The purpo se of the meeting was to discuss the Workab1e Program
Ap p1ication~ which had been approved by the Committee on Septem-
b er 23~ 1971, and ~orwardcd to the City Counci l. for their con-
sideration and approval.~ and subsequent submission to the De --
partment o£ Hou sing and Urban Oeve1opment for certificat ion.
Mr. Supinger summarized the Workabl.e Program a!_:';>1ication as it
h~d been approved by the Committee and reviewe~ the activities
of the Committee, inc1uding the tour of the City in which the
Committee had participated . ~lr. Supinger a1so to1d of the Com -
mittee· s· efforts to become better informed about the HUD pro-
grams by inviting several. representatives of the Department d
Hou si n g and Urban Deve1opment to attend the meetings .
Discussion of the app1ication and the funding that wi11 be
n ecessary to :i.mp1cment the program out1ined in the app1icati.on
fo11owed.
The Committee and the Cout"lci1 members discussed the creation
o£ a Local. !lousing Authority for the ·city . The members o :C the
Committee exp1nined to the City Cou n cil. that they had d ecid ed

III. OFF-STREET PARKING SURVEY
Apartment Interviews
C ASE #23 -71
Mr. Supinger stated that the staff of the P1ann i n g Department had con-
ducted a survey of the parking situation on a samp1ing of apartment
houses. Mr . Supinger stated that the re s u1 ts of this survey do not give
support to the proposa1 to raise the o ff -street parking requirements.
The survey revea1ed that genera 11y peop1e were satisfied with the
park ing provided~ a nd were not interested in additiona1 open space if
it meant the 1oss o f their parking area. The average cars per unit_
according to the survey~ is 1 .25. Mr. Supinger stated that this wou1d
indicate that there is no need to increase the parking requirements.
Mr. Sup i n ge r stated that the sta'ff does recommend~ however~ that the
Co~issio n consider setti n g standards £or maneuvering space in parking
1ot s~ and requiring the provision of spaces f or g uest parking.
Mr . Car1son as k ed :i.f the tenants were u si n g the parki..ng that is being
provid ed~ or :i.f they are parking on the street? H e a1so asked how
tenants cou1d be persuaded to use the off-street parking that is pro-
vided? ~~-Supinger stated that he fe1t the new parking requirements~
approved in August ~ 1971~ wou1d he1p in getting extra ca rs o ff the
street .
Mr. Patri c k asked if the questionnaires were sent to tenants and managers
of apartment houses~ and to the resi dents of si n g 1e-f ami1y homes next
to the apartmen~ units? Mr. Supinger stated that the survey was con-
du cted by inter view~ rather tha n mai1 i n g the questionnaires out~ and
that residents o £ sing1e-fami1 y homes were not inc1uded in the interviews.
Discussion fo11owed. Mr. Lentsch stated that he fe 1 t f rom the resu1ts
of the survey that the staff was saying the parking restrictions didn•t
need to be i n creased from 1:1 t o the 1-1 /2:1 for efficiency units~ etc .

was parked? Mr .. Supinger stated that it is parked on-street,. and pointed
out that the parking that was being provided even under the 1:1 ratio
averaged out to 1 .. 02:1.. Mr. Supinger stated that he fe1t the new parking
requirements approved in August are va1id, but he stated that he didn•t
think there was justification Cor requiring 2:1 across the board.
Mr . Weist asked how the 3 ~ .. samp1e .. was chosen,. what determined those
apartments and indiv~dua1s who wou1d be interviewed? Mr .. Supinger
stated that they were picked at random.. Atr .. Weist asked i£ the staff
£e1t that a 3 % samp1ing was va1id? Mr .. Supinger stated that he fe1t
it was pretty va1id,. but did state that he wou1d have 11ked to have
more than a 3":1, samp1~ng. Mr .. Weist asked why the .. streets are c1ogged·•
with cars 1~7 as the survey ~ndicates . there seem s to be adequate
parking o.f£-streel:? Mr .. Supinger stated that he :fe1t the survey indicated
that there were more cars per unit than the parking spaces being pro-
vided.. But. he stated. he sti11 fe1t that the 1-1/2:1 ratio that was
approved £or efficiency units 7 increasing with the number of bedrooms
per uo~t. that was approved in August was va1id. and that the 2:1 ratio
across the board was not JUStified ..
Mr .. Weist asked if there had been comp1aints about the convenience o f
the parking 1ots as to 1ocation 7 etc .. Mr .. Supinger stated that there
had been come comp1aints . but that more comp1aints had been received on
the 1ack o£ adequate maneuvering space.
Mr .. Car1son asked members o:f the audience if they wou1d 1ike to speak
on the matter?
Mr .. Ree ce Braun
3173 S. O gde n Street -stated he wa s an architect by profession. and
that he has designed apartment houses.. He
stated that he has done work in Eng1ewood. and throughout the state of
Co1orado. Mr .. Braun stated he wou1d be most interested in com.m.ents of
the res~dents o£ sing1e -fami1y homes next to the apartment houses on
the matt er of park~ng.. Mr .. Braun stated that he has done projects
recently ~n Jefferson County 7 Lakewood. and Federa1 Heights. and the
deve1opers are providing 1-1/2:1 ror one bedroom units; 2:1 for two
bedroom un~ts. and 2-1/2:1 for three bedroom units. He noted that
these sTandards are not set f orth ~n the zoning codes as requirements.
but are ·•requirements·· of the deve1opers of the un~ts he has des~gned.
r . Braun noted that efficie ncy units can have two cars per unit
easily. and stated that the trend for required parking :for these units
is 1-1 /2:1. lr .. Braun discussed ••poorly 1ocated·• parking 7 and noted
that a 11 tenants want to ·•park right in :front of their doorn.. He
stated that ~r the tenant didn't 1ike the 1ocation of their particu1ar
park~ng space. they are in 1ined to park on the street rather than in
their space.. Mr. Braun noted that the City can contro1 on-street parking 7
and has the power to restrict any and a11 parking on the streets.. He
stated that he wou1d 1:J..ke to see the City consider requiring p arking o n
the ratio that the deveiopers of Lakewood 7 Jefferson County and Federal
He ights seem to be prov~ding in their developments; he stated that he
fe11: th~s wou1d stop the encroachme nt of apartment deve1opments upon
the sing1e-~ami1y resident~a1 areas. Mr .. Braun stated that the in-
dividual home owner has a mora1 right to park his vehic1e on the street
in front o~ his home .. He stated that he :fe1t if a deve1oper for an
apartment comp1ex needed additiona1 1and to meet the parking require-
ments and other amenities required of him 7 then the deve1oper should
get the additional 1and. and if he does not do so. then the develop-
ment should not be permitted •
~Jr .. Car1son asked Mr .. Braun :if it wou1d be economica11y feasib1e :for
a deve1oper to prov ide the 2:1 parking ratio? Mr .. Braun stated that
it wi11 be possible to meet these requirements and have the d e ve1opment
be economi ca11y feasib1e . He pointed out that a 1ot w o u1d de p end up o n
the qua1ity o f the development. the size o f the deve1opment. etc.. Mr ..
Braun pointed out that there must be additional .. give and taken on the
part of the City. and cited , £or examp1e 7 that the setback req uirements

which were £easib1e ten or twenty years ago are not necessari1y practica1
today. He stnted that each deve1opment shou1d be reviewed individua11y
to get the bes~ ror the City as a who1e.
Mr. Virgi1 Thomas -stated that it seemed to him that the City needed
to work toward c ontro1 of dens1ty: be noted that the more peop1e that
are crowded into a sma11 area the more prob1ems exist. Mr. Thomas
stated that he didn"t £ee1 the 2:1 ratio wou1d work a hardship on the
bui1ders and deve1opers. and he fe1t that the qua1ity of construction
wou1d be up-graded. tr ... Thomas £urtber stated that he fe1t there shou1d
be more open space between the apartment bui1dings than is being required;
he stated that this c ou1d be p1anted and 1andscaped, and he felt that
such a step wou1d improve the quality of the environment.
Mr ... Braun pointed out that the ·•regulations are not retro-active·•. and
stated that "what we have existi n g today we are stuck with until they
are torn down and replaced. •• He stated that he and Mr. Thomas are
trying to get across the point that what is required and built according
to those requ~rements today. "we are stuck with to:rnorrow." He stated
that he was ask1ng •• :Cor a better tomorrow ... "
Mr. Peterson
Chamber of Commerce -stated that the members of the Chamber of Commerce
are co n cerned about the quality of construction in
the City. He stated that i£ the quality was improved. he felt the de-
veloper could be assured of a better occupancy rate in the future. Mr.
Peterson pointed out that there is now no vacancy rate in Eng1ew<><>d.
and the developers can demand what they want to. Mr. Peterson stated
he would 1ike to see the 2:1 ratio "across the board". and stated that
he felt ·•it wi11 average out".. Mr .. Peterson stated that he fe1t the
City might be encouraging developers to build a greater number of ef-
ficiency units by requiring on1y 1:1 parking for this particular type
unit. Mr. Peterson stated that be felt the residents of sing1e-fami1y
units in a mu1ti -fami1y zoned district shou1d be interviewed on the
parking situation. Mr . Peterson stated that he was asked to speak for
Chamber of Commerce President A11en, and stated that Mr. A11en is a
contractor and has bu11t severa1 apartment bui1dings; plenty of parking
is provided,. and Mr. A11en has .fe1t that the additional expense this
has caused w111 be returned.
Mr .. Thomas commented that responsib1e bui1ders shou1d rea1~ze that the
best interest oL the co~unity is also their best interest.
Mr .. Weist stated Lhat he f e lt there was an attitude in Eng1ewood that
·•we have enough apartments". He asked if. in the contro l of popu1ation
density, it was felt that: additional parking requirements. m o re space
between bui1d.l..ngs, et:c. was the appropriate way to ap p roach it? J..Jr.
Supinger stated that 1£ the Ci ty wanted to contro1 the popula tio n density.

Mr. Supinger pointed out that there is a great dea1 of land z o ned .for
apartment use that 1S not so deve1oped.

apartments that is £e1t to be Leasib1e? Mr. Supinger stated that be
fe1t .it should be the concern of every com.mun:i..ty to have "goa1s".

population density. but that he was concerned about the quality of con-
struction. He stated that he ''isn• t eager to see three -story apartments
a11 over town ·· ..

pointed out: that we are consideri ng a .. prob1em of cars", which wou1dn't
be tota11y solved with more parking spaces . She pointed out that she
fe1t an improved mass transportation system wou1d be o~ grea t aid in
the solution of this problem. ~~s. Henning noted that she fe1t the
parking ratios for efficiency units should be raised to 1 -1/2 :1. b ut

than was required at that time.. The deve1oper 1ater atte~pte d to pro-

£rom the apartm ent house~ but was denied by the Board of Ad ~u s tmen t and
Appeal.s a~ter opposition £rom neighbors.. Mrs .. Rom ans stated there was
need :Cor ''l.oadi.ng space'' and spaces for the service vebic1es which
necessari1y £requent apartment units . It was a1so pointed out by Mrs.
Roman s ~hat ~here ~s usua11y a charge for an off-street parking space,
and some tenants w~11 park on -street rather than pay the fee . Discussion

Weist seconded: The P1anning Department staff be directed to draft an
ame ndme nt to the C omprehensive Zoning Ordinance requiring
o ~f -st reet parking spaces to be provided f or guest parking on a ratio
o£ 1:5 (on e space £or each five units), and raising the requirement f or
an e.Cficie n cy unit to 1 -1 /2:1. This proposed amendment is to be sub-
m i t ted t o the P~3noiog Commission £or f urth er study and the setting
oC a pub1i c h eari n g date .

standards are that may be esta blished by a C ity , they become the maximum

I V . STATE HIGHWAY DEPARTMENT
1972 73 Work Program

Mr. Supinger stated that an addendum to the staff report had been pre-
pared and given m e mbers. Set for th in the addendum are staff recommenda -
tions for p rojects to be i n c luded in the request to the State Highway
Deparunent ~or the 1972-73 Work Program.
Mr. Wa ggoner d1scussed the v ar1ous categor ies and how they are funded .
He noted -chat the T OPI CS program is to be g radua11y phased out. Dis-
cussion :f:o11owed.. M r. Supinger not ed that the P1anni..ng Department staff
could not recommend that the ov er-passes, at U .S. 285 and Logan or
Sherman and U.S. 285 and Elati Street, be included .i n the request.
Mr. Lentsch asked who drafted the requ ests to the Hi ghw ay Department.
and asked why t.he requests cou1dn•t be submitted to the Planning Com-
mission £ar enough in advance that th ey would have sufficient tLme for
adequat e co n s~deration o£ t h e requests? Mr. Supi..nger stated that the
requests were dra£ted by the Planning Department and Public Works De-
partment . H e pointed out that the notification from Arapahoe County
had been received by the Ci ty on O ctober 4. 1971, and that notification
from th e State had been recei v ed in the Planning Department on Septem-
ber 27th .

Mr. Sup i n ger stated that he fe 1t the request that Clarkson from Ya1e to
Littleton Boul e vard be placed on the Federal.. Urban System could very

at the Greenwood Vil ~ge City Ha11 on October 13th, at which time the
matter of Clar k son Street and other matters would be discussed. He
stated that this w ould b e a meeting with Planning Commissioners of the
jurisdiction s c oncerned, and hoped that members of the Commission wou1d
make an effort to attend_
The matte r o f establishing priorities was discussed. Mr. Waggoner
s tated that Dartmouth Avenue and South Santa Fe Drive was a very bad
i ntersection and that s omething must be done to improve it. Mr. Waggoner
a1s o pointed out that the proposed widening of Broadway is of great im-
portance to the downtown merchants. He also discussed the drainage prob1em
at South Federal. Boule vard and West Union Avenue.

Construct~on Projects:
1. Improve West Dartmouth Avenue at its ~ntersecti on with South Santa
Fe Drive by widening both the east and west approaches to accommodate
two 1anes in each d~rection, with a 1e£t-turn poc ket. It is rec om-
mended that the west approach be 300 feet 1ong a nd that the east
approach be 250 feet 1on g .
There is a 60 foot right-of -way on Dartmouth and it is proposed
that 56 feet of this right-of -way be uti1ized f or the traffic 1anes
and 1eft-turn pocket --the 1eft-turn pocket wou1d be 10' wide
and the two i nner 1anes 11· wide, and the two outside 1anes 12·
wide.
2. South Santa Fe Drive widened and improved to a six-1ane major
arteria1.
3 . Improvements to the Santa Fe Drive and West Union Avenue i n ter -
section, exten ding Union across Santa Fe to Windermere and then
tieing into West Tu£ts Avenue.
4. Broadway from U .S. 285 to Quincy to be widened t o the same width
as Broadway south of Quincy with a painted m edia n providing 1ert-
turn pockets.
5 . Widen Be11cvicw £rom C1arkson to San ta Fe with 1eft-turn pockets
at those intersection s where a study shows they are warranted.

passes.. He noted that there is cons1derab1 e pedestri an traf fic crossing
U .S .. 285, that the highway is a v ery wide street. and that when pedes-
trians use the pu sh -buttons to cross the highway, it backs traffic up
£or several blocks.. If pedestrians don•t use the push-buttons, they

Board tha his area which lies just west o£ Southgate Sanitation District is ~ a
drainage basin downstream of the old Englewood Dam . Extensi ve c o nstruction here, he
pointed out, cou1d increase the run-off dur~ng heavy r ains and t hereby c reate a severe
.f"1ood hazard to the City o£ Englewood .
Mr . Carroll agreed to apprise the offici~ls of the Urban F1ood & Drainage District o£
the situat ~on and to point out the concern s of the City o f Englewood that developmen t

DATE: August 10, 1 971 (Attachment 2). He re~nded the Board that when the last 10%
increas e in w a ter r ates w as passed in December of 1 969 , it was und e~st ood that a
similar increase would £ol1ow in December of 197 1 . A cc o rdingly the 1972 budget was
ca.l..cu1ated on the assumption o f such a r~se . With ou~ such a raise the d e partment
w ou1d lose abo ut $5L,OOO during 1972 . The metering pro~am could help offset this
loss by p roviding some inc r ease in tota1 revenue {s ee Attachment 1) w hile r educing

he oays an average o.f' $3 .16 monthly . What does the average per son use 1.n
irr igation? A hose permits a 5 gallon per minute flow . If two hoses are used
twice weekly for 3 hours each , a.l...znost 100,00 g~1ons will be used £or srrink-
J.ing . For $1 9 , he is paying only $.19 oer 1 ,000 gallons .
Now , i£ the individual o aid $.42 per 1 ,000 (the third step d own ). the c1ty

Englewood, Colorado, a municipal corporation, hereinafter called the
CITY and Van Schooneveld, Shepherd, and Co .• hereinafter called
INDEPENDENT AUDITORS, witnesseth that:
1. For and in consideration of the mutual covenants herein
contained, the Ih~EPENDENT AUDITORS agree that they will
make an examLnation of the balance sheets. revenue,
expenditure and budget comparison statements and related
income, fund balance a .nd retained earnings statements
of the funds of the CITY including ~he Firemen's Pension
Fund, Police Pension Fund and Employees Pension Fund
for the calendar year ending December 31, 1971. Audi~
cos~ for the above men~ioned pension funds must be sub-
m i~~ed individually for each fund, and separate from the
cos~ of the audit of all other CITY funds.
2. It is agreed that the CITY will pay ~he AUDITORS in
February of 1972 for 90% of the work that has been
completed up through January of that year. and the

accordance with the generally accepted auditing standards.

7. It is understood that the AUDITORS represent themselves as
well qualified in municipal accounting. and fu~hcr that they
agree to exercise due care and diligence and to discharge
their professional services specified as efficiently as
possible.
The AUDITORS intent will be to keep the aggregate fee as low
as possible. commensurate with the services actually performed.

The AUDITORS should consider in their tota~ fee. that they
must appear before the Counc il to present their report

8. Should the AUDITORS encounter a situation during the course
of the audit that could not be anticipated at the time of

opinion. require them to make a much more detailed examination
than they had originally anticipated in order to
satisfy themselves as to the reasonableness of the representations
made in the financial statements. and therefore increase the
cost of this audit over and above the amount stated in this
agrcemen~. ~hen ~he AUDITORS agree to submit to the Council
Auditing Committee. in writing. the problems they have
encountered. The AUDITORS writing shou~d be as detailed
as necessary to explain the p roblem and must include
