tn October in Orlando. Florida, is
sc heduled to be ftnished by mid-1971.
On co mpletion, this modern and
highly-automated warehouse fa cili ty
wdl begin to supply the 7-Eieven
stores in Florida w1th merchandise
deliveries designed to meet the unique
inventory requiremen ts of co nvenience
food stores. We believe this sy stem
of co mputenzed inventory con trol
and distrtbution will make a signifi -
cant co ntribution to overall store
operauons .
Employee training and the develop-
men t of mdnagement and su pervisory
personnel of our stores and da1rtes
are co ntinuing and h1ghly Important
company programs . Late in 1970, the
Training Center 111 Dallas tnaugurated
the Pr ofit Managers course, a concen -
trated study of JOb delegauon, perfor-
mance follow-up, ttme management,
problem -s olvtng and decis 1on-making.
Th e course also covers evaluatto n of
store si tes, equ1pment purchasing,
accou nting, budget1ng, advertising,
per son nel admin 1s tra1ton and office
mandQement.
Southland's rap1d growth dunng th e
past decade has cr eated the need tor
add it io nal space to ce ntralize and
accommoda t e ou r general office depart ·
ment s and per so nnel . Plans are betng
formulated to develop an office co m·
plex whi ch will utilize the present
general office. a r ecently purchased
adj acent office building and a t o-be-
constructed 11-story off1ce tower.
Remodeling of the adja ce nt off1 ce
building is now underway, and co m-
pletion of the co mpl ex IS sc hed uled
for ea rl y 1973.

st ores in cluded with the purchase of
Harten Da iry Company are located in
Cleveland and provid e a base for
f u ture expa nsio n in this large metro-
politan market.
Th e extensive modernization of o ld er
7-Eiev en stores. begun in 19 68. wa s
co ntinued throughout 1970 with a
total of 1,562 stores being remodeled
and ai r -co ndit io ned during the three-
year period.
Of the co mpany's total co nvenience
food stores 1n o peration as of
Dece mber 3 1. 1,537 . or 41 %, were
ope rat ed by independent franchisees.
Three area fran chises for 7-Eieven
stores were granted during late 1968
and early 1969 . There were 18 stores
in operation i n these areas at December
31 . Although no additional area
franchise ag reement s were finalized
during 1970, negotiations for available
areas are in progres s.
During 1970. the Store Divisions'
merchandising staff co ncentrated their
resear ch programs on the chan ging
trends in customer preferences and
shoppi ng habits . particularly relating
to the i ncreased demand for quality
take-out an d quickly-prepared
co nvenience foods. A majority of
7-Eieven stores now offer a wider
selection of deli ca tessen i tems ,
sandwiches, pa cka ged salads and a
variety of other convenience f oods .

The new micro-wave oven method of
prepa ring fried chi cke n and other hot
take-out foods, first tested in the
Roanoke, Virginia area. has been
extended to additional stores in other
market areas. Con su mer acceptance
has been favorabl e, and further
market testing. produc t development
an d expansion into other stores will
continue during 1971 .
During the year, production was
substantially increased in the Fort
Lauderdale sandwi ch plant which
serves 7-Eieven store s and o ther ou t lets
in the Fl orida "Gold Coast" area . A
second Florida sandwt ch-makmg facility,
located in D uned1n, was modern ized
and enlarged , an d a new sandwich plant
will be opened i n the Washington, D . C.
area in early 1971.

Self-service gasolme is now available
at 75 7-Eiev en sto res in· 1 1 states. and
additional installatto ns are pl anned
for 1971.
The Store Divi sto ns' radio and TV
advertising campaign featuring the
slogan, "Oh, Thank Heaven for
7-Ei even," was htghly successfu l
during 1970, and will be co ntinued
nationally in 1971.

The Da1ry DIVISIOns' new Tnm L i ne
low-fat da1ry pr odu cts, wh1 ch were
introduced m May, have enjoyed
enthusiasuc market acceptance. Trim
Lme milk, the f1rst of the product
line to be marketed. was followed by
Tnm Lme co ttage cheese. ice milk
and yogurt 1n a vanety of flavors.
The d istinctively packdged Tnm Line
products were widely promoted and
advertised throughout the year w1th
the slogan. "The Million Dollar Look."
and w1ll be prom1nently featured 1n the
1971 sales and marketing programs .

A new automated process1ng plant was
opened in late 1970 1n Su lph ur Spnngs,
T exas, for th e produ c tion of yogu rt,
so ur cream, d1p s, o range juice , sterili ze d
crea ms an d o ther spec ialty food
products. Th ese product s are cu rr ently
being su ppli ed to three of Southland's
Dairy Divi sion s, and it is pl anned that
distribution will be extended into
other mark et areas .

today se rve s wholesale and institutional
cus tomers throug hout the gr ea t er

INTRODUCTION
At the request of The Texas Southland Corporation, THK
Associates, Inc. has undertaken to evaluate the factors related
to the granting of a 3.2% fermented beverage license to one of
their convenience store outlets. The Southland Corporation is
the parent organization of 7-eleven stores, and the particular
store analyzed here is located at 2705 South Broadway, Englewood,
Colorado.
Requirements for granting a 3.2% license are governed by
the Colorado Liquor Code (1935) and Rules and Regulations
(revised, amended and correc t e d to July 1, 1966) Chapter 75,
Article 2, Section 42, paragraph 2. Information contained

approving or deny ing the application, the local licensing
authority shall conside r the facts and evidence adduced
as a result of its investigation, as well as any other
facts, the reasonable requirements of the neighborhood
for the type of license for which application has been
made, the number, type and availability of liquor
outlets located in or near the neighborhood under
consideration and any other pertinent matters affecting
the qualifications of the applicant for the conduct of

Of these, 97 now have 3.2% bee r licenses. Southland Corporation
feels that the sale of beer is an integral part of business, since
the stores are primarily convenience goods outlets. The firm
is organized in such a way that the Stores Division controls

I It is the policy of the District Management to sell beer only

FACTORS INFLUENCING THE APPLICATION
Description of Premises. Store No. 44 of the Southland
Corporation's 7-eleven chain is located at 2705 South Broadway.
The store was opened on February 12, 1969, and is now under
the management of Mr. Norman C. lhme. It has a typical
7-eleven layout, and beer would be dispensed through the coolers
in the rear of the sales area.
Access and egress pose no problems. !here is a traffic
light at the corner of Yale and South Broadway (the location of
the outlet) and there are no traffic islands on either street.
There is adequate parking and a driveway into the parking area
from the south side of Yale and the west side of South Broadway.
Traffic Counts. At the present time, there appears to be no
plans for wide mng of either Broadway or Yale, nor are there
any plans for tra ffi c islands . Therefore, access and egress
should rema i n a s convenient as i t i s now.
The most recent · traffic counts of the area show a substan-
tial increas e i n activity on this inters ection. These counts are
compiled by the Colorado State Highway Department, Office of

Adjacent Area Description
The area in the immediate vicinity of the proposed license
is composed of commercial and office buildings on or near South
Broadway, residences on both sides of South Broadway, and some
light industrial firms farther to the west along Santa Fe Drive.
There are approximately 75 commercial-office organizations
in the market area and about 2800 residences.
The nearest school is 1800 feet away from 2705 South
Broadway, and the nearest churches are 620 feet and 1900 feet.
As such, they are well outside the limits prescribed by Colorado
Statute.

of liquor outlets in the city limits. This map is attached and shows
the site of the applicant relative to other sites with licenses. The
following table shows the actual name of each location, the address,
and the type of I icense.
Several factors are immediately evidenit with regard to the
present application. First, in the entire City of Englewood there
are only four 3.2% Beer (package) outlets. ll1his is highly unusual
for a city of this size.
Second, the nearest 3.2% beer license is located at 3295
South Broadway, and is actually a license fOr' consumption on the
premi ses (The Sport Bowl). The same is true of the next nearest
3.2% beer license, which is Shakey's Pizza Aartor on South Santa
Fe. In short, there are no 3.2% beer packag.e outlets anywhere in
the immediate vicinity of the 7-eteven store a1t 2705 South Broadway.
The neare st 3.2% beer package outlet is at safeway, Hampden and
South Lincoln, a distance of 1 .2 m i les.

The Texas Southland Corporation is the parent company
for the 7-eleven stores. As has been shown, there are 167 stores
in Colorado, 97 with 3.2% beer licenses.
A 7-eleven store is a convenience store, and as such
maintains longer hours and contains items which customers purchase
as immediate or impulse items. In this sense, the sale of 3.2%
beer is practically a necessity, since this is deflnitely a convenience
good purchased as an impulse item. In short, 3.2% beer is very
compatible with the general nature of the store itself.
A second factor which would tend to support the granting
of this request is the competitive nature of the convenience store-
grocery store market. If the 7-eleven concept of providing longer
hours of service is to be competitive with the increasing hours and
service of super markets, the outlet must be granted similar
privileges.

It has been emphasized that the present location of the
applicant presents some problems in the sense that Englewood is
the licensing authority but the applicants' actual market extends
beyond the city limits. It was assumed in this study that regard-
less of po~iti cal boundaries, the "needs and desires of the neighbor-
hood" would necessarily have to be surveyed on a market basis .
A market area was developed as shown on the attached

1. That I am the store manager of the 7-E leven store located
at 2705 South Broadway S treet, En glewood, Colorado.
2. That said store is the location for the proposed 3.2 %
beer license requested in the within application.
3. That on March 8, 1971, at the hour of 8:30 o'clock a.m.,
I did personally post in a conspicuous place the "dotice of Public
Hearing on Liquor Application", which notice was furnished to me
by the City of Englewood.
4. That attached hereto is a photograph showing the location
of the said Notice posted by me.
5. That said notice has remained p osted continually and with-
out removal in the same said location to and including the date of
this Affidavit, which is a period in excess of thirty (30) days.
6. Tha t said notice will remain posted in its said location
until th e public hearing to be held before the City Council of the
City of E nglewood on April 19, 1971.

7-Elev e n of a 3.2 % beer license for cons ump tion off o f t he
premises in package form only, to be located at 2705 South
Broadway , Englewood , Color ado , for t he following reasons :
1. We be lieve that, due to the fact t ha t there are
no 3 .2 % beer outlets of any kind within the
neighborhood, one is needed .
2 . From our knowledge of this 7-Eleven stor e , we
believe that having a 3 .2 % beer license located
there would not result in any problems.
3. As customers of this store , we desire to hav e
such a license issued .
