WHEREAS , the Ci ty of Englewood h as observed the impact of a la r ge number of per s ons frequenti n g South Broad way within the City of Eng lewood entering u pon p riv ate property , causing damage to private pro pe rty, resulting in the theft of private property and resultin in traffic congestion on South Broadway, disturbanc e o f a djoining residenti a l neighborhoods, and pos- sibility of mo re s erious crimes.
