May or Taylor , presiding , called the meeting to order . The invocation was given by Mayor Protem Clayto n . The Ple dge of Allegiance was led by May o r Tay lo r . Mayo r Taylo r asked fo r r o ll call . Up on the call o f the r oll , t he follo wing were present : Council Members Williams, Sovern , Bro wn , Mann , Clayto n, Tay lo r . Absent: Counc il Member Smith . The Mayor declared a qu orum present . COUNCILMAN WILLIAMS MOVED TO O~EN THE SPECIAL MEETING . Co un c i l man Cl ayton seconded the motion . Up on a call o f the r oll , the vote resul ted as f ollows: Ayes: Council Members Williams, So vern , Brown, Mann , Cl ayt o n , Taylo r . Nays: None . Absent: Council Member Smith . The Mayor declared the moti o n carried . COUNCILMAN MANN MOVED THAT CITY COUNCIL GO INTO EXECUTIVE SES S ION TO MEET WITH THE COUNCIL 'S LEGAL ADVISORS WH O HAVE BEEN NEGOTIATING ON THE WINSLOW PROPERTY. Co uncilman Clayton sec o nded the motio n . Absent: Council Member Smi th . The May o r declare the motion carried , and the Council went into executive session . Councilman Smith arrived at 5 :46 p .m. COUNCILMAN SOVERN MOVED TO RECONVENE THE MEETING . Councilman Mann seconded the motion . Up on a call of the roll, the vo te resulted as follows: Ayes : Council Members Williams, Sovern, Smith , Brown, Mann , Clayton , Taylor . Nays : None . The Mayo r declared the motion carried . COUNCILMAN SOVERN MOVED TO AUTHORIZE THE CITY ATTORNEYS TO OFFER SETTLEMEN T TO WINSLOW FOR $1 ,250 ,000 WITH THE CONDITION THAT THE CITY HAVE POSSESSION ON JULY 1 , 1977 OR BEFORE ; THAT $765 ,000 BE PAID UPON THE VACATI ON OF THE PROPERTY , WITH THE REMAINDER DUE IN TWO YEARS AND PAYABLE AT ANY TIME DURING THE TWO -YEAR PERIOD WITH NON -INTEREST BEARING OBLIGATION FOR THE BALANCE ; THAT THE MINERAL LEASE BE CANCELLED IMMEDIATELY; THAT THE STOCK PILED MATERIALS BEL ONG TO WINSLOW AS OF JUNE 1 , 1977 WITH NO FURTHER STOCK PILING BY WINSLOW OR OTHERS TO BE MADE AFTER JUNE 1, 1977 ; THAT THE CITY WILL RECEIVE THE $20 ,000 DEPOSITED BY LITTLETON FOR THE EASEMENT , WITH THE LEGAL MEANS LEFT UP TO THE CITY 'S ATTORNEYS . Councilman Williams s econded the motion . Upon a call of the roll , the vote resulted as follows: Ayes: Council Members Williams, Sovern , Smith , Brown , Mann , Clayton , Taylor . Nays : None . The Mayor declared the m::ition carried • COUNCILMAN SOVERN MJVED 'IO AUTHORIZE THE STAFF TO DEVELOP A PROGRAM TO BE PRESENTED TO CITY COUNCIL REGARDING THE SALE OF FILL RIGHTS ON THE PROPERTY .
