies how to better work with their clients and
how to determine if someone needs to be referred to the mental
health center. Our education program focuses on prevention.

III. How Many Englewood Residents Are Being Served?
During the past fiscal year, July l, 1983 to June 30, 1984, 486 Englewood
residents received services from Arapahoe Mental Health Center. The total
number of mental health service contacts (treatment sessions, hospital days,
etc .) exceeded 9,000. During the coming year, based on current year figures,
we will provide services to an estimated 500 Englewood residents. We will
also continue to provide a variety of consultation and other services to
various agencies in Englewood.
IV. How Do the Center Services Benefit Englewood?
Englewood is a community comprised of all ages . The mental health center
provides services designed to help families deal with the various stresses of
daily living which threaten family life. Services are also provided to single
persons of all ages who have difficulty coping with the many demands of life in
today's society, and to older person who are struggling with the additional
pressures brought on by failing health, retirement, losses , etc . Some of our
services are aimed at preventing mental illness; that is, helping people to
learn what they can do to head off emotional problems before they develop or
to deal with minor concerns before they become major problems,
V. Who Will Benefit From the Money Contributed ~ Englewood?
Englewood residents. In 1983, the actual amount spent by the Center for
services to Englewood residents exceeded $350,000.
VI. How ~ the Mental Health Center Administered?
The Center has received a "clean" audit report (external audit by certified
public accountants) during the last four years, and expects to receive the
same type of audit report this year. We are licensed by the State Health
Department and approved by the State Division of Mental Health.
VII. How Is the Center Governed?
The Center is governed by a citizen Board comprised of residents of Arapahoe
and Douglas County communities including Englewood.

I am writing on behalf of the Arapahoe County Task Force
on Alcohol Problems, Inc ., the non-profit agency responsible
for operation of Arapahoe House. The purpose of this letter
is to present our request for support from Englewood for FY
85.
Arapahoe House is the largest free-standing public alco-
holism treatment c e nter in Colorado . Our center comprises a
24-bed detoxification center , a 32-bed community intensive
residential treatment program , and four outpatient clinics.
During the past fiscal year, Arapahoe House has provided
over $376 ,500 in services to residents of Englewood. Accord-
ingly, we are requesting $15 ,000 from Englewood to assist in
meeting the cost of providing these services.
The Alcohol and Drug Abuse Division of the Colorado De-
partment of Health reimburses programs approximately 60\ of
the a ctual cost of these services. Be cause of this situation,
Arapahoe House must seek additional sources of support, in-
cluding annual funding from Arapahoe County and each of the
cities and mun icipalities within the county.
Your past, present and future support of Arapahoe House
is greatly appreciated. If we can provide you with addition-
al documentation or other material about Arapahoe House, please
let me know. I thank you in advance for your attention ~
