We recognize that you must m.a.ke a decision in::l.JD.ed.iately W'l1:b. respect to tbe improvement o.r Zuni and that you naturally are relucta.nt to spe:1d :fund.s derived from the property own.ers within Denver for bnprovements that are outside your corporate limits. We would like, tbere.fore, to propose a means by which Zuni could be LJ:nproved this year in a way t:b.at Denver taxpayers will not bear costs o.C Lmprovlng that portion of Zuni Street within the City of Englewood. The Englewood City Council '1.as improved other streets in this general vicinity but has always assessed the cost to the abutting and nearby property owners .. Since the 1972 assessment district program has been deter-mined. it is not now possible t.o include Lmprovement of Zuni Street in this su..m...m.erws work.. While it ~uld be possible for the City o£ Englewood to Ll:np.rove Zun.i Street in the 1973 assessment paving program. this could not be done until a.ft.er the City Council had (in early 1973) made that determinaticn following public notice. public hearing • etc.. Because of t:b.e extremely large properties owned by persons of modest n1ea.ns which would be subject to assessment. it would seem highly unlikely to me that the City Council would find these owners receptive t.o being assessed for the proposed improvement... This I think would be true even though the property o'WD.ers would be subject only to an assessment equivalent to the cost of residential-t:ype lmprovements. which is our policy in residential zoned areas • Therefore. it would seem to me that an alternate progr&..nl. should be considered W'hich would permit lrnprovement of this street immediately. <>ur proposal to you would be as follOW'S: 0 0 • • • 0 - lt:f.r. I have not had the opport:u.nity of securing approval of tile ED.glev.rood City Council. have discussed t..b i s thoroug hly v..-ith l\layor l\lilton Senti,. and he is fully in support of this s o l ut i on and 'Will solicit: the approval of the City Council.. It is DJ.Y opinion that: 1:he City Council n ·ill react: favorably to this,. provided that y ou can see your way clear ~ do like"'"ise..
