This report is divided into various elements of the tota l problem which should be considered in reaching any ultimate decision. It is not intended to be a complete, intensive analysis of firefighting manpower needs, but rather a reasonably thorough one. CURRENT MANNING OF VEHICLES The fire depa r tment currently has 51 individuals involved in the ar ea of fire suppression. This amounts to 17 individuals per shift, due to the fact that the fire department currently works a shift arrange- m n wher y each employee works three days out of each nin 1ays, resulting in an average 56 hour week. The current manning was intended to man five vehicles at ree persons ach, and the rescue squad at two persons, allowin for no tice o ff for vaca ion and sick leave or adm inistra ion of he suppre~sion a rea. 1 on the following pag indicates the number of sic , injury, ca ion leave shifts which hav been u ilized for h firs of this year. The amount of needed manning in order to supply a constant 3-man manning ratio would differ in every city dependent upon vacation acc ru al, sick leave usage, administrative fir suppression personnel, and flexibility oppo rtun itie s between shifts, rigs, and stations. ENGLEWOOD MANNING NEE DS In 1975 all employees of the fire department wh o have een with th City for leas than en years will receive vacation equal to seven shi ft s per year, while those over ten years will receive vacati on equal to nine shifts pe r year. In addition, once a firefigh er reach s the ma ximum allowable accumulation of sick leave, any sick leave accru d after that point automatically con verts to vacation on a 2-1 ratio. Tot al vacation accruing in he year 1975 will be approxima ely 529 shifto, or approximately 44 shifts per month. Further breaking this do wn, it equals approximately l; persons on vacation every day of th e year. Given the curren level of sick and injury leave usage in the Ci y and proje c in it ~nto 1975, 3 3 shif s of sick and injury leave wi ll be u ilized in that year. This is a total manpower loss due o sick, injury, and vaca ion of 882 shifts, wh ich ie equal to about 7i ad ditional persons. In summary , it would take a minimum manning o f 6J individuals, or an additional 12 in o rd er to fully man he five cu rr ent pieces o f equipment in he City. This will still necess itate some ove r time pa ymen s in order to insure minimum manni ng a all time s. A Fire Prevention Officer has b een recommended in the 1975 Proposed Budget to cond uct a comp rehens i ve program in Cinderel la City , Swedish Hospital, and Do wnt own Englewood. This position s hou ld be implemented as soon as po ssible in light of the need. In order to man th e sixth com pany as requ e sted by Chi ef Hamilton , it wo uld ake an additional 9 men a t this particular point in time. While 9 men would not fully man the si x th company, it would 1 av it fully manned approxi ma tely 75 % o f the time. As soon as a fire call is ma de and at least thre other of the six vehicl es are out of their stations , the volunteers co uld be utilized t o help man, on a st and-by basis, the sixth vehicle if fu ll manning did not exist at hat ime. Ove r he nex few years this vehicle should be brough up o full mann ing as he exposures in the Ci y ecome more severe. Also present were: Acting City Manager Waggoner City Attorney Berardini Assistant City Manager Mccown Director of Finance Nollenberger Fire Chief Hamilton * * * * * Acting City Manager Waggoner stated that persons attending the last City Council meeting had asked for manpower increases in the Fire Department. He stated that the report on Fire Department Manning Proposals had been prepared by the staff for the Council consideration. It shows the need for lJ additional men now and 9 additional next year for the 6th company. Aaditionally, better scheduling of vacation leave was necessary in order to prevent manpower shor i ages at any one time. He discussed the possible financing mechanisms in order to pay for this rather large sum o f money. Additional ly, the pension area had to be considered and he described the seriousness of the underfunding a t this t ime. The staff needed some direction at this time. Councilman Sovern stated that the money needed to be found at the same time the extra positions were authorized. Acting City Manager Waggoner stated that the five o r sixth rig manning also needed to be considered. Councilman Sovern stated that the motiva ing force right now wa s the opening of the Oxford-Federal sta ion, and that would mean 13 men now and discussion of he six h rig during the bud et sessions. under one .
