WHEREAS, the name of Grady Franklin Maples is
synonymous in the City of Englewood with civic achievement and leadership; and
WHEREAS, h cam to he State of Colorado in
1952 and has been actively involved in helping his fellow
man ever since. He is known to have a lifestyle of service
to others. His great est intere st and concern is for the
welfare of his community and what he can do for its enrich-ment; and
WHEREAS, he has made great contributions sig-
nificant to the Englewood Cham ber of Commerce in addition
to serving as Director. He has received many awards of
distinction in his lifetime, one of which was the Englewood
Jaycees D4st~nqu~shed Serv1ce Award. In January 1978, he
was presented the Silver Ch alice Award by the Greater
Littleton Ar a Chamber o Commerce for his outstanding
ach ievem nts as a cham embe r; and

AN OHD!NANCE REZONING A PARCEL OF LAND WITHIN THE CITY OF
ENGLEWOOD, ARAPAHOE COUNTY, STATE OF COLORADO, FROM B-1, BUSINESS
DISTRICT, TO B-DD, BUSINESS-DOWNTOWN DEVELOPMENT, AND AMENDING THE
OFFICIAL CITY ZONING MAP ACCORDINGLY.
WHEREAS, pursuant to Section 22.3 of the Comprehensive Zoning
Ordinance, a Public Hearing was held before the City Planning and
Zoning Commission on April 5, 1983 to rezone a parcel of land
within the City from B-1, Business District, to B-DD, Business-
Downtown Development; and
WHEREAS, said Planning and Zoning Commission has considered
the proposed amendment and map change and has submitted its
favorable recommendation to the City Council therefor; and
WHEREAS, pursuant to Section 22.3 of the Comprehensive Zoning
Ordinance, a Public Hearing was held before the City Council on
July 25, 1983 to rezone and parcel according to the above
designations; and
WHEREAS, public necessity, convenience, health, safety, the
general welfare and good zoning practice justify the proposed
amendment to the said Official Zoning Map as hereinafter set
forth.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ENGLEWOOD, COLORADO, as follows:

WHEREAS, a redevelopnent plan has been adopted by the
Engle~ Urban Renewal Authority on May 19, 1982 and approved by
the City Council of the City of Engle~,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL Of

That Section 22.4-12 of the Comprehensive Zoning
Ordinance (Ordinance No. 26, Series 1963, as amended) is hereby
repealed and reenacted to read as follows:

Bus1neaa Diatr1ct, 1n an effort to create an attractive and
compet1tive commerc1al center wh~ch w1ll serve as a focus for
commun1ty act1v1ty and commun1ty pr1de. The object1ve of th1s
D1str1ct is to connect the ex1st1ng reta1l center on Soulh
Broadway with C1nderella C1ty; to create an auto-free pedeatr1an
area for ahopp~ng, recreat1on, and commun1ty act1v1t1ea; to
attract hus1neas and professional persona to both ltve and work
1n the area; to provtde a proper balance of publ1c and pr1 ate
uaaa; and to encourage the conatruct1on of projects wh1ch are

uses, spec1al uses such as theaters, restaurants, and cultural
facilities, professional and general off&ces, certa1n pub!Lc
fac&lit&ea, and a hotel and convent&on center. Because of the
pedestr1an or&entstion of th&s D1str1ct, reta&l ers arc encouraged
to accommodate the delivery of large items such as appl&ances
and/or furniture to customers from a warehouse at a locat1on more
appropriate for such use.
The distr&ct is to be divided 1nto three areas:
1. The Commons, the public open space border1nq L&ttle Dry
Creek and along the r&ght-of-way for West G&rard Avenue,
together w&th the development wh1ch fronts on th&s open area.
The uses permitted with&n the Commons are pedestrian-oriented
and focus upon activities wh1ch encourage act&ve commun&ty
&nvolvement.
2. The Center, the more intensely developed activ1ty center,
wh&ch &a Sllparated from, but has access to the Commons.
3. The Periphery, the "buffer" between the act1v1ty center and
residential ares to the north of West Floyd Avenue.
It ia the C1ty Counc&l's 1ntent that the development 1n each of
these areas be desiqned to complement the development 1n the
other two areas, and that 1n the surround1ng neighborhood.
To assure the qual1ty of development sought by the c1t1zens of
Englewood, a Downtown Dea1gn Rev1ew Committee w1ll be appo1nted
to rev1ew development plans wh1ch must be subm&tted for any new
conslruct&on or major add&t&ona or alterat&ons to ex1st1ng
bu1ld1nga 1n the Downtown Development D1atr1ct. The Downtown
Des1gn Rev1ew Comm1ttee shall rev1ew such pl ns to assure
conformance w1th adopted des1gn gu1del1nes and the Downtow n
Redevelopment Plan, wh1le the ult1mate respons&b&l&ty f ~
enforc&ng the requ1rements set forth 1n th1e Zone D1str1ct l&ee
w1th the C1ty through the Dep rtment of Commun1ty Dovelopm nt.

the outdoor retail sale of articles such as ar t -
work, craftwork, flowers, food and sim i lar
articles within The Commons subject to the foll o w-
ing conditions:
(1) That it w1ll not obstruct the moveme n t o f
pedestrians through areas intended for p ubl 1 c
usage o r c r eate c ongestion on adjo1n1 ng
public sidewalks;
(2) That it w1ll not generate an undue amoun t of
noiae, fumes, glare or other external
effects, or otherw1ae constitute a nu1aa nce
or annoyance;

The Committee shall act on the application withln
fourteen (14) days from the date of the meeting at wh~ch the plan is considered unless the applicant
agrees to an extenaio~ of time.
The decis1on of the Committee shall be final unless
appealed in writing, stating the reasons for said
appeal to the City Planning and Zoning Commissto n
wtthtn ftfteen (15) calendar days of the date of the
action taken by the Committee.
(5) Appeal.
If the decision of the Committee 1a appealed to the
Ctty Planntng and Zoning Commission, the Committee
shall submit a wrttten report to the Comm1sa1on ex-
platntng the reasons for the dtaapproval.
In constdertng the appeal, the Commtaston shall not
watve mintmum or maxtmum requirements as set forth
herstn for the height, bulk, and area of buildtngs
or setback from property ltnea.
