SUBJECT: Analysis of Construction Bids for 104 Unit Hou si ng for the Elderly
DATE: December 26, 1975
Section 1 -Recommendation of Award
On November 4, 1975, bids were received for 104 unit Hou s in g for the Eld er ly.
A tabulation of t he bids is attached . The low Base Bid of $1,892,000 was
submitted by Brady Construction Company . We have reviewed the bi ds wi th
Maxwell L. Saul and Associates, the City 's architectural firm . Maxwell L.
Saul and Associates have also reviewed the sub contractors . Brady Con s truc -
tion Company met the requirements as set forth i n the s pe c if icat i ons and we
could find no deficiencies in their bi d . \\There f ore, we re commend tha t Br ad y
Construction Company be awarded the bi d i n the amoun t of $1,8 92,000 . Br ady
Construction also had the lowest numb e r of days for con struction time , 280 days .
Section 2 -Alternates to the Bi d
In order to insure the completion of t he pro j ect and not know i ng wha t kind
of bids would be received, the City reque s ted tha t a number a lternates in the bid as deducts.
The alternates would allow us some fle xibi l ity in working out the f inancing
that might have been required . If any of t he a l ternates were eliminated
from the bid, we were planning on use of City crew s and equipment to
construct those specific alternates left out at the time the bid would have been awarded.
The Base bid of 1,892,000 i nclude s all of the alternates (one of the
a lternates wa s the basement ). The total cost of all the alternates is:

We all agree that it would be difficult for the City to do as a good job as th bid prices stated for the alternate s.
Therefore, we recommend that the al ernates be included as part of the overal l contract.

A RESOLUTION APPROPRIATING MONIES IN THE PUBLIC IMPROVrM ENT FUND
WHEREAS, 'the Voters of Engle wood approved a General Obligation Bond
Issue in the amount of $2,225,000 on December 23, 1975, for the purpose of
constructing Housing for the Elderly .
WHEREAS, the City Council of the City of Enolewood, Colorado, is
desirous in providing Hpusing for the Elderly within the City of Englewo od;
and '
WHEREAS, the City had committed specific financial assistance by
waivingwater and sewer tap fees, building permits and miscellaneous
licenses, and use tax, amounting to $132,941; and
WHEREAS> the City had appropriated $35,000 from the Public Improvement
fund and had committed an additional $74,000 of Public Improvement Funds;
and
WHEREAS, by financing the project with General Obligation bonds the
above financial assistance is no long er required by the City to complete
the project; and
WHE~EAS, the Englewood Housing Authority had committed $70,000 financial
assistance to the project and by financ i ng the project with General Obligation
bonds $15,000 is required from the Englewood Housing Authority for actual
cost; and
WHEREAS, the Englewood Housing Authority has an addi tion al $55,000
as a result of financing the project with General Obliga ion Bonds it
sh all be used as an add tion o th ? Co ntingency for unforseen e xr e nditur <..
should any occur .

The bids were received on the General Obligation Bonds for the
City of Englewood. A total of seven bids were received.
The low bid was from United California Bank, los Angeles,
California, for the net effective interest rate of 6.549301.
United California Bank submitted their bid in proper form,
accompanied with a cashiers check in the amount of $40,000.
The City's fiscal agent, Hanifen, IMhoff I Samford, Inc.,
has reviewed the bids and find no discrepancies in the bid
from United California Bank. Therefore, we recommend that
United California Bank be awarded the bid.

Reference ill made to your "Official Notice of Bond Sale", and your "Official Statement"
appertaining thereto, both of which constitute a part hereof, concerning the $Z, ZZS, 000
City of Englewood, Colorado, General Obligation Housing Bonds, Serle• 1976, and
dated as of the flut day of February, 1976.
For your legally issued bonds, as described in said notice, we will pay you the princi-
pal amount thereof and accrued interest thereon from the date of the bonds to date of
