Mr. McCown stated that three peop1e had been ~nterviewed for
Ass~stant D~rector of Parks and that a George Pearson from
E1 Paso, Texas was top choice. Mr . Pearson is current1y emp1oyed
as Assistant Director of Parks (Maintenance) for E1 Paso and
hope fu11y wou1d be ab1e to start work in a coup1e of weeks.
There was a discussion on the requirements for this position and
why a co11ege degree wa s required. Or. Zareman fe1t that experi-
ence shou1d be considered in 1ieu of a degree. Mr. McCown
exp1ained that the type of ski11s and specia1ized know1edge
invo1ved required the education.
Mr. McCown e xp1ained that he had come before the Board previous1y
to request a waiver of the written test due to the nature of this
position and was appearing now to exp1a~n to them what procedure
had been fo11owed. There was a d~scuss~on as to whether or not

The Board then q~estioned whether or not the posLtion had been
posted in the Parks Department and Mr. McCown rep1ied that no one
in that depart::ment met: the necessary requirement of a B.A. degree.
Dr. Zareman again stated that he fe1t experience cou1d be consi-
dered in 1ieu o£ the degree and that the requirements shou1d be
m.ore f1exi.b1e.
Rev . Hosanna fe1t that since the posting on1y had to be up five
working days. this procedure shou1d be fo11owed before Mr. Pearson
~s off~c~a11y not~f~ed that he has the job.
Mr. Berardini felt that if the Career Service Board is going to
p1ay an active ro1e in the appointing of someone to a position~
someone shou1d be at the meetings to exp1ain what positions are
being recruited for~ how requirements for the position were arrived
at~ and how recruitment is being gone about.
Dr. Zartman's opinion was that the Board's ro1e is to extab1ish the
process to see that the most e1igib1e candidates are Lnterviewed;
rhat the actua1 recruitment and se1ection is strict1y an admin~s
trative process.
Mr . McCown stated that it is hoped that in the future Assistant
Directors wi11 be removed from •the jurisdiction of the Career Service
Board and Rev. Hosanna added that if the present ordLnance estab-

Mr. Berardini to discuss various procedures as they are now and

statLng that he wou1d endeavor to be present at each meeting of
the Career Service Commission . The Board had a1so Lndicated to
Mr. BerardLni that they wou1d 1ike to hire outside counse1 Ln
matters of disputes arising between management and emp1oyees.
Mr. Berardini suggested that when this was necessary that the
Board shou1d make direct app1ication to the CLty Counci1 to s~pp1e
~ent the budget of the Commission and then they cou1d proceed to
retain whichever counse1 they desired in the matter.
Rev~ Hosanna suggested that the Board request of the City Counci1
a specia1 fund in case they ever need to hire this counse1 and
Mr. McCown stated that he was preparing the budget for the Career
Service Board at this tLme and had made a provision for this.
Mr. BerardLni asked if the Board wanted hUm at every ~eeting or
shou1d he be in an on-ca11 status~ Dr. Zareman said he saw no
reason why the City Attorney shou1d be at each meet~g and Mr.

Mr. Bud Rupert. Chief Design Engineer froa the City of
Denver. Oepartaent of Pub1ic Work&. was avai1ab1e to make
comaents on his experiences with the acquisition of
property and the prob1ems encountered in moving thea ~o
new 1ocat:l.ons.
He s~a~ed that in February of 1971 the City o£ Denver
acquired eight structures to be •oved to a11ow bu:l.1d:l.ng
near the airport. The or:l.g:l.na1 pro~ect invo1ved •ov:l.ng
these str-uctures to •.ake site& ava:l.1ab1e £or s:l.ng1e-"L.-i1y
dwe11:l.ngs. The fo11owing is a 1iat o~ the prob1eaa en-
countered.
1. On1y two bids were received on tbe aoving ot tbe bouees.
2. In October. the pro~ect waa ~:l.d at $258,000 p1ua
$33.480 required by the bonding co•pany for guard ser-
vice due to the high occurance of vanda1iaa.
3. This ••ounted to over sao.ooo per etructure to aove.
bui1d new foundations and bring the• up to code. etc.
4 . After fai1ing to se11 the houses to private parties to
be moved by them. the bouse& were fina11y returned to
the orig:l.na1 owners for their disposition. By this
time vanda1ism was extensive.
They found it d:l.fficu1t to find a mover wi11ing to work
with a city government. as there were so many requiraaents
tbat tbe mover must meet before be cou1d even bid. i.e.
pre-qua1:1.:fying.
Mr. ~upert stressed that timing is the essentia1 factor in
the moving of homes due to •anda1iaa. and that their en-
counter witb such a project was bigh1y unsuccessfu1. He
suggested that an engineer be brought in to 1ook over each
property so an estimated cost might be derived.

been acquired through tbe owner•s w1111ngness to contact
the City. The•e peop1e are &1:111 occupying these boaes and

It was fe1t by the authorities that the best route to take
in con_nection witb these ho.es woul.d be to do as •uc:::b as
they can to bel.p the peo~l.e in the ho.es in every way. It
was suggested to bel.p aove their homes i~ they so desire
or at l.east to bel.p the• find other suitabl.e housing in
the ca....unity.
A concern was mentioned ror the number of cbil.dren in these
ba.e& and if Engl.ewood woul.d be l.o&ing •ore cbil.dren in their
al.ready decl.ining school. enrol.1aent.

VI. NEW BUSINESS.
Chairman Burns reported that a aeeting bad been bel..d on Kay 8,
1973, with Stan Dial.., Jim Supinger, Richard Foster, Karl..
No11enberger, Mayor Mil..ton Senti and Lois Kocian to discuss
the funding o~ the Housing Prograas and the procedures whereby
the city woul..d obtain the appropriated funds for the Housing
Authority. It was po~nted out that there is no necessity for
an addit~ona1 ord~nance to re~er the funds to the Author~ty
of such . If we wish Mr. No11enberger to invest our funds for
us. keep our book& and disburse the funds to the Authority upon
de~and. there appears to be a necessity of a specia1 fund set
up under Section 102 of the Eng1ewood C1ty Charter. Tbis wou1d
necessitate certain accounting procedures which wou1d not be
restrictive upon our abi1ity to spend •oney. A1so discussed
were the accounting restrictions that are p1aced upon revenue
sharing •oney as such.
It was fu11y understood that the Authority is as independent
1ega11y as it previous1y set out to be. and the C~ty does not
wish or intend to p1ace any barriers upon it& ability to spend
the funds as a11ocated. We a11 fee1 that the spirit of c1ose
cooperation with the City and a11 of its depart.ent& is ao&t
necessary.
The resu1t of the meeting. a& reported by Chairman Burns. was
a very cordi~1 understanding between Mr. Dia1. Mr. No11enberger
and Mayor Senti. Mr. Supin.ger is a1so wi11ing to be •ost
cooperative with the Authority.
Mr. Burns a1so brought to the Authorities• attention a •e•o
received from Stan Dia1 dated May 10. 1973. in which be stated
that Kar1 No11enberger wi11 short1y be providing tbe Authority
with a summary of severa1 options which be wou1d fee1 wou1d be
be1pfu1 in the administrations of the Author~ties• prograas.
He a1so stated that tbe use of federa1 revenue sbar~ng monies
