We, the undersigned property owner s tha t will be assessed for t he coat
of paving East Cornell Ave., from the west line of South Ogden Street
to the east line of South Clarkson Street, respectfully petitior.
Council to exclude this street from the proposed Paving District No. 20
for the following reasons:
1. Financial hardslip
2. Dreinage-Thie will char.nel additional runoff water into an area
that presently has flooded basement!!, garages and ;yards after
every he av;y r ain because of insufficient drainage.
3. Street doee not carry enough •»attic to warrant t he ex1ense of
paving.
4. Widening of this street will destro;y the landscape of certain
properties.

I am Mrs. Fern Cox, daughter of Ada E. and Alva T. Summers . I
accompanied my mother to the public hearing of the City Council on
the formation of paving district number 20, laat night, January 25 .
At the meeting, I publicly expressed strenuous objection to the
proposed paving diatrict as it affects the area in which 2996 South
Elati Stee•t is involved, namely, Cornell and Elati (a corner lot).
I apecifically asked that my objection be made a part of the record
of the hearing. We again requeat that this area be removed from the
City's intended district No. 20.
As I stated at the hearing, thia particular aection of Englewood ia
visually a depressed area, together with being an induatrial aection.
Many of the residents are in advanced years and living on very limited
income. In our particular caae, which I conaider a hardship case,
my father is 83 and mother 81 years of age. My father haa been hoapital-
ized since August 1969. He ia preaently, and in all probability, will
remain in CherreJyn Manor Nuraing Hoae. Thia expenae ia approximately
$500.00 a month. Hy parenta' meager life aavinga have ao rapidly
depleted during the past two yeara meeting the terrific expenaea above
and beyond that which Medicare haa provided. Therefore, they are
not in a financial, nor phyaical, condition to meet the unneceasary
exorbitant expenae you propoae to levy againat their property; nor
will they even live long enough to see the asaeaament paid off if
you r improvements, as outlined, are accompliahed.
I a dvia e d that Hr. Sagrillo had furniahed me with the approximate
co at to my parents for the improv .. ents, of $1392 .50. This, in my
o pinion, is ridiculous and heartleaa to expect old people in their
remaining yeara to be auddenly forced to meet auch a burden. The
existing atreeta and aidevalka have, and will continua to aerve the
people in the area juat aa they are until auch time aa thoae people
no l onger have need for them .
Another objection ia that we had no forewarning whataoever of auch
a propoaed project until we received your latter dated January 18,
1971.
We believe that the people affected ahould have a voice in the .. tter ,
either individually or collectively, and not aiaply an act all cut
and dried by the povara tha t be, without one hundred percent conaant
of t he people. Remember, we ati ll are a daaocracy and we believe

Again, and finally, we bitterly object to our area being included
in your propoaal and requeat it be removed at thia time.
