The invocation was given by Councilman Donald Smith,

in by the Clerk. Assistan t Director Romans stated the subject

Mr. and Mrs. Wayne Ragsdale. Assistant Director Romans entered
into the record the certification of posting of the property,
the recommendation from the Planning and Zoning Commission to
the City Council, the staff report to the Planning Commission,
and the Findings of Fact and Conclusion related to the subject
property. Assistant Director Romans stated the legal notice
of this public hearing was published in the Englewood Herald
Sentinel on November 22, 1978. Assistant Director Romans made
a presentation concerning the subject property and stated the
Planning and Zoning Commission recommends the zoning desig-
nation to be I-1 upon annexation to the City of Englewood.
Mayor Taylor asked if there was anyone present who
wished to speak in favor of the I-1 zoning designation for 4535
South Santa Fe Drive. There was no one present to speak in favor.
Mayor Taylor asked if there was anyone present who
wished to speak against the zoning designation. There was no
one present to speak against.
COUNCILMAN WILLIAMS MOVED TO CLOSE THE PUBLIC HEARING.
Councilman Weber seconded the motion. Upon a call of the roll,
the vote resulted as follows:

DENTIAL. Councilman Weber seconded the motion. Upon a call of

Mariposa Drive. Assistant Director Romans entered into the re-

the property owners and have already begun construction of a house
on the site. Assistant Director Romans stated the Planning and
Zoning Commission feels the area lends itself to single-family
residential; and therefore, recommends the property be zoned
R-1-C single-family residential upon annexation to the City.
In response to Councilman Clayton's question, Assistant
Director Romans stated the fact that construction has already begun
on this site does not create any problems with any of the construc-
tion rules of the City of Englewood.

the recommendation from the Planning and Zoning Commission to
the City Council, the staff report to the Planning Commission,
and the Findings of Fact and Conclusion related to the subject
property. Assistant Director Romans stated the legal notice
of this public hearing was published in the Englewood Herald
Sentinel on November 22, 1978. Assistant Director Romans made
a presentation concerning the subject property and stated the
Planning and Zoning Commission recommends the zoning desig-
nation to be I-1 upon annexation to the City of Englewood.
Mayor Taylor asked if there was anyone present who
wished to speak in favor of the I-1 zoning designation for 4535
South Santa Fe Drive. There was no one present to speak in favor,

legal notices that were published in the Englewood Herald Sentinel.
Assistant Director Romans stated Mr. and Mrs. Leroy Anderson are
the property owners and have already begun construction of a house
on the site. Assistant Director Romans stated the Planning and
Zoning Commission feels the area lends itself to single-family
residential ; and therefore, recommends the property be zoned
R-1-C single-family residential upon annexation to the City.
In response to Councilman Clayton's question, Assistant
Director Romans stated the fact that construction has already begun
on this site does not create any problems with any of the construc-tion rules of the City of Englewood.

Assistant Director Romans stated Mr. and Mrs. Leroy Anderson are
the property owners and have already begun construction of a house
on the site. Assistant Director Romans stated the Planning and
Zoning Commission feels the area lends itself to single-family
residential ; and therefore, recommends the property be zoned

DESCRIPTION OF SUBJECT AREA AND ADJACENT AREAS:
Th e proposed annexation area and sub ject property contains
5.882 acres of land, more than half of whi c h is comprised of
streets : South Santa Fe Drive, West Tufts Avenue and South
Windermere Street and railway rights-of-way . The Ragsdale
property comprise s 2.20 acres, more or less, and is presently
in use as the north portion of a business which is located
within th e City of Englewood . The structure on the Ragsdale
property is constructed across the City Limits line. The
portion of South Santa Fe Drive which is included in the annexa-
tion petition is that which is along the e a st frontage of the
Ragsdale property and is contiguous to the portion o f South
Santa Fe Drive which js now in the City to the south .
Portions of the railway right-of-way, South Windermere
Street and West Tufts Ave nue included in the proposed annexa-
tion will connect these rights-of-way to those now within the
City.
Wonderview Motel and Apartments are adjacent to the sub-
ject property on the north. This business is in a B-4, General
Business Zone District in Arapahoe County .
BACKGROUND OF PREVIOUS ACTION RELATING TO THE AREA :
The subject area was included in the proposed Santa Fe-
Union Annexation which started as early as 1969. Because of
intervening action by some of the property owners, the annexa-
tion was finally dropped by the City of En ~l ew ood and much of
the land has been anne xed by the City of Sher idan . Several
property owners alon g South S:tnta Fe Drive and West Union Avenue,
including Mr . and Mrs. Ragsdale, requested annexation to the
City several mon ths ar;o . Th e c onditions placed upon the annexa-
tion were not acce p tab l e to th e petitioners, and all but the
Ragsdales withdr e w th e ir p etitions.
RELATIONSHIP TO TilE COMPREHENSIVE PLAN :
The Comprehensive Plan does not spe cifically show the
projected zoning or use of th e subject property; however, the
proposed I-1 zoning would b e compati b l e with an extension of
the industrial zoning within the present City limits •

A Public Hearing was held in connection with Case No,
20-78 on November 14, 1978, in the City Council Chambers of the
Englewood City Hall, The following members of the City Planning
and Zoning Commission were present: Draper, Lathrop, Parker,
Pierson, Smith and Tanguma. Members of the Ccmmission who were
not present during the Public Hearing were McClintock and
Williams.
FINDINGS OF FACT
Upon review of the evidence taken in the form of
testimony, presentations, reports and filed documents, the
City Planning and Zoning Commission makes the following Findings
of Fact:
1, That a petition has been received by the City
Council requesting the annexation of the subject property to
the City of Englewood, and said petition is being considered
by the members of the City Council .
2, That the zoning of this area was initiated by
the City pursuant to Sections 22 ,1-5 and 22 ,1-7 of the Compre-
hensive Zoning Ordinance, and Section 31-12-115(2) o f the 1965
Municipal Annexation Act, as am e nded ,
3, That notice of the Public Hearing at which the
zoning of the subject property was considered was given by
posting the property and by publication in the official City
newspaper, the Englewood Herald Sentinel .
4, That the land which was the subject of the
Hearing on November 14, 1978, is described as follows:

the South l/2 Northwest 1 /4 Section 9, Township 5 South, Range
68 West; thence North 89°54' West along said line also being
the City Limits line 204.06 feet more or less to the Easterly
right-of-way of South Santa Fe Drive; thence leaving the City
Limits line South 11 °27' West along the Easterly line of South
Santa Fe Drive a distance of 291.85 feet to a point thence
North 86°12' West a distance of 125.88 feet more or less to
the true point of beginning.
5. That the land has been zoned B-4, General
Business, by Arapahoe County.
6. That the land is now developed with a light in-
dustrial use and the proposed 1-1 Zone classification would be
appropriate to that use.
7. That the 1-1, Light Industrial Zone District,
would be an extension of the zoning applied to land under the
same ownership which is within the City of Englewood and which
adjoins the subject property on the south.
8. That the 1-1, Light Industrial Zone District would
be compatible with the Generalized Land Use section of the
Comprehensive Plan.
CONCLUSIONS
1. That proper notice of the Public Hearing to
consider the zoning of the subject property was given:

Therefore, it is the recommendation of the City
Planning and Zoning Commission to the City Council that the
above described property which is the subject of a petition
requesting annexation to the City of Englewood, Colorado, be
zoned I-1, Light Industrial, upon annexation .
Upon the vote on a motion made at a meeting of the
City Planning and Zoning Commission on November 14, 1978.

A petition has b een fi l e d with the City of Englewood f or
the annex atio n of the subject property by Mr. and Mrs . Anderson,
which petition was presented t o the City Council on October 16,
1978 . Th e 1965 Municipal Annexa tion Act, as amended, requires
that the annex ing municipality zone any annexed land within 90
days following annexation. In order to comply with the time
restriction set f orth within the annexation act, the zoning
process, by necessity, h a s to b e commenced before the City
Planning and Zo ning Co mmi ssion as soon as possible a fter
City Council receives the f ormal p et i tion f or annexation.
RECOMMENDATION FROM THE DEPARTMENT OF COAIMUNITY DEVELOPMENT:
It is the recommendation o f the staf f that the property
identifie d as 4635 Sou t h Mariposa Drive be z oned R-1-C, Single-
family Residential, upon annexation to the City o f Eng lewood ,
for the following reasons:
1) The pr opose d R-1-C Zo ne classification conforms to the
Generalized Land Use Plan o f the a rea, set forth in the City 's
1969 Comprehe n s ive Plan .
2) The Single-family Re side11t1a l Zone Dis tr ict would be
an extension o f t he Sing l e -fa mil y Residential zoning within
the City of Englewood to the east and to t h e no rth a nd south
in Arapahoe County.
3)The development on the subject prope rty will be in
conformance with the propos e d R-1 -C Single-family Residence
Zone District regulations .
DESCRIPTION OF SUBJECT SITE AN D ADJACENT AREA :
There is a new sin gle-fa mily res idence under construction
on the subj e ct site which will carry the address of 4635 Sou th
Mariposa Drive.
The site is bordered by South Mari posa Drive and the City
Ditch on the e as t . The l and to the north, sou th and west of
the subjec t site is in unincorporated Arapahoe County, and is
developed with sing l e -family residences . Th e zoning to the
north, south and we st is R-3, Single-fami ly Residentia l, by
Ara paho e County. To the c asl of South Mariposa Drive, the
property is zoned R-1-A, Single-family Res identia l, by Englewood .
This area is developed with nice sing l e-fa mily homes.
To the southw est there is a small indu strial deve lopme nt
in Englewood which is at a lower elevation •

BACKGROUND OF PREVIOUS ACTION RELATING TO AREA:
The subject site is part of the original Santa Fe/Union
Annexation area, which was annexed to Englewood in December
of 1973, The subject property was subsequently zoned R-1-C,
Single-family Residence . Later, the annexation was contested
in Court by a few of the affected property owners and as a
result, the City Council of Englewood voted to abandon the
Santa Fe/Union Annexation, and the area reverted back to its
original unincorporated status , Since then, two property
owners have petitioned and have been annexed to the City, and
five more property owners have petitioned for annexation .
These properties are in both the residential area and the in-
dustrial area.
RELATIONSHIP TO THE COMPREHENSIVE PLAN:
The Comprehensiv P Plan projects that the ridge which
generally follows the City Ditch in this area would be the
dividing point between the single-family development and the
industrial area which is at a lower elevation to the west.
The subject site is in the area which is at the higher eleva-
tion, which is projected to be developed for single-family
use. South Mariposa Street is classified as a residential
street in the Master Street Plan .
COMMENTS FROM OTHER DEPARTMENTS:
No negative comments were received relative to the proposed
zoning.
ANALYSIS:
In the past few years, only one permit has been issued in
the area east of South Santa Fe Drive in the vicinity of West
Tufts Avenue for the construction of a single-family home .
This permit was issued to Mr. Anderson, who is currently con-
structing the house on t he ~u bject site . In order to maintain
compatible development with t h e homes on the east side of South
Mariposa Drive that are now within the corporate city limits
of Englewood, the sta f f feels that the proposed R-1-C zone
classification is necessary along the west side of South Mariposa
Drive.

WHEREAS, on October 16, 1978, the City Council received
a petition for the annexation of a certain unincorporated parcel
of land within Arapahoe County as hereinafter described; and
WHEREAS, the City Council finds that not less than one-
sixth of the perimeter of the area proposed to be annexed is
contiguous with the City of Englewood, Colorado; and
WHEREAS, the said petition for annexation is signed by
the owners of 100% of the property proposed to be annexed
exclusive of streets and alleys; and
WHEREAS, the City Council finds that a community of
interest exists between the area proposed to be annexed and the
City of Englewood, and that said area is urban and is integrated
with or capable of being integrated with the said City of
Englewood; and
WHEREAS, the City Council finds that the proposed
annexation complies with all of the applicable provisions of
the Colorado Municipal Annexation Act of 1965, as amended; and
WHEREAS, the City Council finds and determines that it
is not necessary to impose terms and conditions for annexation;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF ENGLEWOOD, COLORADO, as follows:
Section 1.
That the following described parcel of land located in
and being part of Arapahoe County, State of Colorado, is eligible
for annexation under the provisions of the Colorado Municipal
Annexation Act of 1965, as amended, and the same is hereby annexed
and made a part of the City of Englewood, Colorado, to wit:

In January of this year I submitted to you a letter (copy included herein)
stating my reasons for consideration of an appointment to the planning
and zoning commission. Recently in attempting to apply for a position
on the Board of Directors for the Downtown Development Authority (I do
not live in the district) I was informed that a position was again open
on the planning and zoning commission. Therefore, I am submitting myself
to you for consideration once again.
In the 10 months since my last attempt at securing this position, I have
added several practical e x perience items to my existing abilities, as
well as a continuing increased interest in c ommunity planning.
1. I have g one through the process of submitting a request and
obtaining a variance on my own home for an addition which I
plan to s tart soon.
2. I have been working with the Iuilding Department and the
Community Development Committee in Littleton on the restoration
and conversion of an old home to retail and office space in the
downtown area.
3. For both 1 and 2 I have, or am in the process of providing
all working drawings, work scheduling, city department interfacing,
subcontracting, etc., for the jobs.
4. Have discussed with one Littleton City Council member my ideas
on the development of their downtown area and the special attributes
it possesses with respect to the accelerated new developments in the
south end of the metropolitan area.

I am a relatively new resident in Englewood (July 1st, 1977), however I
have lived in the Denver metropolitan area for sixteen years. Although I
have no direct experience in the fields of city planning and zoning, I
do have various transferable skills which I believe to be directly
applicable, plus a definite interest in these areas. As such, I wish to
be considered for one of the two vacancies on the Planning and Zoning
Colllllission.
My most applicable skills and interests are:
1. I am an Engineering Integration Manager with the Martin Marietta
Corporation. In that capacity I am responsible for the integration
through design -build and launch of new missile systems. This
task requires detailed planning and control of many associate
contractors and the United States Air Force, not only for all
engineering and test activities but safety, cost and contracting
as well.
2 . I have a B.S. degree in mathematical physics. However, I started
my original career planning as an architect and have continued that
interest for many years.
3. During the last fifteen years I have had som e experience in home
remodeling. I have remodeled the three hom e s we have lived in and
various others which I have owned as rentals. This activity was
necessary not only to provide additional room and convenience, but
also to satisfy a personal desire, stemming from my continued
architectural interest, to upgrade the quality of personal living.
4. Systems description and analysis from requirements definition
and verification to i mp leme ntation is also a sustaining interest
with me. In todays world, the complexity of all of man's systems
is sometimes over powering on the surface. However, when approached
through some of the new systematic logic processes of requirements
and interface definition and subsequent management functional,
organizational and operational methods, visibility and control can
be accomplished for the benefit of all •

The zoning of the land identified as 4635 South
Mariposa Drive was considered at a Public Hearing before the
City Planning and Zoning Commission on November 14, 1978, in
the Council Chambers of the Englewood City Hall .
The following members of the Commission were
present: Mr. Draper, Mr. Lathrop, Mr. Parker, Mrs. Pierson, Mr.
Smith and Mr. Tanguma. Mr. McClintock and Mr. Williams were
not present during the Public Hearing.
FINDINGS OF FACT
Upon review of the evidence taken in the form of
testimony, presentations, reports and filed documents, the
City Planning and Zoning Commission makes the following
Findings of Fact:
1 . That a petition has been received by the City
Council requesting the annexation o f the subject property to
the City of Englewood and said petition is being considered
by the members of the City Council.
2 . That the zoning of this property was initiated
by the City pursuant to Sections 22 .1-5 and 22 .1-7 of the
Comprehensive Zoning Ordinance and Section 31-12-115(2) o f
the Municipal Annexation Act of 1965, as amended .
3 . That notice o f the Public Hearing at which the
zoning of the subject property was considered, was given by
posting the property and by publication in the official City
newspaper .
4 . That the land which was the subject of the
Hearing on November 14, 1978, is described as follows:

would be compatible with the adjoining residential development
in the unincorporated area o f Arapahoe County and with the
residential development within the City of Englewood to the
east.
9. That the proposed R-1-C, Single-family Residence,
zoning will be compatible with the Comprehensive Plan.
CONCLUSIONS
1. That the proper notice of the Public Hearing
to consider the zoning o f the subject property was given;
2 . That the proposed R-1-C, Single-family Residence
zone classification will conform with the Comprehensive Plan ;
3. That the proposed R-1-C, Single-family Residence
zone classification will permit the development which is in
progress on the site and will be compatible with the adjacent
development.
4. That the proposed R-1-C Zone District will be a
logical continuation of the single-family residence zoning
which has been imposed on the site by Arapahoe County.

A petition has been filed with the City of Englewood for
the annexation of the subject property by Mr. and Mrs. Anderson,
which petition was presented to the City Council on October 16 ,
1978 . The 1965 Municipal Annexation Act, as amended, requires
that the annexing municipality zone any annexed land within 90
days following annexation. In order to comply with the time
restriction set forth within the annexation act, the zoning
process, by necessity, has to be commenced before the City
Planning and Zoning Commission as soon as possible after
City Council receives the formal petition for annexation.
RECOMMENDATION FROM THE DEPARTMENT OF COMMUNITY DEVELOPMENT:
It is the recommendation of the staff that the property
identified as 4635 South Mariposa Drive be z oned R-1-·C, Single-
family Residential, upon annexation to the City of Englewood,
for the following reasons:
1) The proposed R-1-C Zone classification conforms to the
Generalized Land Use Plan of the area, set forth in the City's
1969 Comprehensive Plan.
2) The Single-family Residential Zone District would be
an extension of the Single-family Residential zoning within
the City of Englewood to the east and to the north and south
in Arapahoe County.
3)The development on the subject property will be in
conformance with the proposed R-1-C Single-family Residence
Zone District regulations .
DESCRIPTION OF SUBJECT SITE AND ADJACENT AREA:
There is a new single-family residence under construction
on the subject site which will carry the address of 4635 South
Mariposa Drive .
The site is bordered by South Mariposa Drive and the City
Ditch on the east . The land to the north, south and west of
the subject site is in unincorporated Arapahoe County, and is
developed with single-family residences. The zoning to the
north, south and west is R-3, Single-family Residential, by
Arapahoe County. To the east of South Mariposa Drive, the
property is zoned R-1-A, Single-family Residential, by Englewood .
This area is developed with nice single-family homes .
To the southwest there is a small industrial development
in Englewood which is at a lower elevation •

BACKGROUND OF PREVIOUS ACTION RELATING TO AREA:
The subject site is part of the original Santa Fe/Union
Annexation area, which was annexed to Englewood in December
of 1973, The subject property was subsequently zoned R-1-C,
Single-family Residence . Later, the annexation was contested
in Court by a few of the affected property owners and as a
result, the City Council of Englewood voted to abandon the
Santa Fe/Union Annexation, and the area reverted back to its
original unincorporated status . Since then, two property
owners have petitioned and have been annexed to the City, and
five more property owners have petitioned for annexation.
These properties are in both the residential area and the in-
dustrial area ,
RELATIONSHIP TO THE COMPREHENSIVE PLAN:
The Comprehensive Plan projects that the ridge which
generally follows the City Ditch in this area would be the
dividing point between the single-family development and the
industrial area which is at a lower elevation to the west.
The subject site is in the area which is at the higher eleva-
tion, which is projected to be developed for single-family
use. South Mariposa Street is classified as a residential
street in the Master Street Plan .
COMMENTS FROM OTHER DEPARTMENTS:
No negative comments were received relative to the proposed
zoning.
ANALYSIS:
In the past few years, only one permit has been issued in
the area east of South Santa Fe Drive in the vicinity of West
Tufts Avenue for the construction of a single-family home .
This permit was issued to Mr. Anderson, who is currently con-
structing the house on the subject site . In order to maintain
compatible development with the homes on the east side o f South
Mariposa Drive that are now within the corporate city limits
of Englewood, the staff feels that the proposed R-1-C zone
classification is necessary along the west side of South Mariposa
Drive .

A petition has been filed with the City of Englewood for
the annexation of the subject property by Mr . and Mrs . Oakle y ,
which petition was presented to the City Council on September
5, 1978 . The 1965 Municipal Annexation Act, as amended, re-
quires that the annexing municipality zone any annexed land
within 90 days following annexation. In order to comply with
the time restriction set forth in the annexation act, the
zoning process necessarily has to be commenced before the
City Planning and Zoning Commission as soon as possible after
the City Council receives the annexation petition .
RECOMMENDATION FROM THE DEPARTMENT OF COMMUNITY DEVELOPMENT:
It is the recommendation of the staff that the property
identified as the Oakley property located at approximately
4691 South Mariposa Drive, be zoned R-1-C, Single-family
Residential, upon annexation to the City of Englewood, for
the following reasons:
1) The proposed R-1-C Zone Classification will conform
to the Generalized Land Use Plan for that area as set forth
in the City's Comprehensive Plan.
2) The development permitted by the R-1-C Zone classifica-
tion will be compatible with the residential development to the
north and east of the subject site .
DESCRIPTION OF THE SUBJECT SITE AND ADJACENT AREA:
At the present time, there are no structures on the site .
It has been divided off from the McDermott property at 4685
South Mariposa Drive and has been used for a small garden,
apparently by the McDermotts . The subject site is approximately
,307 acres in area .
The site is bordered by the City Reservoir to the west
and th e City Ditch and South Mariposa Drive to the east . The
area adjoining the subject site on the north is also owned by
the McDermotts and is within unincorporated Arapahoe County .
The McDermott's home is on the north side of their property,
leaving a vacant site between their home and the parcel which
they sold to Mr . and Mrs . Oakley .
The zoning surrounding the subject site is as follows:
to the north, the land is zoned R-3, Single-family Residence
by Arapahoe County; to the west, the land is zoned 1-1, but
it is undevelopable due to the fact it is the site of the City
Reservoir; to the east and situated at a slightly higher grade,
is an area which is in the City of Englewood which is zoned

The subject site is part o f the original Santa Fe/Union
Avenue Annexation area which was annexed to Eng lewood in
December of 1973. The subj ect area was subsequently zoned
R-1-C, Single-family Residential by the City. La ter, the
annexation was challenged in the courts by some o f the
affected property owners and as a result of this court
action , the annexation was abandoned by the City of Englewood
and the area reverted to its original status as an unincorporated
part o f Arapahoe County , Since then, the owners of two
properties which were included in the Santa Fe/Union annexa -
tion have success f ully petitioned for annexation and the City
Council has rec eived petitions for annexation f rom six addi-tional property owners .
RELATIO NSHI P TO THE COMPREHE NSIV E PLAN:
The Compr ehensive Plan projects that the ridge which
genera lly follows the City Ditch in this area, would be the
dividing point between the Single-family De velopment and the
industrial area which is at a lower e l evation to the west of
the Ditch. The subject site is in th is area at a higher
e leva tion, which is pro jected to be single-family . West Tufts
Avenue fro m Clarkson west to the Na vajo Street alignment, is
designated as a Collector Street on the Master Street Plan .
Sou th Mariposa Street is c lassified as a residential street.
COMMENTS FROM OTHER DEPARTMENTS:
No negative comments were received relative to the pro-posed z oning.
ANALYSIS:
Zone District boundaries must begin and end at a point .
In the case at hand , the rear property line o f the property
in the 4600 block which fronts onto South Mariposa Drive, has
become the division between the single-family area along
Maripos a and the I-1, Li ght Industrial area which lies generally
at a lower elevation to the west. The Oakley property actually
adjoins the City reservoir which is in the area zoned I-1.
The R-1-C Zone District will permit development which will
be compatible in the area and is the classification sought by the Oakl eys.

CONCLUSIONS
1 . That the proper notice of the Public Hearing
to consider the zoning of the subject property was given ;
2 . That the proposed R-1-C, Single-family Residence
zone classification will conform with the Comprehensive Plan ;
3 . That the proposed R-1-C, Single-family Residence
zone classification will perait development which will b e
compatible with the development to the north and east o f the
subject site and will be a logical extension of the sing le-
family residence zoning .

DESCRIPTION OF SUBJECT AREA AND ADJACENT AREAS:
The proposed annexation area and subject property contains
5.882 acres of land, more than half of which is comprised of
streets: South Santa Fe Drive, West Tufts Avenue and South
Windermere Street and railway rights-of-way . The Ragsdale
property comprises 2.20 acres, more or less, and is presently
in use as the north portion of a business which is located
within the City of Englewood . The structure on the Ragsdale
property is constructed across the City Limits line. The
portion of South Santa Fe Drive which is included in the annexa-
tion petition is that which is along the east frontage of the
Ragsdale property and is contiguous to the portion of South
Santa Fe Drive which is now in the City to the south .
Portions of the railway right-of-way, South Windermere
Street and West Tufts Avenue included in the proposed annexa-
tion will connect t hese rights-of-way to those now within the City.
Wonderview Motel and Apartments are adjacent to the sub-
ject property on the north. This business is in a B-4, General
Business Zone District in Arapahoe County .
BACKGROUND OF PREVIOUS ACTION RELATING TO THE AREA:
The subject area was included in the proposed Santa Fe-
Union Annexation which started as early as 1969. Because of
intervening action by some of the property owners, the annexa-
tion was finally dropped by the City of Englewood and much of
the land has been annexed by the City of Sheridan. Several
property owners along South Santa Fe Drive and West Union Avenue,
including Mr . and Mrs. Ragsdale, requested annexation to the
City several months ago . The conditions placed upon the annexa-
tion were not acceptable to the petitioners, and all but the
Ragsdales withdrew their petitions.
RELATIONSHIP TO THE COMPREHENSIVE PLAN:
The Comprehensive Plan does not specifically show the
projected zoning or use of the subject property; however, the
proposed I-1 zoning would be compatible with an extension of
the industrial zoning within the present City limits.
COMMENTS FROM OTHER DEPARTMENTS:
No Department of the City has offered a negative report
to the proposed zoning .

The City of Englewood has initiated the action to assure
that when the subject area is annexed as a part of the City,
there will be no lapse of time between the time of the annexa-
tion becoming final and the zoning ordinance for the area be-coming effective.
I-1, Light Industrial zoning is compatible with the present
use of the Ragsdale property and the adjoining streets and
railway rights-of-way. The Ragsdale annexation petitions
covered only their property . The City has added the rights-
of-way in order to straighten out the very confusing City
boundary in the vicinity of West Tufts Avenue and South Santa Fe Drive.

A Public Hearing was held in connection with Case No.
20-78 on November 14, 1978, in the City Council Chambers of the
Englewood City Hall. The following members of the City Planning
and Zoning Commission were present: Draper, Lathrop, Parker,
Pierson, Smith and Tanguma, Members of the Commission who were
not present during the Public Hearing were McClintock and Williams.
FINDINGS OF X!£!
Upon review of the evidence taken in the form of
testimony, presentations, reports and filed documents, the
City Planning and Zoning Commission makes the following Findings of Fact:
1. That a petition has been received by the City
Council requesting the annexation of the subject property to
the City of Englewood, and said petition is being considered
by the members of the City Council .
2. That the zoning of this area was initiated by
the City pursuant to Sections 22.1-5 and 22 .1-7 of the Compre-
hensive Zoning Ordinance, and Section 31-12-115 (2) o f the 1965
Municipal Annexation Act, as amended .
3. That notice of the Public Hearing at which t he
zoning of the subject property was considered was given by
posting the property and by publication in the official City
newspaper, the Englewood Herald Sentinel ,
4 . That the land which was the subject of the
Hearing on November 14, 1978, is described as follows:

7. That the I-1, Light Industrial Zone District,
would be an extension of the zoning applied to land under the
same ownership which is within the City of Englewood and which
adjoins the subject property on the south.
B. That the I-1, Light Industrial Zone District WOUld be compatible With the Generalized Land Use section of the Comprehensive Plan.
CONCLUSIONS
1. That proper notice of the Public Hearing to consider the zoning of the subject property was given ;
2. That the subject property is used for light in-dust rial purposes at this time.

3 . That the subject property adjoins land under the
same ownership which is in the City of Englewood, which land
is zoned I-1, Light Industrial.
4. The proposed I-1, Light Industrial Zone District,
will conform with the Generalized Land Use Plan for that area
as set forth in the Comprehensive Plan.
RECOIOIENDI\ T I ON
Therefore, it is the recommendation of the City
Planning and Zoning Commission to the City Council that the
above described property which is the subject of a petition
requesting annexation to the City of Englewood, Colorado, be
zoned I-1, Light Industrial, upon annexation.
Upon the vote on a motion made at a meeting of the
City Planning and Zoning Commission on November 14, 1978 .
Those members voting in favor of the motion: Mr.
Draper, Mr. Lathrop, Mr. Parker, Mrs. Pierson, Mr. Smith, Mr. Tanguma.
Those members opposed to the motion: None.
Thoae members absent: Mr. McClintock and Mr. Williams.
