We1bourne Deve1opment Company seeks permission to
bri~ two rai1& across West Dartaouth Avenue at a point
approx~ate1y ten feet (10•) east of the eastern right-of-way
1ine of South Shoshone Street.
Reason for Request:
We1bourne Deve1op.ent Coapany is in the process of
deve1oping severa1 parce1s of 1and in the vicinity of West
Dartmouth Avenue and South P1atte River Drive. One parce1 is
in the City and County o~ Denver and 1ies north of West
Dartmouth Avenue and east o£ the Co1orado and Southern Rai1way~
which rai1 1ine is para11e1 with the Eng1ewood-Denver city
boundaries.
Another parce1. the one with which Eng1ewood wi11 be
primari1y concerned. is in the City o~ Eng1ewood and 1ies
south o~ West Dartmou~b Avenue. north of West F1oyd Avenue
extended. west of South P1atte River Drive and east o~ South
Shoshone Street. We1bourne p1ans to deve1op this parce1 with
one-story. 1ight industria1 bui1dings which wi11 be 1eased.
Each o~ the prospective 1essees contemp1ates the avai1abi1ity
o~ rai1 service which can be obtained from the Co1orado and
Southern Rai1way.
We1bourne wou1d expect to bring this rai1 service
across the property which they own to the north of West
Dartmouth Avenue and t:.bence across West Dartmouth Avenue at a
point approxi~ate1y ten feet east of the east right-of-way
1ine of South Shoshone Street. We1bourne states that it aay
be more advantageous to sp1it the spur north of West Dart.outb

Before We1bourne subm~tted tb~s app~ication, they
researched the possibi1ity of providing the rai1 service to
their property on the south at approxi~ate1y West F1oyd
Avenue, extended, in order to avoid crossing West Dartmouth
Avenue. Because of the topography and other physica1 character-
istics in this area, this was deemed not to be possib1e. The
Co1orado and Southern Rai1way Engineers have determined that
the service as proposed from the north is feasib1e.
We1bourne Deve1opment Company bas consu1ted with the
Pub1ic Service Co.mpany and bas their tentative approva1 to
bring the rai1 across that company•s right-of-way at a 1ocation
approximate1y 480 feet south of West Dartmouth Avenue.
We1bourne has contacted the Va11ey Sanitation District.
whi~h owns a 21 inch sanitary sewer trunk 1ine that 1ies in
the center o~ West Dar~mouth Avenu~ and the Eng1ewood Uti1ities
Department, which o~ns a 12 inch water main that 1ies in West
Dartmouth Avenue at a point approxLmate1y 15 reet south or the
north right-o£-way 1ine. We1bourne states th3t they under-
stand that they wi11 have to provide protection for these
1ines and wi11 sign an encroachment agreement satisfactory to
the City of Eng1ewood prior to any construction.
At this time, the specific 1ocation of the structures
is indefinite; bo~ever. before construction begins on the rai1
crossing. We1bourne ~i11 provide the City with a proposed p1ot
p1an of the deve1opment.
Because the parce1 1ying to the south of West Dart.outb
Avenue and bounded on the east by South P1atte River Drive, on
the south by West F1oyd Avenue, extended; and on the west by
South Shoshone Street is not p1atted, tbe parce1 wi11 have to
meet the requirements of the Subdivision Regu1ations before
construction of the Lmprove•ents begins.
Recommendation from the Department o £ Community Deve1opment:
The Department of Community Deve1opment recommends
that the request on beba1£ of the We1bourne Deve1opment C ~pany
to insta11 a rai1 crossing with no more than two sets of rai1s
across West Dartmouth Avenue at a point approx~ate1y ten £eet
east o£ the east right-o£-way 1ine o f South Shoshone Street,
be approved sub~ect to the fo11owing conditions:
1. The comp1ete cross~ng design sha11 be approved
by the Engineering Division of the City of Eng1ewood,
Co1orado. Departaent of Pub1~c Works, inc1ud~ng. but
not 1~mited to, the grades for the crossing, the
1ocation of the crossing and the •ateria1s used ~n

4. Tbe frequency and time of usage of the crossing
sba11 be designated by mutua1 agreement between the
We1bourne Deve1opment Company and the Traffic Division
of the Eng1ewood. Co1orado Department of Pub1ic Works.
5. The maintenance of the rai1 crossing sha11 be the
responsibi1ity of the deve1oper or the owner or owners
of the property that the rai1 crossing serves.
6. We1bourne Deve1opment Company sha11 take such
steps as are necessary to protect a 12 inch water
main that 1ies in West Dartmouth Avenue and 15 feet
south of the north right-of-way 1ine. such work is to
be done to specifications estab1isbed by the Director
of Uti1ities of the City of Engl..ewood. Co1orado.
7. We1bourne Deve1opment Company sha11 take such steps
as may be required by the Vn11ey Sanitation District
to protect a 21 inch sanitary sewer trunk 1ine which

Uti1ities Department: A 12 inch water main is insta11ed

bi11ed to the We1bourne Deve1opment Company.

by Pub1ic Service Company as a direct resu1t o~ the extension

State Department of Highways : It appears that the
proposed 1ocat1on of the two spurs 15 in c1ose prox~ity to
the proposed Co1umbine Freeway; at th~s time. the H~gbway
Department is not in a position to either approve or disapprove
the request ..
Co1orado and Southern Rai1way Company: We have stud~ed
the poss£bli1t1es of cross1ng West Dartmouth Avenue at tbe
existing grade o£ the road and find that the main 1ead track
wou1d have a descending grade o-r 2 .. 5 % compensated with a 150
~oot vertica1 curve to a 1eve1 grade across West Dartmouth
Avenue.. Additiona1 study w~11 have to be made of any e££ect
on this crossing as a resu1t or service to sites north or
West Dartmouth Avenue.
Re1ationship to the Comprehensive P1an:
The Comprehensive P1an shows the area deve1oped
industria11y. The area is within the Co1umbine Freeway
corridor ..
Background:
This area was annexed to the City of Eng1ewood by
Ordinance No .. 23. Series of 1957. being a part of. and inc1uded
in, an annexation which invo1ved approxiaate1y 687 acres 1ying
west of South Santa Fe Drive.. Tbe parce1 which We1bourne pro-
poses to deve1op that 1ies south of West Dartaoutb Avenue was
zoned M-2, Heavy Industr~a1~ by Ordinance No .. 13~ Series of
1958•.. Unti1 the Dartmouth Bridge was constructed across tbe

Since the Dartmouth Bridge bas been opened and east-
west access ~ade avai1ab1e , there has been considerab1e
specu1ation about the deve1opment of the We1bourne parce1; but
unti1 this tLme, no firm proposa1 bas been presented. Jt
cou1d be assumed tbat a freeway on the western a1ig nment and
an improved South Santa Fe Drive wou1d provide even better
access to the site.
Depart~ent of Community Deve1opaent Ana1ysis:
Even though the growth o£ the trucking industry has
._ateria11y 1essened the need for 1ocatin,g industria1 sites
near rai1way trackage, many, i~ not •ost aanufacturers,
wbo1esa1ers and ~arehousemen sti11 prefer sites with rai1
sidings . Tbe avai1abi1ity o f rai1 service to a si te in
addition to good vehicu1ar access, is particu1ar1y Lmportant
to the warehousing industry which is dependent on the
avai1abi1ity o f good transportation: both truck and rai1.
In this specific case, it wi11 be possib1e to provide
trackage to the site, but it is suggested that certain steps
be taken by the deve1oper to protect the interests of the City
and certain uti1ity companies in the £o11owing aatters:
1. Both underground and overhead uti1ities wi11 have
to be protected at the deve1oper•s expense.
2. Tracks crossing the pub1ic right-of-way wi11
have to be at an approved 1ocation and insta11ed to specified
standards as set by the City En.gineer.
3. We1bourne Deve1opaent Company wi11 have to agree
to maintain the tracks crossing the pub1ic right-of-way.
4. We1bourne Deve1opment Company wi11 have to enter
into such encroachment agree~ents as aay be necessary with the
City of Eng1ewood and Pub1ic Service Coapany of Oo1orado.
5. We1bourne Deve1opment Coapany wou1d be required
to maintain the present drainage on both sides of existing West
Dartmouth Avenue and insta11 any necessary additiona1 pipe to
accommodate future drainage needs.
6. West Dartmouth Avenue is one of the •ajor east-
west carriers through Eng1ewood; tbere£ore, the frequency and
time o£ usage of rai1way spurs crossing West Dart~outb Avenue
shou1d be designated by •utua1 agree•ent between the City o~
Eng1ewood and We1bourne Deve1opment COmpany as owner and
