Robert~-Le~qh . Project Engineer , A1an M. Voorhees & Associates~ presented the Western ~apahoe County Transportat~on Study , Eng1ewood Supp1ement . Mr. Leigh noted that there were three qenera1 traffic prob1ems ~n Eng1ew ood . O ne , there was a 1ack o£ continuity 1n the arteria1 stree system ; t~o . the prob1ems of growth were p1acLng staggering demands upon the trafL~c system ; and hree , there was a 1 a ck of adequate mass transLt SCr"'.'.1Ce . In g enera1, he said there were three so1ution s: (1) Estab1 ish better h1ghway contLnuity, espec ia11y in the eastern portion of h e study area . (2) Obtain addi iona1 capacity on the arteria1 streets in the area; and f3) Expand the mass tran&Lt s ervice Ln the area . He suggested that he proposed Co1 umbine Freeway separate from Santa Fe Drive shou1d not be bui1t ~ especia11y i f che proposed tran s it expectations come to pass. Hence ~ a major upgrading of South Santa Fe Drive ~as in order . M r . Recommendation: Upgrade US 285 to ~u11 ~ree~ay standards west of Santa Fe (US 85) a..nd upgrade and i..mprove US 285 o 1imi ted access express~ay standards east of Santa Fe. Reconunendation: Lmpro ve and/or reconstruc t C1arkson Street as a two-1ane m1nor arteria1 s treet (44 " curb-to-curb width on a oo · ROW) from US 285 south to Orchard Road (1n Greenwood Vi11age). Recornrnendation: Improve Broadway from Yale to Qu incy: (1) Widen the 1ink from Jefferson to Quincy to provide a uniform cross- section; (2) provide 1eft-turn 1anes and bus turnouts; (3) complete traffic signal.. ~odernization; {4) beautify Broadway in Downtown Engle- w o od from Floyd to Jefferson. Recommendation: E.l.:i..mi.nate the existing jog between U nion and Tufts at South Santa Fe by constructing a new Lntersection between Union, Tufts and Santa Fe Drive. Reco.rrunendation: Improve and designate Zuni as an intra -city minor arterial from Hampden to Evans . Reconunendation: Extend Floyd directly east from Broad - way , adjacent to the Post Office building , then transition into e xisting Floyd Avenue just west of Lincoln Street. Recomme.ndation: Rebuild and relocate Lehow Avenue approximately 300 feet to the south in order to create a safer intersection bet-een Centennial , Lehow and Broadway . R.ecorrunendation: A11 present one-way street systems in the City of Englewood should be reverted to t-o-way operation. Recommendations: Designate 1oca1-use , minor arterials in south-western Englewood . Mr . L eigh indicated t h a t the Highway Department had seen a copy of the report, but w as n on-c ommittal . H e indica ted tha~ early .i.n the study he had discussed the problem of u .s . 28 5 with Mr . C harles Shumate , Executive Director , Colorado State Highway Department. Mr . Shumate had indicated that taking u.s . 285 below grade was a feasible solution . Mr. L eig h said that he had not favored such an approach in the beginning , but , after completLng the study . it would appear that Mr. Shumate was right . While it would involve a tremendous o utlay of money , with new tunneling techniques being developed , .i.t wa s indeed the best a l ternative . In answer to a question , Mr . Di.a.l., City Manager . regarding the possi..b.l.e sa.l.e of the ''Boreas P as s water rights '' was received for the record. Mr. Dial. indic ated that the C ity had acquired certain water rights Ln the Boreas Pass with the intention of diverting the water from the Western to Eastern S1ope . T his had been done during the period rough1y from 1 956 to 1962. The project was no 1onger f easib1e , however , for the water did ~ot f1ow easi1y but instead soaked into the ground. Hence. the project had been abandoned. • With the Ranc h Creek water diversion project underway , the water rights over the Boreas P ass become even 1ess important . The Coors Company wou1d 1ike to purcha se these rights and hopefu1 1y divert the water back to the Western S1ope . At this point the City Manager rea1ized that the matter h ad been tab1ed at a previous meeting . Dia l. stated that Coors w ou1d 1i.ke to 1 ease the rights for two years at SS .OO per acre for water diverted p1us SSOO per year. Then if the ci t izens of E ng1ewood voted to se 1 1 the water rights , Coors woul..d purchase them for S153,000 . Xf the project were unsuccessful., however. Coors w oul..d 1ike for the C ity to re~urse them for their 1 e ga1 fees p1us 6 percent . Counci.1man Schw ab sai.d that he woul..d prefer a 1ease agreement wi.th Coors on1y stating that at a 1 ater d ate ~e may wish that we had this additional. water . Mayor Senti indicated that he had seen Mr . Mark Shiver s ~ former Water Attorney for the City, and that he had state d that the purchase of these rights appeared to be the on1y bad purchase the Water Board had ever recommended . • • I' • • • -6- Counci1-oman Henning inquired of the City Manager if the City -ou1d not 1ose the rights if it fai1ed to use them. Mr. Dia1 ~dicated that this was his understanding. Counci~an Dhority said that the Ci ty shou1d investigate further to see if possLb1y the rights cou1d be used. City Manager Dia1 Lndicated that the water rights have a very nomina1 va1ue p1aced on them by the City's consu1tant, w. W. Whee1er. CounciLman Lay indicated that the Water Board had given this matter considerab1e cons:Lderation and thought and that there wou1d be no further c:au.se served by studying it any 1onger. However, he did fee1 that the Coors Company shou1d stand any 1ega1 costs i£ the project fai1ed . COUNCXLMAN DHOR.XTY MOVED ., COUNCX LMAN LAY SECONDED, THAT THE W.ATER AND SEWER BOARD CONDUC'T FURI'HER NEGOTXA.TIONS WITH THE COORS COMPANY FOR THE SALE OF THE BOREAS PASS WATER RIGHTS AND THAT THE AGREEMENT SHOULD INCLUDE A CLAUSE WHICH WOULD RE<;;!UIRE COORS TO STAND THE COSTS OF ALL LEGAL FEES JUST AS THE C::I:TY WOULD STAND THE COST OF AN ELECTION. Counci1man Schwab s aid that the va1ue of the rights are the most ~portent thing. He noted that we have been cautioned that withLn the next three to four years there is a severe drought potent~a1 in the area and that it is poss1b1e that a high water use type of J....ndustry might eventua11y 1oc:ate i.n Eng1ewood . Perry, of 2349 West Harvard Avenue. raised the qu stion o£ whether the right of eminent domain is app11cab1e in Lhis case . and read from an opinion she stated she had obt a ined from her atto rneys. Mrs. Perry contends that with proper 1oca1 enforcement of ordinances the re1ative1y few private properties which are considered objectionab1e wou1d perfor ce be proper1y maintained; that the major part o£ the area presents no threat to the greater pub1ic we1fare; and tha~ the construction of a 1arge-sca1e. 1ow-income residence area would resu1t ~n uncontro11ab1e slums which u1t~mate1y wou1d present a far greater threat to the major~ty good and contribute to deterioration rather than improvement. Recommendation It i.s recommended t:h.at we negotiate for t:he module unit and chassis and that a total of $5. 820 . 8 4 be spent from the Fire Department operating budget to supple- ment this grant of $14.000. Background Module Bodv Unit. There are apparently three ma..nu.f.accurers of these units which are mounted on truck chassis. It is recouu:n.ended that we negotiate for the purchase of this unit from The l\1.odular Ambulance Corporation in Dallas~ Tex.as~ as the other two m.anu!acturers do not meet our speci.f.ications. <>o.e of the two firms builds an odd cab to axle size which would require the chassis frame to be altered. This is undesirable. The second firm builds a unit w-hich is more costly t:h.an that manufactured by the D:::l.llas firm.. This is the case even for a unit shorter than the ooe desired ..
