SPECIAL MEETING:
The City Council of the City of Englewood, Arapahoe
County, Colorado met in special session on September 2J, 1974
at 7:00 P.M.
Mayor Taylor, presiding, called the meeting to order.
The invocation was given by Councilman Howard Brown.
The Pledge of Allegiance was led by Mayor Taylor.
'7 The Mayor asked for roll call. Upon the call of the
roll, the following were present.

The following Notice of Call was read by the/City
NOTICE OF CALL BY THE MAYOR
FOR A SPECIAL SESSION OF THE CITY COUNCIL
MONDAY, SEPTEMBER 23, 1974
7:00 P.M.
The City Council of the City of Englewood, Arapahoe County,
Colorado, is hereby called to a special meeting at the City Hall,
3400 South Elati Street, for the purpose of considering:
1. Resolution appointing the City Manager for the City
of Englewood and setting a salary for said Manager.
2. Hearing on the Proposed 1975 budget.

llouncilman Blessing thanked Kells Waggoner for the
fine job that he had done in filling in as the Acting City
Manager.
City Manager Mccown expressed his appreciation to the
Council for the confidence they displayed in him. He pledged
to live up to the expectations that they have for him. He gave
thanks to three parties, one, the department heads and employees
of the City of Englewood for the fine job they have done, to his
wife Jeanna, and to the man upstairs.

Mayor Taylor explained that the purpose of the meeting
tonight was to have a public hearing to discuss the proposed budget
for the City of Englewood for the year 1975. He gave thanks to the
many citizens who participated in the Budget Committee, for their
time and efforts expended. He thanked the department heads in the
City of Englewood for the work that they did in developing the
Budget and providing the explanations of the needs of the City of
Englewood.
He stated that in order to meet t he needs for the com ing
year, a tax increase may be needed. He said Englewood i s fortunate
in having the lowest tax mill levy of any city in the state. He
did hope that this might be avoided.

Littleton sewer co-op in the year 1974. General Fund expenditures
are planned to be up about 15%, all except fo~ the Water and Sewer.
The primary causes of these increases are the employee contracts,
which have and 8.9% increase plus a 2 .6% fringe increase, and
secondly, k• the inflation in the purchase of goods and services
consumed .
Mr. McCown stated that this is basically a status quo
budget and it is to maintain the current services which we are
presently using . The Budget does not include the 13 new firemen
which would cost $167,000 for the year 1975 . The water enterpri s e
fund is down because the Ranch Creek Project has been comple t ed .
The Sewer enterprise is down because of the Bi -City Sewer Plant
between Eng lewood and L ittleton was budgeted for last year. While
Recreati o n s how s zero in the budget, this may be a men d ed if school
funds are rec e ived. Currently the recreation will be goi ng in to
the Gen e ral Fund. The Transi t Budge t has been eliminate d be c a use
o f the pr opos ed p urcha s e by RTD of our system. The Senior Surrey ,
wh i ch was i n t h e Tran s it budget is going t o be absorbed b y Pu b lic
Wo r ks . The Pub lic Impr o vement Fund i s not real ly a n a c c ura te
fi gu re fo r an annual b ud ge t . Th i s is b e cau s e t he Public Imp r ove en

Councilman Jones asked what th averag increase in ax

the budget has been realized because projects/will be completed
in the future have been paid for during the past year.
Jean Carlberg, 3568 So. Grant Street, who had served
on the Budge t Committee , expr eased her concern about putting the
Revenue Sharing Fund into the General Fund. She stated that the
Revenue Sharing has been put to great beneficial use in the past
and she does not want to see that forfeited in the future.
Councilman Clayton also expressed his concern.
City Manager McCown stated that this has been done because
salaries are rising, goods and services have been affected by
inflation, and revenues are not equalling the expenditures.
Mr. Maurice Merlin, 3688 So. Sherman Street, explained
his feelings that Council's first duty is to insure that the City
of '!nglewood was safe. This is only possible by having an adequate
fire and police department. Therefore, it is not unreasonable for
the City Council to ask for a mill increase. He also expressed his
concern about the fa ct that the public hearing was not sufficiently
advertis4d.

of interest shown by the ci izenry in the workings of the City . The
City Council meetings are not well attended, the councilmen have
attempted o have neighborhood meetings, heae have not been well
attended, and the Mayor's coffees have not had good urnou a. He
indicated that it is unfor unate that thi• type of public apathy
exists.

MOTION TO CLOSE THE PUBLIC HEARING ON THE PROPOSED 1975 ENGLEWOOD
CITY BUDGET. Upon the call of the roll, the vote resulted as

CITY OP EMGLEWOOD AND FIXING HIS SALARY FOR THE RALAN CE OF TilE
TUil 1974.
W&EaEAS, the City Council has previouslv acce pted the
reeignation of Stanley H. Dial, as Englewood Ci t Manager , effective
June 15, 1974; and
WREllEAS, Kells Waggoner was appointed Acting City Manage r,
effective June 16, 1974, until further order of th Council; a nd
WHEREAS, Article VII, Sction 49 of the Englewood Home Rule
Charter provides :
"City Manager -Appointment -Qualifications
The Council shall appoint and fix the salary
of the City Manager wh o shall be the chief executive
officer and head of the administrative branch of the
City Government. Ke ehall be eelected on the baeia
of adlliniatrative and executive qualifications.
During hia tenure of office, the City Manager »hall
reeide within the City of En lewood. No Councilman
ahall be appointed City Han r during the t~na for
whi ch he shall hav been el cted."
