(a) EVERY AUTHORIZED EMERGENCY VEHICLE
SHALL, IN ADDITION TO ANY OTHER EQUIPMENT AND
MARKINGS REQUIRED BY THIS MODEL TRAFFIC CODE.
OR BY THE STATUTES OF THE STATE OF COLORADO,
BE EQUIPPED WITH A SIREN. EXHAUrT WHISTLE OR
BELL CAPABLE OF GIVING AN AUDIBLE SIGNAL AND
BE EQUIPPED WITH AT LEAST ONE LIGHTED LAMP
EXHIBITING A RED LIGHT VISIBLE UNDER NORMAL
ATMOSPHERIC CONDITIONS FROM A DISTANCE OF
500 FEET TO THE FRONT OF SUCH VEHICLE. A
POLICE VEHICLE, MAY, BUT NEED NOT, BE EQUIPPED
WITH THE RED LIGHT SPECIFIED HEREIN . THE FIRE
DEPARTMENT VEHICLES MAY ALSO BE EQUIPPED WITH

A RESOLUTION INDICATING INTENT TO JOIN WITH OTHER GENERAL
PURPOSE UNITS OF LOCAL GOVERNMENT IN THE DENVER AREA TO
DEVELOP AND IMPLEMENT A PLAN RESULTING IN A COORDINATED
WASTE TREA1.MENT MANAGEMENT SYSTEM FOR THE AREA. -
WHEREAS, pursuant to Section 208 of the Federa1
Water Po11utLon Contro1 Act Ame~dments of 1972. P.L. 92-500
(hereinafter ca11ed ''the Act''), the Administrator of the
United States Environmenta1 Protection Agency has by reg-
ulation pub1ished guide1ines for the identification of
those areas ~c.h, a..s a result of u.rba..n-i.ndu.st:ri__a.1 con-
centrations or other factors, have substantial ~ater q~1it:y
contro1 prob1e=s (40 CFR Part 126); and
WHEREAS,. t .he Denver area (herein.aft:er ca11ed ''the
Area ... ),. in.c1uding that area within Adams, Arapa.hoe,. Bou1der.
Jefferson Cou.nt:Les,. a.n.d the Cit:y and County of Den:ve.r,.
satisfies the criteria contained in the Act: and guide1ines
for designation of the area pursuant to Section 208; and
WHEREAS, Section 126.10 of the Section 208 guide-
1ines requires, among other things, that the a£fected general
purpose units of 1oca1 government within the prob1em area
must show their intent, thro~gh fo~11y adopted reso1utions,
to joi..n together :Ln. the p1a.n.n..in.g process to deve1op and
i:m.p1e.D:Je:nt: a p1a.n which ~11 resu1t in a. coordinated waste
treatment manage-lDIE!nt syste:m for the area; and
WHEREAS, such p1annfng process and ~aste treatment
m.ana.getne.nt system is a necessary and significant: J:Dea.sure t:o
cont:ro1 present point and non-point sources of water po11ution
and to guide and regu1ate future deve1opment and grcn.Tth La
the area which may affect water quality, in order to prevent,
