The invocation was given by Councilman David Clayton. The Pledge of Allegiance was led by Mayor Taylor. Mayor Taylor asked for roll call. Upon a call of the roll, the following were present: Council Members Weber, Harper, Clayton, Mann, Taylor. Absent: Council Members Williams, Smith. I • - • April 24, 1978 Page 2 • • • • Director of Community Development Wanush appeared before Council and informed the Council that they had a meeting last Monday night and approximately 20 people from the Scenic View area attended. The purpose of the meeting was to go over the program and Dir ector Wanush stated the cit izens there were in general agreement with the proposed program. Director Wanush stated a resolution supporting the appl i - cation and authoriz ing the City Manager to apply for the funds will be presented to Council at the next regular meeting. Director Wanush also discussed and entered into the record a "Proposal for Community Development Discretionary Funds" which generally summarizes what information will be submitted to HUD. Director Wanush answered questions from the Council con- cerning the application and affirmed that the people in attendance at the meeting in Scenic View understood the proposed plans should the application be approved. * * * * * * Mayor Taylor asked if there was anyone wishing to speak in favor or against the applicat ion . No one replied. * * * * * * COUNCILMAN MANN MOVED TO CLOSE THE PUBLIC HEARING. Council- man Weber seconded the motion. Over 75% of the population in this area have income s that are within the Federal guidelines for low and moderate income. The Rehab Loan Program and new construction in the area has had some impact as 75% of the area was judged as substandard in last year's application and the current estimate of sub- standard units is 60'.{,. The area also fa.ces a serious decline in school enrollment which may cause the elementary school to be closed. Citizens in the neighborhood have expressed concern for the viability of their neighborhood as they feel threatened by the school closing and encroachment by the neighboring industrial area. Contractors currently involved in construc- tion in the area have responded positively to the City's pro- posed efforts towards spurring improvements . There are 186 housing units in the Scenic View area with 75 existing building sites. The application submitted for CD discretionary funds would have the primary focus of opening up 32 potential building sites. The sites would be along the extensions of Baltic and Adriatic. The rehabilitation effort will be continued. The Program The request for program funds wi·ll outline a comprehen- sive , but concentrated, effort to stabilize and revitalize the neighborhood, particularly in the area of housing. Specific activities and estimated costs are as follows: Streets Right-of-way purchase Street construction Installation of utilities Property acquisition (6 lots/$15,000 ea.) Relocation ($12,500/ea.) Demolition ($2,000/ea.)
