RESOLUTION NO. 14
SERIES OF 2026
A RESOLUTION AMENDING THE 2026 SCHEDULE OF PERMIT,
LICENSE, AND PERMIT FEES AND UTILITY RATES FOR THE
CITY OF ENGLEWOOD, COLORADO, TO PROVIDE FOR
INCLINING BLOCK WATER RATE STRUCTURE FOR
RESIDENTIAL WATER CUSTOMERS
WHEREAS, the City of Englewood (“City”) owns and operates a municipal water
utility system; and
WHEREAS, 31-35-402 C.R.S. authorizes any municipality to operate and maintain
water facilities within and outside of the municipality; and
WHEREAS, the Englewood Home Rule Charter, Section 123, requires City
Council to set rates for services provided by City owned utilities, both in and outside the
City; and
WHEREAS, the City’s current residential water rate structure utilizes a declining
block methodology under which volumetric rates decrease as water use increases; and
WHEREAS, Utilities staff evaluated alternative rate structures in light of current
drought conditions, the City’s 2022 Water Efficiency Plan, and long-term conservation
goals; and
WHEREAS, Utilities staff, with assistance from Stantec Consulting Services Inc.,
analyzed multiple inclining block rate alternatives designed to promote conservation while
maintaining revenue neutrality; and
WHEREAS, the Water and Sewer Board reviewed the proposed rate structure on May
12, 2026, and recommended approval by the City Council; and
WHEREAS, the City Council finds that transitioning to an inclining block rate
structure will encourage efficient water use while maintaining financial stability for the
City’s water utility system.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ENGLEWOOD, COLORADO, THAT:
SECTION 1. AMENDMENT FOR MONTHLY USAGE RATES FOR
RESIDENTIAL WATER CUSTOMERS. The Utilities Department’s fees for
“Monthly Usage Rate per 1000 Gallons” for Water - Inside Metered Rates and Water-
Outside Metered Rates in the 2026 Schedule of Service, License and Permit Fees and
Utility Rates are hereby amended as follows:

SECTION 2. EFFECTIVE DATE. The fees as amended above shall be effective
July 1, 2026.
SECTION 3. SCOPE OF AMENDMENT. Except as specifically modified
herein or by other action by City Council, all Service, License and Permit Fees, or portions
thereof, contained within the 2026 Schedule of Service, License and Permit Fees and
Utility Rates shall remain in full force and effect.
