As a native of Englewood, I would first like to say how much I enjoy living
here ... I fe e l we ha ve a great community and see much in the future for us.
But, there always seems to be a but ..... .
As far as the assessment for the Paving District #28, I would like to make
a few written comments since I will be out of town on March 28, 1983.
First , I do not mind paying, although the notice is a short one.
Second, I feel the job was inadequately done .... I had to have a sidewalk
(unused driveway) pulled up and pieces of cement were just turned over into
the dirt and lef ... I was told that since the driveway went nowhere, it was
a rule that it be torn up, leaving me with dirt or (grass covering if I
choose) to walk up to my house, yet the church one block down did not have
their unused driveway that goes to no where removed. When I called I was
told that block was not being done which in fact was not true. I also called
regarding the poor grade of cement that was used. I in fact have broken
pieces almost the same size as what was there before. Th e curb was completely
cracked before paving and when I called to complain about the grade of cemen
I was told " he black top will cover the cracks" indeed it does but with
the weight of cars how long will it take to break down. ~Y neighbor has a
crummy looking driveway that is dir and asphalt and nothing was done. Where
is our justice.

My property tax bill for 1982, was $483.99, plus my two assessments of $279 .41,
translates into a tax bill of $7 63 .40 , minimum for 1983. Wh ich m~ans my tax
bill increased by 60 %. This will raise my monthly tax escrow with my mortgage
company from the current $40.33 to $63.62, a $23.29 monthly increase. This
means I will have to raise rent by $23.29 per month or $279.48 a year.
My tenants and I are not willing to pay $23 .29 a month xtra for th e c rown to
be taken out of Logan Str et so that it will accommodate more traffic. Which
is the r eason given to me on why it was done in the first place. And I am sur
that there is no on on Logan Street who i s willing to pay $943.68 or mor to
have increased traffic in front of their home .
I hope that th r is a larg turn out at th Ci ty Co un c il e tin g March 28, 1983,
at 7 :30 and that a satisfactory compromise can b r ach~d.

RE: Assessment Against Lots 23 & 24, Blk. 8, Ham & Killies Bdwy. Ht s .
Dear Mr. Higbee:
I am writing this letter on behalf of my mother, Mrs. Margaret Curry, 3792 South
Acoma, Englewood, Colorado, Lots 23 & 24, Blk. 8, Ham and Killies Bdwy. Hts.
I am strongly protesting the assessment notice she received February 26, 1983, re-
garding Paving District No. 28. Mrs. Curry lives on a State retirement pension, and
this past year has had some very serious, and costly, medical problems. She now
requires 24 hour home health care, which the insurance company refuses to cover, or
even help with, and the cost of that alone is $~500 per month. At this point, the
family is trying to manage this expense in order not to have to place her in a nursing
home. The above mentioned bill does not include any of the other medical expenses, such
as 20~ of the "allowable" Medicare benefit, and then the difference between the "allowable"
expenses and the actual charges.
I truly don't understand how a City like Englewood, with a good percentage of older
people who have resided there for a good number of years, can expect pensioners and
retirees to come up with assessments such as this.
Mr s. Curry has owned this home since 1959, and has certainly paid her share of tax es
and assessments in the past. Since she is not financially able to handle this now, I
would very much appreciate your consideration of this appeal.
I going to try to be at the hearing on March 28th, as Mr s . Curry is medically unable
to 1 nd, but since I work two jobs, I may not be able to attend. Please consider
this letter in the above h aring, and if I can be of any further assistance, please
let now.
T 1n you for your consideration.

MAR 2 . 19 3 ·Marc9 18, 1983
I have received your letter of February 25, 1983, assessing the
amount of $1,002.44 for my property at 3669 South Acoma Street.
This letter is to protest the amount o f this assessment .
I t is my understanding that the original reason for this entire
project was to result in an improvement to the neighborhood. The
info rmation sent by the city st a ted this was to be an "improvement
of curba, sidewalks, and paving ... " I believe to even an objective
person viewing my property before and after thi" "improvement"
would show that just t h e opposite has resulted . True, the street was
paved and t hat may be c o nsidered an improvement . But there was absolutely
no i mprovemen t to the sidewalk, and the removel of two mature Ash trees
has detracted f rom both the appearance and value of the property.
True, I was given the righ t t o save the trees, which I now wish I had done.
But the city stated that the sidewalk wo uld possibly be affected by
the continued presence o( the trees, and I agreed. But the sidew alk
put in by the city was merely repl acing one slab with another.
On Septe er 13, 19 8 2 I wr ote a l et ter to Gary R. Diede, Director
of tngineering, expreasing my conce rn over this aituation . He never
ad the courtesy to reply . Apparently he did have the contractor
replace one al a b of aidewalk, but the poor workmanahip and quality o
tbia left .uch to be deaired. en it was stated that s ne aidewalk
e nt
opinion, an i prove
proj ct.
I expected just that, an improve nt . The .. ra
ala b of aloppy qua l ity concrete was no t, in my
nt, ich was the original intention of this whole
I will apprecbte your conaidering this protest in 11 ht of t e fact
th a t thia 1•prov~nt proj ect baa resulted in just the revera e of
ita original intention.

Dear sir ;
WE wish to protest to the amount of assessment cgarged
to our property at 2995 So. Logan St. We were charged
$903 .66 for paving Cornell street and now $1179 .60 for
paving on Logan Street. It seems to me That $2083.26 for
paving for this property in one year is a little steep,
especially when the street belongs to the city. It seems
to me the city should have to pay half of it at least.
